In response to your question, the amount of any correction will have to take full account of the audit findings, but the consequences in terms of loss of Community funds cannot be quantified at this stage. I can say that flat-rate corrections will be applied, in compliance with the regulations. Also, given that the discussions that have taken place have not led to an agreement so far, the Commission is currently proceeding with measures that may lead to suspension decisions. "Det drejer sig om langt mere end blot at revidere den tredje fællesskabsstøtteramme. Jeg vil gerne fortælle hr. Papadimoulis, hvilken fase vi er i. Som De ved, har de græske myndigheder i rette tid fremsendt en beskrivelse af alle de forvaltnings- og kontrolsystemer for EFRU, der er etableret i Grækenland. Som opfølgning bekræftede en revision i oktober 2003 - foretaget af GD Regionalpolitiks tjenester - at der var alvorlige mangler i systemerne og forvaltningsprocessen. Wie Sie wissen, legten die griechischen Behörden fristgemäß eine Beschreibung des gesamten in Griechenland eingerichteten Verwaltungs- und Kontrollsystems für den EFRE vor. Da die bisherigen Diskussionen zu keiner Einigung geführt haben, hat die Kommission inzwischen außerdem Maßnahmen ergriffen, die eine Aussetzung der Zahlungen zur Folge haben könnten. Unabhängig davon sorgen wir dafür, dass der Dialog im Interesse einer Lösung fortgesetzt werden kann. Die nächste Beratung mit den griechischen Behörden wird morgen stattfinden. "Το θέμα είναι πολύ ευρύτερο από μια απλή αναθεώρηση του Τρίτου Κοινοτικού Πλαισίου Στήριξης. Θα ήθελα να ενημερώσω τον κ. Παπαδημούλη σε ποιο στάδιο βρισκόμαστε. Όπως γνωρίζετε, οι ελληνικές αρχές παρείχαν εγκαίρως περιγραφή ολόκληρων των συστημάτων συνολικής διαχείρισης και ελέγχου του ΕΤΠΑ που αναπτύχθηκαν στην Ελλάδα. Στο πλαίσιο της συνέχειας που δόθηκε, τον Οκτώβριο του 2003 ένας έλεγχος –ο οποίος διεξήχθη από τις αρχές της Γενικής Διεύθυνσης για την Περιφερειακή Πολιτική– επιβεβαίωσε την ύπαρξη σοβαρών ελλείψεων στα συστήματα και στη διαδικασία διαχείρισης. Συμφωνήσαμε για την εφαρμογή ενός σχεδίου δράσης με τις ελληνικές αρχές· η τελική προθεσμία για την εφαρμογή των δράσεων σύμφωνα με το σχέδιο ήταν το τέλος Σεπτεμβρίου του 2004. ". Es mucho más amplio que una revisión del Tercer Marco Comunitario de Apoyo. Quiero explicar al señor Papadimoulis en qué fase nos encontramos. Como usted sabe, las autoridades griegas presentaron oportunamente una descripción de todos los sistemas de control y gestión del FEDER establecidos en Grecia. A raíz de ello, en octubre de 2003 los servicios de la Dirección General de Política Regional llevaron a cabo una auditoria que confirmó la existencia de graves deficiencias en los sistemas y en el proceso de gestión. Acordamos un plan de acción con las autoridades griegas; el plazo final para la aplicación de las medidas del plan expiraba a finales de septiembre 2004. Se han analizado los resultados del plan de acción. La conclusión es que ciertos tipos de operaciones cofinanciadas y ciertas operaciones que pasaron del Segundo al Tercer Marco Comunitario de Apoyo no justifican la contribución del FEDER. Asimismo, hemos confirmado la existencia de graves deficiencias en los sistemas de control y gestión. Puesto que las autoridades griegas no investigaron las irregularidades y no hicieron las correcciones financieras necesarias, la Dirección General les informó de que la Comisión podría suspender los pagos provisionales del FEDER destinados a medidas específicas de los programas operativos afectados por las irregularidades mencionadas. Se han celebrado varias reuniones entre enero y mayo de 2005 y, durante este proceso, la Comisión ha hecho hincapié en la urgencia de llegar a una solución que permita seguir haciendo pagos en el futuro sobre una base sólida. ". Kysymys on paljon muustakin kuin vain kolmannen tukikehyksen uudelleentarkastelusta. Haluaisin kertoa jäsen Papadimoulisille, missä vaiheessa olemme. Kuten tiedätte, Kreikan viranomaiset toimittavat ajoissa kuvauksen EAKR:n koko hallinnointi- ja valvontajärjestelmistä Kreikassa. Tämän jälkeen lokakuussa 2003 – aluepolitiikan pääosaston toteuttamassa – tarkastuksessa vahvistui, että järjestelmissä ja hallinnointiprosessissa oli vakavia puutteita. ". C’est bien plus qu’une simple révision du troisième cadre communautaire d’appui. Je voudrais informer M. Papadimoulis de l’étape à laquelle nous nous trouvons. Comme vous le savez, les autorités grecques ont transmis en temps utile une description de l’ensemble des systèmes de gestion et de vérification du FEDER appliqués en Grèce. En guise de suivi, un audit mené en octobre 2003 par les services de la direction générale de la politique régionale a confirmé l’existence de graves irrégularités dans les systèmes et les procédures de gestion. Nous avons convenu d’un plan d’action avec les autorités grecques, l’échéance pour la mise en œuvre des mesures prévues dans ce plan étant le mois de septembre 2004. Les résultats du plan d’action ont été examinés. On en a conclu que certains types d’activités cofinancées et certaines activités menées à partir des deuxième et troisième cadres communautaires d’appui ne justifient pas le recours au FEDER. Nous avons également confirmé l’existence de graves manquements dans les systèmes de gestion et de contrôle. Étant donné que les autorités grecques n’ont pas enquêté sur ces irrégularités et n’ont pas apporté les corrections financières nécessaires, la direction générale les a informées de l’éventuelle suspension, par la Commission, des paiements intermédiaires au titre du FEDER en faveur des mesures spécifiques des programmes opérationnels touchés par les irrégularités susmentionnées. De nombreuses rencontres ont eu lieu entre janvier et mai 2005. Dans le cadre de cette procédure, la Commission a souligné la nécessité de trouver de toute urgence une solution globale qui permettrait de poursuivre les paiements de manière sûre. En réponse à votre question, le montant des corrections devra tenir pleinement compte des résultats de l’audit, mais les pertes des Fonds communautaires ne peuvent être quantifiées à l’heure actuelle. Je peux vous dire que des corrections forfaitaires seront apportées, conformément à la législation. Par ailleurs, dans la mesure où les discussions organisées n’ont pas, jusqu’à présent, permis de dégager un accord, la Commission poursuit la procédure pouvant aboutir à une suspension. Néanmoins, nous maintenons la possibilité de poursuivre le dialogue afin de dégager une solution. La prochaine rencontre avec les autorités grecques se tiendra demain. Dès que le débat avec celles-ci sera clos, je serai en mesure de vous communiquer par écrit les programmes touchés et dans quelle mesure ils le sont. "A questão é muito mais lata do que a revisão, apenas, do 3º Quadro Comunitário de Apoio. Gostaria de dizer ao Senhor Deputado Papadimoulis em que fase estamos agora. Como sabe, as autoridades gregas entregarem atempadamente uma descrição de toda a gestão e sistemas de controlo do FEDER estabelecido para a Grécia. ". Det är mycket mer än bara en genomgång av den tredje ramen för gemenskapsstöd. Jag vill berätta för Dimitrios Papadimoulis vilket skede vi befinner oss i.
