It has launched a study on the functioning of the internal market for air transport, which covers as a distinct part the issue of bankruptcy. In addition to providing the Commission with a database containing important information on relevant insolvencies in the EU air industry as of 1 January 2000, the consultant has been asked to consider the issue of passengers stranded due to bankruptcy. It will conclude on the need or not for a protection mechanism for airline passengers and examine possible options. The study is expected to produce its findings by the end of August 2005. Based on these conclusions, and if it is effectively confirmed that a large number of citizens are faced with a lack of protection, the Commission will decide on possible future actions."@en4

". Ich beantworte diese Frage im Auftrag meines Kollegen, Herrn Barrot. Die Kommission untersucht derzeit das Problem der Insolvenz von Fluggesellschaften. Sie hat eine Studie über die Funktionsweise des Binnenmarktes im Bereich des Luftverkehrs in Auftrag gegeben, die sich u. a. konkret mit der Insolvenzproblematik befassen wird. Die Beraterfirma wurde zusätzlich zur Bereitstellung einer Datenbank mit wichtigen Informationen über derartige Fälle von Insolvenz in der Luftverkehrsindustrie der EU seit dem 1. Januar 2000 gebeten, auch die Frage gestrandeter Passagiere aufgrund derartiger Insolvenzfälle zu prüfen. Sie wird feststellen, ob ein Schutzmechanismus für Flugpassagiere eingeführt werden sollte und entsprechende Möglichkeiten prüfen. Die Ergebnisse der Studie werden voraussichtlich bis Ende August 2005 vorliegen. Ausgehend von den Schlussfolgerungen und falls sich effektiv bestätigt, dass eine große Anzahl von Bürgern nicht ausreichend geschützt ist, wird die Kommission über mögliche Maßnahmen entscheiden."@de9
"Απαντώ σε αυτή την ερώτηση εξ ονόματος του συναδέλφου μου, κ. Barrot. Η Επιτροπή μελετά επί του παρόντος το θέμα της αφερεγγυότητας των αεροπορικών εταιρειών. Έχει ξεκινήσει μια μελέτη σχετικά με τη λειτουργία της εσωτερικής αγοράς αεροπορικών μεταφορών, η οποία καλύπτει το θέμα της χρεοκοπίας ως ξεχωριστό τμήμα. Εκτός από την παροχή μια βάσης δεδομένων στην Επιτροπή, η οποία θα περιλαμβάνει σημαντικές πληροφορίες για τις συναφείς αφερεγγυότητες στη βιομηχανία αερομεταφορών της ΕΕ από την 1η Ιανουαρίου 2000, ζητήθηκε από τον σύμβουλο να εξετάσει το θέμα των επιβατών που πλήττονται από τη χρεοκοπία. Ha encargado un estudio sobre el funcionamiento del mercado interior del transporte aéreo, que abarca la cuestión de la quiebra como un asunto aparte. Además de suministrar a la Comisión una base de datos que contiene información importante sobre insolvencias relevantes ocurridas desde el 1 de enero de 2000 en la industria aérea de la Unión Europea, se ha pedido al consultor que analice la cuestión de los pasajeros que se quedan en tierra a causa de la quiebra. Elle a lancé une étude sur le fonctionnement du marché intérieur des transports aériens, qui traite de manière distincte la question des faillites. En plus de fournir à la Commission une base de données contenant des informations importantes sur les insolvabilités observées dans le secteur aérien communautaire depuis le 1er janvier 2000, le consultant a été invité à se pencher sur la question des passagers bloqués en raison de la faillite de la compagnie. Il déterminera s’il est nécessaire d’adopter un mécanisme de protection des passagers de ces compagnies aériennes et examinera les différentes possibilités. Les conclusions de l’étude devraient être rendues d’ici la fin du mois d’août 2005. Sur la base de celles-ci, et s’il s’avère confirmé qu’un grand nombre de citoyens sont confrontés à un manque de protection dans cette situation, la Commission décidera des éventuelles mesures à prendre."@fr8

"Rispondo a questa interrogazione a nome del mio collega, Commissario Barrot. La Commissione sta attualmente studiando la questione dell’insolvenza delle compagnie aeree. E’ stato avviato uno studio, sul funzionamento del mercato interno del trasporto aereo, in cui il problema dei fallimenti è trattato separatamente. Il consulente è stato chiamato, oltre che a fornire alla Commissione un contenente informazioni importanti sulle insolvenze pertinenti nell’industria aerea comunitaria a partire dal 1° gennaio 2000, a considerare la questione dei passeggeri appiedati a causa di fallimenti. Si deciderà se sia o meno necessario adottare un meccanismo di tutela per i passeggeri delle compagnie aeree e saranno esaminate le possibili opzioni. Le conclusioni dello studio dovrebbero essere disponibili entro la fine di agosto 2005. ". Jag besvarar denna fråga för min kollega Jacques Barrots räkning. Kommissionen studerar för närvarande frågan om flygbolagens bristande betalningsförmåga. Man har inlett en granskning av hur den inre marknaden fungerar när det gäller flygtransport, och konkursfrågan behandlas som en separat del. Förutom att förse kommissionen med en databas som innehåller viktig information från och med den 1 januari 2000 om flygbolag med bristande betalningsförmåga inom EU har konsulten ombetts att beakta frågan om passagerare som blivit strandsatta på grund av konkurser. Man kommer att dra slutsatsen om ett behov av en skyddsmekanism för flygpassagerare föreligger eller inte och undersöka olika möjligheter. Slutsatserna av granskningen förväntas vara klara i slutet av augusti 2005. Grundat på dessa slutsatser och om det faktiskt bekräftas att ett stort antal medborgare står utan skydd kommer kommissionen att besluta om eventuella framtida åtgärder."@sv21
