Die Beraterfirma wurde zusätzlich zur Bereitstellung einer Datenbank mit wichtigen Informationen über derartige Fälle von Insolvenz in der Luftverkehrsindustrie der EU seit dem 1. Januar 2000 gebeten, auch die Frage gestrandeter Passagiere aufgrund derartiger Insolvenzfälle zu prüfen. Sie wird feststellen, ob ein Schutzmechanismus für Flugpassagiere eingeführt werden sollte und entsprechende Möglichkeiten prüfen. Man har inlett en granskning av hur den inre marknaden fungerar när det gäller flygtransport, och konkursfrågan behandlas som en separat del.
