Import figures for the first months of 2005 show that Chinese exporters have availed themselves of the opportunities offered by the elimination of quotas. Taking account of serious concerns voiced by European textile manufacturers, trade unions and some Member States, the Commission opened investigations on 29 April, covering a number of products, to determine whether market disruption and disorderly development of trade have taken place as defined under the relevant Community legislation in accordance with China’s protocol of accession to the WTO. Following these investigations, the Commission may decide to open formal consultations with China. In that case China will be under an obligation to limit exports to the Community to certain specific levels, with a growth rate of, in general, 7.5%.

Einfuhrzahlen für das erste Halbjahr 2005 zeigen, dass die chinesischen Exporteure die Möglichkeiten genutzt haben, die sich durch die Abschaffung der Quoten boten. En su calidad de miembro de la OMC, China se ha beneficiado de la supresión de las cuotas para productos textiles a partir del 1 de enero de 2005. Las cifras de importaciones de los primeros meses de 2005 demuestran que los exportadores chinos han aprovechado las oportunidades que les ha ofrecido esa supresión de cuotas. Teniendo en cuenta la gran inquietud mostrada por los fabricantes textiles europeos, los sindicatos y algunos Estados miembros, la Comisión abrió el pasado 29 de abril una investigación que abarca varios productos, con el fin de determinar si se han producido distorsiones del mercado y una evolución desordenada del comercio tal y como se definen en la legislación comunitaria relevante de acuerdo con el protocolo de adhesión de China a la OMC. Je réponds à cette question au nom de mon collègue M. Mandelson. En tant que membre de l’OMC, la Chine bénéficie de la suppression des quotas sur les textiles depuis le 1er janvier 2005. Les chiffres des importations des premiers mois de 2005 indiquent que les exportateurs chinois ont tiré profit des possibilités offertes par la suppression des quotas. Prenant la mesure des graves préoccupations exprimées par les fabricants de textiles européens, les syndicats et plusieurs États membres, la Commission a ouvert une enquête le 29 avril sur un certain nombre de produits afin de déterminer si cette situation a entraîné une perturbation du marché et une expansion désordonnée des échanges commerciaux tels que le définit la législation communautaire concernée, conformément au protocole d’adhésion de la Chine à l’OMC. À la suite de cette enquête, la Commission décidera éventuellement de lancer des consultations formelles avec la Chine. Dans ce cas, ce pays sera tenu de limiter ses exportations vers la Communauté à des niveaux déterminés, en maintenant un taux de croissance général de 7,5%.

Ik neem deze vraag over van mijn collega de heer Mandelson. Als lid van de Wereldhandelsorganisatie profiteert China sinds 1 januari 2005 van de afschaffing van textielquota. De invoercijfers voor de eerste drie maanden van 2005 laten zien dat de Chinese exporteurs de kansen die de afschaffing van de quota biedt, hebben gegrepen. Rekening houdend met de grote zorgen die de Europese textielfabrikanten, vakbonden en enkele lidstaten hebben geuit, heeft de Commissie op 29 april onderzoeken ingesteld, die een aantal producten bestrijken, om te bepalen of er sprake is van verstoring van de markt en een ongeregelde ontwikkeling van de handel, als gedefinieerd in de toepasselijke communautaire wetgeving in overeenstemming met het Toetredingsprotocol van China tot de WTO. Jag övertar denna fråga från min kollega Peter Mandelson. Som medlem i Världshandelsorganisationen (WTO) har Kina dragit nytta av avskaffandet av textil- och konfektionskvoterna sedan den 1 januari 2005. Importsiffrorna för de första månaderna 2005 visar att kinesiska exportörer har utnyttjat de möjligheter som avskaffandet av kvoterna har inneburit. Med hänsyn till den allvarliga oro som europeiska textiltillverkare, fackförbund och vissa medlemsstater har uttryckt inledde kommissionen den 29 april en granskning som täcker ett antal produkter för att fastställa om marknadsstörning och okontrollerad handelsutveckling, som anges i den berörda gemenskapslagstiftningen i enlighet med Kinas protokoll för anslutning till WTO, har ägt rum. Till följd av dessa granskningar kommer kommissionen eventuellt att inleda formellt samråd med Kina. I så fall kommer Kina att vara förpliktat att begränsa exporten till EU till vissa specifika nivåer, med en tillväxttakt på ungefär 7,5 procent.
