The US authorities have remained totally silent about this dramatic murder ever since and there have not been any investigations or judicial process.
However, the same authorities have decided to start an investigation, together with the Italian Government, into the unjustified attack by the same forces on 4 March 2005, which caused the death of Nicola Capilari, following the release of the Italian journalist Giuliana Sgrana.
What steps will the EU take to ensure that an investigation is started, with adequate guarantees of impartiality, to ascertain responsibility for the murder of José Couso and his colleagues, who died whilst carrying out their duties?

Anlässlich der Befreiung der italienischen Journalistin Giuliana Sgrena töteten die amerikanischen Streitkräfte am 4. März 2005 den italienischen Staatsangehörigen Nicola Calipari.
Auf Druck der italienischen Bürger haben die italienische Regierung und die Vereinigten Staaten beschlossen, gemeinsam Ermittlungen anzustellen, um diesen traurigen Vorfall aufzuklären. Dagegen ist der Fall des spanischen Kameramanns von Tele 5, José Couso, des ukrainischen Kameramanns der Nachrichtenagentur Reuters, Taras Protsyuk, und des Kameramanns des Fernsehsenders Al Dschasira, Tarek Ayoub, die bei einem Angriff der amerikanischen Streitkräfte auf das Hotel Palestine in Bagdad starben, nach heutigem Kenntnisstand weder Gegenstand von Ermittlungen noch von einem Gerichtsverfahren gewesen.

Στις 8 Απριλίου του 2003, ύστερα από επίθεση που εξαπέλυσαν οι αμερικανικές δυνάμεις κατά του ξενοδοχείου Palestine στη Βαγδάτη, έχασαν τη ζωή τους, κατά την άσκηση του δημοσιογραφικού τους έργου, ο Ισπανός Χοσέ Κούσο (εικονολήπτης του ισπανικού τηλεοπτικού καναλιού Tele 5), ο Τάρας Πρότσιουκ (του Πρακτορείου Ρόιτερς) και ο Τάρεκ Αγιούμπ (του τηλεοπτικού καναλιού Αλ Τζαζίρα).
Έως σήμερα, οι αρχές των ΗΠΑ διατήρησαν απόλυτη σιωπή ως προς τη δραματική αυτή δολοφονική ενέργεια, δίχως να έχουν πραγματοποιήσει κάποια έρευνα ή να έχουν κινήσει κάποια δικαστική διαδικασία.
Ωστόσο, οι ίδιες οι αρχές αποφάσισαν να διεξαγάγουν έρευνα σε συνεργασία με την ιταλική κυβέρνηση ως προς την αδικαιολόγητη επίθεση που πραγματοποίησαν οι ίδιες ένοπλες αμερικανικές δυνάμεις στις 4 Μαρτίου του 2005, με αφορμή την απελευθέρωση της Ιταλίδας δημοσιογράφου Τζουλιάνα Σγκρένα, προκαλώντας τον θάνατο του Νικόλα Καλιπάρι.
Τι μέτρα προτίθεται να λάβει η Ευρωπαϊκή Ένωση, ώστε να προωθήσει τη διεξαγωγή μιας έρευνας που θα διέπεται από απόλυτη αμεροληψία, με στόχο την εξακρίβωση όλων των ευθυνών που σχετίζονται με τη δολοφονία, θύματα της οποίας υπήρξαν ο Χοσέ Κούσο και οι συνάδελφοί του που σκοτώθηκαν κατά την εκπλήρωση των δημοσιογραφικών τους καθηκόντων;

Ωστόσο, μετά την αναίτια επίθεση των ίδιων δυνάμεων στις 4 Μαρτίου, κατά τη διάρκεια της απελευθέρωσης της ιταλίδας δημοσιογράφου Τζουλιάνα Σγκρένα, που είχε ως αποτέλεσμα τον θάνατο του Νικόλα Καλιπάρι, αρχηγού των ιταλικών μυστικών υπηρεσιών στο Ιράκ, οι ΗΠΑ αποφάσισαν να διεξαγάγουν έρευνα, στην οποία θα συμμετέχουν και οι ιταλικές αρχές.
Λαμβάνοντας υπόψη τα ανωτέρω, ποια μέτρα πρέπει να ληφθούν ώστε να εξασφαλισθεί η διεξαγωγή μιας έρευνας που θα επιτρέψει να καταλογισθούν τόσο οι ποινικές ευθύνες, όσο και η ευθύνη αποζημίωσης, σε σχέση με τον φόνο του Χοσέ Κόουσο και των συναδέλφων του κατά τη διάρκεια της άσκησης του δημοσιογραφικού έργου τους;

Στις 4 Μαρτίου 2005 εξαιτίας της απελευθέρωσης της Ιταλίδας δημοσιογράφου Giuliana Sgrana, ο αμερικανικός στρατός σκότωσε τον Ιταλό πολίτη Nicola Calipari.
Κάτω από την πίεση των Ιταλών πολιτών, η Iταλική Kυβέρνηση και οι Ηνωμένες Πολιτείες αποφάσισαν να ερευνήσουν από κοινού για να προσπαθήσουν να διαλευκάνουν το θλιβερό αυτό συμβάν. Αντιθέτως, για τις περιπτώσεις των εικονοληπτών του ισπανικού καναλιού Tele 5 José Couso, του Ουκρανού εικονολήπτη του πρακτορείου Ρόιτερς Taras Prosyuk και του εικονολήπτη του τηλεοπτικού καναλιού Αλ Τζαζίρα Tarek Ayoub, που σκοτώθηκαν σε επίθεση των αμερικανικών δυνάμεων κατά του ξενοδοχείου Παλαιστίνη στη Βαγδάτη, δεν έγινε καμιά ανάκριση και δεν κινήθηκε κανενός είδους δικαστική διαδικασία μέχρι σήμερα.
Δεδομένου ότι ο José Couso ήταν Ευρωπαίος πολίτης, ποια μέτρα μπορούν να ληφθούν εκ μέρους της Ευρωπαϊκής Ένωσης για τη δρομολόγηση έρευνας με τις αρχές των Ηνωμένων Πολιτειών για να διαλευκανθεί το έγκλημα και να αποδοθούν οι ενδεχόμενες ευθύνες;

Στις 8 Απριλίου 2003, τεθωρακισμένα οχήματα των ΗΠΑ άνοιξαν πυρ κατά του 14ου ορόφου του ξενοδοχείου Παλαιστίνη στη Βαγδάτη, όπου βρίσκονταν διάφοροι δημοσιογράφοι οι οποίοι έκαναν ανταποκρίσεις. Στις 8 Απριλίου 2003, δύο κάμεραμάν, ο Ισπανός José Couso, της τηλεόρασης Telecino και ο Ουκρανός Taras Protsyuk, του πρακτορείου Reuters, σκοτώθηκαν στη Βαγδάτη από βολή του αμερικανικού στρατού εναντίον του Ξενοδοχείου «Παλαιστίνη» στο οποίο στεγάζονταν πολλές εκατοντάδες μη ενσωματωμένων δημοσιογράφων. Την ίδια αυτή ημερομηνία, βρήκε επίσης τον θάνατο ο ιορδανός δημοσιογράφος Tarek Ayoub, της Al-Jazira, κατά τη διάρκεια αμερικανικής αεροπορικής επίθεσης. Σύμφωνα με τον οργανισμό «Δημοσιογράφοι χωρίς σύνορα», η έκθεση που υπέβαλαν οι αμερικανικές αρχές σχετικά με τις συνθήκες των εν λόγω δραμάτων, είναι ανεπαρκής, δεδομένου ότι δεν εντοπίζει τους υπεύθυνους και αποσιωπά την έλλειψη επικοινωνίας μεταξύ των στρατιωτικών που έβαλαν κατά του Ξενοδοχείου «Παλαιστίνη» και των ανωτέρων τους όσον αφορά την παρουσία δημοσιογράφων στο εσωτερικό του κτηρίου.
Σε τι ενέργειες θα μπορούσε να προβεί η Ευρωπαϊκή Ένωση, προκειμένου να διεξαχθεί ανεξάρτητη έρευνα σχετικά με τις συνθήκες του θανάτου του José Couso, ώστε να γίνουν γνωστοί και να δικαστούν οι υπεύθυνοι, αφετέρου δε να αποζημιωθεί η οικογένεια του θύματος;

El pasado 8 de abril de 2003, en el ejercicio de su labor informativa, fallecían como consecuencia de un ataque perpetrado por las fuerzas estadounidenses contra el hotel Palestina en Bagdad, José Couso, ciudadano español (cámara de la cadena española Tele 5), Taras Prosyuk (Agencia Reuters) y Tarek Ayoub (cadena de televisión Al Yazira).
Hasta el día de hoy, las autoridades de los EE.UU. han mantenido el más absoluto silencio en torno a este dramático asesinato, sin haber realizado ninguna investigación ni proceso judicial.
Sin embargo, las mismas autoridades han decidido iniciar una investigación conjuntamente con el Gobierno italiano, sobre el ataque injustificado realizado por las mismas fuerzas armadas estadounidenses, el 4 de marzo de 2005, con motivo de la liberación de la periodista italiana Giuliana Sgrena, causando la muerte de Nicola Capilari.
¿Qué medidas puede adoptar la UE para lograr que se abra una investigación, con las suficientes garantías de imparcialidad, con el objeto de depurar todas las responsabilidades derivadas del asesinato del que han sido víctimas José Couso y sus compañeros fallecidos en el cumplimiento de su deber de información?

El 8 de abril de 2003, como consecuencia de los ataques por las fuerzas estadounidenses fallecieron, mientras ejercían su labor informativa, José Couso, ciudadano español y europeo (cámara de la cadena Tele 5), Taras Protsyuk (agencia Reuters) y Tareq Ayoub (cadena Al Yazira).
A este respecto, aún no se ha realizado investigación o proceso judicial alguno por parte de las autoridades estadounidenses.

El 4 de marzo de 2005, con motivo de la liberación de la periodista italiana Giuliana Sgrena, el ejército de los Estados Unidos mató al ciudadano italiano Nicola Calipari.
Ante la presión de la ciudadanía italiana, el Gobierno italiano y los Estados Unidos han decidido investigar conjuntamente para tratar de aclarar este triste suceso. Por contra, el caso de José Couso, cámara español de Tele 5; de Taras Prosyuk, cámara ucraniano de la Agencia Reuters, y de Tarek Ayub, cámara de la cadena de televisión Al Yazira, que fallecieron como consecuencia de un ataque perpetrado por las fuerzas estadounidenses contra el Hotel Palestina en Bagdad, no ha sido objeto de ninguna investigación ni proceso judicial del que tengamos conocimiento hasta el momento.
Dado que José Couso era un ciudadano europeo, ¿qué medidas pueden adoptarse por parte de la Unión Europea de cara a una investigación conjunta con las autoridades estadounidenses, a fin de esclarecer los hechos y, en su caso, depurar las posibles responsabilidades?

El 8 de abril de 2003, blindados norteamericanos dispararon contra el piso 14 del Hotel Palestina, en Bagdad, donde se encontraban varios periodistas que transmitían los diferentes sucesos. José Couso, periodista español, no sobrevivió a esa agresión. En las mismas circunstancias fallecieron otros 2 periodistas, Taras Protsyuk y Tareq Ayoub.
Dos años más tarde, las autoridades de los EE.UU. no han llevado a cabo ninguna investigación fiable e independiente para aclarar los sucesos y las causas de tales muertes absurdas.

El 8 de abril de 2003, dos cámaras, el español José Couso, de la cadena de televisión Telecinco, y el ucraniano Taras Protsyuk, de la agencia Reuters, murieron en Bagdad a causa de los disparos del ejército estadounidense contra el hotel Palestine, en el que se alojaban varios centenares de periodistas no incorporados. Ese mismo 8 de abril de 2003, el periodista jordano Tarek Ayoub, de la cadena Al-Jazira, murió también durante un bombardeo aéreo del ejército estadounidense. La organización Reporteros sin Fronteras considera insuficiente el informe presentado por las autoridades estadounidenses sobre las circunstancias en que se produjeron estos dramas. El informe no identifica a los responsables y oculta la falta de comunicación entre los militares que dispararon contra el hotel Palestine y sus superiores jerárquicos en cuanto a la presencia de periodistas en el interior del hotel.
¿Qué medidas podría adoptar la Unión Europea para que se lleve a cabo una investigación independiente de las circunstancias de la muerte de José Couso que permita identificar y juzgar a los culpables e indemnizar a la familia de la víctima?
El 8 de abril de 2003, como consecuencia de los ataques de las fuerzas estadounidenses, José Couso, ciudadano español y europeo que trabajaba como cámara para el canal de televisión Tele 5, Taras Protsyuk (de la agencia de noticias Reuters) y Tareq Ayoub (Al Yazira) murieron mientras realizaban su trabajo de reporteros de noticias.

Under pressure from Italian public opinion, the Italian Government and the USA have decided to carry out a joint investigation to attempt to clarify this unhappy event. But the cases of the Spanish Tele 5 cameraman, José Couso, the Ukrainian Reuters cameraman Taras Prosyuk and the Al Jazira television cameraman Tarek Ayoub, who were all killed as a result of an attack carried out by US forces on the Hotel Palestine in Baghdad, have not been the subject of any investigation or court proceedings to date, as far as we know.
Given that José Couso was a European citizen, what steps could be taken on the part of the European Union with a view to carrying out a joint investigation with the US authorities, so as to throw light on what happened and, where appropriate, determine who was responsible?

On 8 April 2003 two cameramen, Spaniard José Couso working for the television station Telecinco and Ukrainian Taras Protsyuk working for Reuters news agency, were killed in Baghdad when the American army fired on the Palestine Hotel, where several hundred non-embedded journalists were staying. On the same day, 8 April 2003, Jordanian journalist Tarek Ayoub from the Al-Jazira channel was also killed during an American air raid. According to Reporters Without Borders, the report provided by the American authorities on the circumstances surrounding these tragedies is inadequate. It does not identify those responsible, and conceals the lack of communication between the soldiers who fired on the Palestine Hotel and their superiors with regard to the fact that journalists were present inside the building.
What steps might be taken by the European Union with a view to an independent inquiry being held into the circumstances surrounding the death of José Couso, in order that the culprits are identified and tried and the victim's family receives compensation?

Italialaisen journalistin Giuliana Sgrenan vapauttamisen yhteydessä 4. maaliskuuta 2005 Yhdysvaltojen armeija tappoi Nicola Caliparin.
Italian kansalaisten painostuksesta Italian hallitus ja Yhdysvallat on päättänyt järjestää yhteisen tutkimuksen, jotta saadaan selville tämän surullisen tapahtuman yksityiskohdat. Sen sijaan tähän mennessä saamiemme tietojen mukaan espanjalaisen Tele 5:n kameramiehen José Couson, uutistoimisto Reutersin ukrainalaisen kameramiehen Taras Prosyukin ja televisiokanava Al-Jazeeran kameramiehen Tarek Ayoubin, jotka kuolivat yhdysvaltalaisten joukkojen Bagdadissa sijaitsevaa hotelli Palestiinaa vastaan tekemän hyökkäyksen seurauksena, tapausta ei ole tutkittu mitenkään eikä käsitelty oikeudessa.
Ottaen huomioon, että José Couso oli Euroopan unionin kansalainen, mitä toimenpiteitä Euroopan unioni voi toteuttaa yhteisen tutkimuksen järjestämiseksi Yhdysvaltojen viranomaisten kanssa, jotta tapahtumiin saadaan selvyyttä ja löydetään mahdolliset vastuuhenkilöt?

Pohjoisamerikkalaiset joukot ampuivat 8. huhtikuuta 2003 kohti Bagdadissa sijaitsevan hotellin Palestinan 14. kerrosta, jossa oli useita alueen tapahtumista raportoivia toimittajia. Espanjalainen toimittaja José Couso ei selvinnyt hyökkäyksestä hengissä, ja myös kaksi muuta toimittajaa, Taras Protsyuk ja Tareq Ayoub, murhattiin.
Kaksi vuotta myöhemmin Yhdysvaltojen viranomaiset eivät ole toteuttaneet mitään luotettavaa ja riippumatonta tutkimusta selvittääkseen näiden järjettömien kuolemien tapahtumien kulun ja syyt.

Kaksi kameramiestä, espanjalainen Tele 5 -televisiokanavaa edustanut José Couso ja ukrainalainen Reuters-uutistoimistoa edustanut Taras Protsyuk, saivat surmansa 8. huhtikuuta 2003 Bagdadissa, kun Yhdysvaltojen armeija tulitti Palestine-hotellia, jossa sadat vapaat toimittajat majailivat. Samana päivänä myös jordanialainen Al-Jazeera-televisiokanavan toimittaja Tarek Ayoub sai surmansa Yhdysvaltojen ilmahyökkäyksen aikana. Toimittajat ilman rajoja -järjestön mukaan Yhdysvaltojen viranomaisten antama selvitys murheellisiin tapauksiin johtaneista syistä on puutteellinen. Selvityksessä ei nimetä vastuullisia ja siinä salataan se, että Palestine-hotellia tulittaneet sotilaat ja heidän esimiehensä eivät tiedottaneet toisilleen toimittajien läsnäolosta rakennuksessa.
Mihin toimiin Euroopan unioni voi ryhtyä, jotta José Couson kuolemaan johtaneista syistä suoritetaan riippumaton tutkinta syyllisten tunnistamiseksi ja tuomitsemiseksi sekä korvausten maksamiseksi uhrin perheelle?
Yhdysvaltojen joukkojen hyökkäyksen seurauksena 8. huhtikuuta 2003 kuolivat toimittajan työtä tehdessään Espanjan ja EU:n kansalainen ja Telecincon kuvaaja José Couso, Taras Protsyk (Reuters) ja Tareq Ayoub (Al-Jazeera-kanava).
Yhdysvaltojen viranomaiset eivät tähän päivään mennessä ole tutkineet asiaa, eikä oikeudenkäyntiä ole pidetty. Samat viranomaiset ovat kuitenkin suostuneet käynnistämään italialaisten kanssa tutkimuksen samojen joukkojen perusteettomasta hyökkäyksestä, jonka tarkoituksena oli vapauttaa perjantaina 4. maaliskuuta Italian ja EU:n kansalainen Giuliana Sgrena.
Mitä toimia on toteutettava, jotta suoritettaisiin tutkimus, jolla taattaisiin, että työssään kuolleiden EU:n kansalaisen José Couson ja hänen kollegojensa murhaajat saatettaisiin rikosoikeudelliseen vastuuseen ja korvausvelvollisuuteen?

Le 8 avril 2003, dans l’exercice de leur travail d’information, mouraient à la suite d’une attaque commise par les forces américaines contre l’hôtel Palestine à Bagdad, José Couso, citoyen espagnol (caméraman à la chaîne espagnole Tele 5), Taras Prosyuk (Agence Reuters) et Tarek Ayoub (chaîne de télévision Al Jazira).
Jusqu’à présent, les autorités américaines ont maintenu le silence absolu sur ce dramatique assassinat, sans qu’aucune enquête ni procédure judiciaire n’aient été ouvertes.

Quelles mesures l’Union européenne peut-elle adopter pour obtenir qu’une enquête soit ouverte, avec les garanties suffisantes d’impartialité, afin de faire toute la lumière sur les responsabilités dans l’assassinat dont ont été victimes José Couso et ses compagnons morts dans l’exercice de leur devoir d’information?

Le 4 mars 2005, lors de la libération de la journaliste italienne, Mme Giuliana Sgrana, l’armée américaine a tué M. Nicola Calipari, citoyen italien.
Devant la pression des citoyens italiens, le gouvernement italien et les États-Unis ont décidé de mener une enquête conjointe pour tenter d’éclaircir ce tragique événement. En revanche, le cas des personnes qui avaient trouvé la mort à la suite d’une attaque perpétrée par les forces américaines contre l’hôtel Palestine à Bagdad, à savoir le cameraman espagnol de Télé 5, M. José Couso, le cameraman ukrainien de l’Agence Reuters, M. Taras Prosyuk et le cameraman de la chaîne de télévision Al Jesira, M. Tarek Ayoub, n’a, semble-t-il, jamais fait l’objet d’aucune enquête ni de processus judiciaire à ce jour.
Compte tenu du fait que M. José Couso était un citoyen européen, quelles mesures l’Union européenne peut-elle prendre dans la perspective de cette enquête conjointe des autorités italiennes et américaines, destinée à éclaircir les faits survenus, et, le cas échéant, à établir les responsabilités?

Le 8 avril 2003, des blindés américains tiraient sur le quatorzième étage de l’hôtel Palestina, à Bagdad, où se trouvaient plusieurs journalistes qui relataient les événements. M. Le 8 avril 2003, deux cameramen, l’Espagnol José Couso de la télévision Telecinco et l’Ukrainien Taras Protsyuk de l’agence Reuters ont été tués à Bagdad par un tir de l’armée américaine sur l’Hôtel Palestine, où logeaient plusieurs centaines de journalistes non incorporés. Ce même 8 avril 2003, le journaliste jordanien Tarek Ayoub, de la chaîne Al-Jazira était également tué lors d’un raid aérien américain. Selon Reporters sans frontières, le rapport fourni par les autorités américaines sur les circonstances de ces drames est insuffisant. Il n’identifie pas les responsables et occulte le manque de communication entre les militaires qui ont tiré sur l’Hôtel Palestine et leurs supérieurs hiérarchiques quant à la présence de journalistes à l’intérieur du bâtiment.
Quelles actions peuvent être envisagées par l’Union européenne pour qu’une enquête indépendante soit menée sur les circonstances de la mort de José Couso, afin que les coupables soient identifiés et jugés, et la famille de la victime indemnisée?

On 4 March 2005, the freeing of the Italian journalist Giuliana Sgrana led to the killing of the Italian citizen Nicola Calipar by the US army.
Under pressure from Italian public opinion, the Italian Government and the USA have decided to carry out a joint investigation to attempt to clarify this unhappy event. But the cases of the Spanish Tele 5 cameraman, José Couso, the Ukrainian Reuters cameraman Taras Prosyuk and the Al Jazira television cameraman Tarek Ayoub, who were all killed as a result of an attack carried out by US forces on the Hotel Palestine in Baghdad, have not been the subject of any investigation or court proceedings to date, as far as we know.
Given that José Couso was a European citizen, what steps could be taken on the part of the European Union with a view to carrying out a joint investigation with the US authorities, so as to throw light on what happened and, where appropriate, determine who was responsible?

On 8 April 2003, US armoured vehicles fired at the 14th floor of the Hotel Palestine in Baghdad, where several journalists covering the war were staying. José Couso, a Spanish journalist, lost his life in the attack, as did two other journalists, Taras Protsyuk and Tareq Ayoub.
Two years on, the US authorities have still to carry out a credible and independent investigation in order to clarify the course of events and the reasons for such meaningless deaths.

On 8 April 2003 two cameramen, Spaniard José Couso working for the television station Telecinco and Ukrainian Taras Protsyuk working for Reuters news agency, were killed in Baghdad when the American army fired on the Palestine Hotel, where several hundred non-embedded journalists were staying. On the same day, 8 April 2003, Jordanian journalist Tarek Ayoub from the Al-Jazira channel was also killed during an American air raid. According to Reporters Without Borders, the report provided by the American authorities on the circumstances surrounding these tragedies is inadequate. It does not identify those responsible, and conceals the lack of communication between the soldiers who fired on the Palestine Hotel and their superiors with regard to the fact that journalists were present inside the building.
What steps might be taken by the European Union with a view to an independent inquiry being held into the circumstances surrounding the death of José Couso, in order that the culprits are identified and tried and the victim's family receives compensation?

Di fronte alla pressione della cittadinanza italiana, il governo italiano e gli Stati Uniti hanno deciso di condurre un’inchiesta congiunta per tentare di chiarire questo triste evento. Nesse mesmo dia 8 de Abril de 2003, o jornalista jordano Tarek Ayoub, da cadeia Al-Jazira, foi igualmente morto durante um raid aéreo americano. De acordo com a Repórteres Sem Fronteiras, o relatório fornecido pelas autoridades americanas sobre as circunstâncias destes dramas é insuficiente.
