". Die Beitrittsverhandlungen zu Kapitel 24 wurden auf der Grundlage weit reichender Verpflichtungen seitens der bulgarischen Regierung abgeschlossen. Die Fortsetzung der Justizreform ist für die bulgarischen Beitrittsvorbereitungen dabei von übergreifender und vorrangiger Bedeutung. Im Rahmen der Beitrittsverhandlungen wurden konkrete Maßnahmen für die Reform des Justizsystems vereinbart. Die eingegangenen Verpflichtungen sind in vollem Umfang einzulösen. Das Land steht vor der Lösung schwieriger Aufgaben, zu denen die Verabschiedung einer neuen Strafprozessordnung, die Vereinfachung der gesamten Ermittlungsphase vor Gerichtsverfahren sowie deren Abstimmung auf bewährte EU-Praktiken zählen. Dazu bedarf es eines klaren Konsenses aller Beteiligten einschließlich der politischen Parteien. Zu thematisieren sind ferner die Arbeitsbedingungen insgesamt, die Notwendigkeit der weiteren Spezialisierung von Richtern und Staatsanwälten, die Ernennungsverfahren, der Zugang zu Prozesskostenhilfe in der Praxis sowie weitere im Rahmen der Beitrittsverhandlungen eingegangene Verpflichtungen. Neben dem politischen Willen bedarf es zur Lösung dieser Aufgaben ausreichender Haushaltsmittel. ". Las negociaciones para la adhesión en torno al Capítulo 24 se concluyeron sobre la base de un número considerable de compromisos contraídos por el Gobierno búlgaro. La continuación de la reforma del sistema judicial es la principal prioridad de Bulgaria en sus preparativos para la adhesión. Des mesures claires en faveur de la réforme judiciaire ont été décidées dans le cadre des négociations d’adhésion. Les engagements pris doivent être pleinement respectés. Il reste des défis importants, notamment en ce qui concerne l’adoption du nouveau code de procédure pénale, qui simplifie l’ensemble de la phase d’enquête préliminaire au procès et correspond aux meilleures pratiques appliquées dans l’UE. La costante azione di riforma del sistema giudiziario spicca per essere una priorità della massima importanza per la Bulgaria nei suoi preparativi per l’adesione. ". Anslutningsförhandlingarna om kapitel 24 avslutades på grundval av ett stort antal åtaganden som den bulgariska regeringen skulle genomföra. Den fortsatta reformeringen av det rättsliga system framträder som den övergripande prioriteringen för Bulgarien i dess förberedelser inför anslutningen. Det har fastställts tydliga steg för rättsreformerna i anslutningsförhandlingarna. De utlovade åtagandena måste respekteras till fullo.
