Die Kommission prüft derzeit ausgehend von einer Beschwerde, die die britische Verbraucherschutzorganisation „Which?“ kürzlich gegen die FIFA, den Deutschen Fußballbund und MasterCard eingereicht hat, im Rahmen der EU-Wettbewerbsvorschriften die Regelungen für den Verkauf von Eintrittskarten für die Fußballweltmeisterschaft 2006. Bei den ersten vier Verkaufsrunden können Verbraucher, die nicht über ein deutsches Bankkonto verfügen, die Tickets mit Kreditkarten von MasterCard oder per internationaler Banküberweisung bezahlen. Die von dem Herrn Abgeordneten angesprochene Frage der ausschließlichen Verwendung von MasterCard und der Gebühren für internationale Banküberweisungen ist ebenfalls Bestandteil der von der Kommission derzeit mit der gebotenen Dringlichkeit untersuchten Beschwerde.
Zunächst müssen sämtliche Fakten festgestellt und im Rahmen des geltenden EU-Wettbewerbsrechts geprüft werden, bevor die Kommission einen Standpunkt beziehen kann. Sollte die Kommission nach dieser Prüfung zu dem Schluss kommen, dass eine Verletzung vorliegt, dann könnte die Kommission entsprechende Maßnahmen ergreifen, indem sie beispielsweise die Aufhebung der entsprechenden Regelung anordnet und das bzw. die Unternehmen, die gegen das EU-Wettbewerbsrecht verstoßen haben, mit einer Geldstrafe belegt.
Was die Verordnung (EG) Nr. 2560/2001 über grenzüberschreitende Zahlungen in Euro angeht, so sieht diese vor, dass bis zum 31. Dezember 2005 für grenzüberschreitende Überweisungen in Euro bis zu einem Betrag von 12 500 Euro die gleichen Gebühren wie für entsprechende Inlandsüberweisungen in Euro zu zahlen sind. La Comisión está examinando el sistema de venta de entradas para la Copa del Mundo de 2006 a la luz de la normativa de la UE en materia de competencia tras la reciente queja presentada por la organización de consumidores del Reino Unido «Which?» contra la FIFA, la Federación Alemana de Fútbol y MasterCard, pero estoy segura de que esta información también ha llegado a manos de su Señoría.
Durante los primeros cuatro períodos de venta, los consumidores que no dispongan de una cuenta bancaria alemana pueden pagar las entradas utilizando productos MasterCard o mediante una transferencia bancaria internacional. La cuestión de la exclusiva de MasterCard y de las comisiones para la realización de transferencias bancarias internacionales planteada por su Señoría también están incluidas en la queja que la Comisión está actualmente examinando con la debida diligencia.
Ante todo es necesario establecer los hechos respectivos y examinarlos conforme a las disposiciones pertinentes sobre competencia de la UE antes de que la Comisión tome una posición. Si al final del examen la Comisión concluye que se cometió una infracción, la Comisión podrá tomar las medidas oportunas, como por ejemplo ordenar que se suspenda el sistema de venta de entradas y sancionar a la o las empresas que hayan incumplido el Derecho comunitario de competencia.

De Commissie onderzoekt thans de regelingen voor de kaartverkoop voor het WK-toernooi van 2006 in het licht van de mededingingsregels van de EU, naar aanleiding van een onlangs ingediende klacht van de Britse consumentenorganisatie ‘

Indien de Commissie aan het einde van het onderzoek tot de conclusie mocht komen dat er sprake is van schending, kan de Commissie passende actie ondernemen, bijvoorbeeld door te gelasten dat de regelingen worden beëindigd, en kan zij de onderneming of ondernemingen beboeten die het mededingingsrecht van de EU hebben geschonden.
Wat betreft Verordening (EG) nr. 2560/2001 betreffende grensoverschrijdende betalingen in euro: deze verordening bepaalt dat grensoverschrijdende betalingen in euro tot een bedrag van 12.500 euro tot en met 31 december 2005 tegen dezelfde prijs moeten worden uitgevoerd als binnenlandse overboekingen in euro. Voor landen buiten de eurozone kan deze prijs zeer hoog zijn. Een overboeking in euro kost in het Verenigd Koninkrijk momenteel bijvoorbeeld meer dan 20 euro. During the first four sales periods, consumers who do not have a German bank account can pay for tickets by using MasterCard products or by making an international bank transfer. The issue of MasterCard exclusivity and bank transfer fees for making international bank transfers raised by the honourable Member are also part of the complaint that the Commission is currently examining with the required urgency.
First all the relevant facts need to be established and examined under the relevant EU competition provisions before the Commission can take a position. If, at the end of the examination, the Commission were to conclude that there was an infringement, the Commission could take appropriate action, for instance ordering the arrangements to be stopped, and fine the company or companies that have breached EU competition law.
As regards Regulation (EC) No 2560/2001 on cross-border payments in euro, it establishes that cross-border transfers in euro up to the amount of EUR 12 500 until 31 December 2005 shall be at the same price as national transfers in euro. For countries outside the eurozone, this price can be very high: a transfer in euro in the UK currently costs more than EUR 20. The Commission regrets that on 14 March 2005 FIFA issued a press release which gave an incorrect interpretation of this regulation."@pl16
"A Comissão está a analisar os acordos de venda de bilhetes para o Campeonato Mundial de Futebol de 2006 à luz das regras da concorrência da EU, na sequência de uma queixa recentemente apresentada pela organização de consumidores do Reino Unido
contra a FIFA, a Federação Alemã de Futebol e a MasterCard, mas estou certa de que esta informação também chegou às mãos do senhor deputado.
Durante os primeiros quatro períodos de venda, os consumidores que não possuam uma conta bancária na Alemanha poderão pagar os bilhetes, através da utilização de produtos MasterCard, ou mediante uma transferência interbancária internacional. A questão da exclusividade da MasterCard e das comissões de transferência bancária para as transferências interbancárias internacionais, levantada pelo senhor deputado, faz igualmente parte da queixa que a Comissão está actualmente a analisar com a urgência necessária.
Em primeiro lugar, é preciso que todos os factos relevantes sejam identificados e analisados à luz das regras da concorrência da EU, antes de a Comissão poder tomar uma posição. Se, ao cabo desse exame, a Comissão vier a concluir que existe uma violação, poderá tomar medidas adequadas, por exemplo, ordenando que se ponha cobro aos referidos acordos e multando a empresa ou empresas que tenham violado a legislação comunitária.

Kommissionen granskar upplägget av biljettförsäljning för världsmästerskapet 2006 enligt EU:s konkurrensregler i enlighet med ett nyligen ingivet klagomål mot FIFA, det tyska fotbollsförbundet och MasterCard som ingivits av konsumentorganisationen ”Which?” i Förenade kungariket, men jag är säker på att dessa uppgifter också har nått den ärade ledamotens skrivbord.
