"We must end the one-minute speeches. Many Members, including myself, are not satisfied with the ‘catch-the-eye’ procedure. I understand all of those who ask to take the floor, but not everybody can speak. We shall have to seek a procedure with which we are all rather more satisfied. I understand everybody’s point of view, but I have half an hour and I try to be balanced when giving the floor; I know that after each sitting more and more Members are angry with the President. We must seek a procedure that will ensure that these speeches can take place in a manner that is more acceptable to everybody."@en1
