"Quisiera referiorme a la respuesta de la señora Comisaria a la pregunta original del señor Aylward con respecto a la posibilidad de transferir las cuotas de azúcar. El motivo por el que estamos debatiendo esto ahora es que la cuestión forma parte de una propuesta de la Comisión, y no porque se trate de algo que buscaban los Estados miembros. La dificultad y el peligro radican en que una vez que se transfiere el derecho a una cuota se detiene toda la producción azucarera, que se amalgama con los intereses de las grandes multinacionales y no con los intereses de cada país, como sucede en la actualidad. Nous en parlons maintenant parce que ce point fait partie de la proposition de la Commission et non pas parce que les États membres le souhaitaient.
