Liberaliseringen af jernbanetransporten i Spanien trådte i kraft den 1. januar 2005 i medfør af direktiv 2004/51/EF. Denne åbning for konkurrence er af meget stor betydning for, at Lissabon-målene kan nås, og konkurrenceevnen i Europa kan sikres. Der er dog nogle foranstaltninger, der kan virke som begrænsninger af den fuldstændige liberalisering. Det kan f.eks. være tilfældet med sikkerhedscertifikater, da der ikke er foretaget en harmonisering på dette område.

Aufgrund der Richtlinie 2004/51/EGist am 1. Januar 2005 in Spanien die Liberalisierung der Eisenbahnen in Kraft getreten. Diese Freigabe des Wettbewerbs ist für die Erreichung der Ziele von Lissabon und die Gewährleistung des Wettbewerbs in Europa sehr wichtig. Es gibt jedoch Maßnahmen, die zu Beschränkungen dieser völligen Liberalisierung führen können. Dies betrifft beispielsweise die vorgeschriebenen Sicherheitszertifikate, ein Bereich, der bisher nicht harmonisiert wurde.

Questa apertura alla concorrenza è molto importante al fine di raggiungere gli obiettivi di Lisbona e di garantire la competitività in Europa. Tuttavia, sono previste talvolta misure che possono avere un effetto equivalente alle restrizioni alla piena liberalizzazione. Prendiamo ad esempio il caso della certificazione di sicurezza, in mancanza di armonizzazione in materia.

Deze openstelling voor de concurrentie is van groot belang om de doelstellingen van Lissabon te bereiken en de mededinging in Europa te garanderen. Soms worden echter maatregelen genomen waarvan de gevolgen net zo restrictief zijn als de beperkingen van de volledige liberalisering. Dit kan bijvoorbeeld het geval zijn met de veiligheidscertificaten wanneer op dat terrein geen harmonisatie bestaat.
