Si queremos que sigan teniendo una opinión positiva de la Comunidad, los ciudadanos y las empresas de la Unión Europea han de poder confiar en el marco jurídico de esta. Las disposiciones en materia de libre circulación incluidas en el Tratado son consustanciales a la Unión Europea y representan una de las principales ventajas de la pertenencia a la misma. Afin de conserver une image positive de la Communauté, les citoyens et les entreprises européennes doivent avoir confiance dans le cadre juridique de l’UE. I cittadini e le imprese dell’Unione europea devono avere fiducia nel quadro giuridico dell’Unione per continuare ad avere un’idea positiva della Comunità. Le disposizioni del Trattato in materia di libera circolazione sono fondamentali per l’Unione e sono uno dei principali vantaggi derivanti dall’adesione all’Unione. De burgers en bedrijven van de EU moeten vertrouwen hebben in het wetgevingskader van de EU om een positief beeld van de Gemeenschap te behouden. Medborgarna och företagen inom EU måste känna förtroende för EU:s lagstiftning om deras syn på gemenskapen skall vara fortsatt positiv. Fördragets bestämmelser om fri rörlighet är en grundbult inom EU och en av de stora fördelarna med EU-medlemskapet.
