Mr President, I should like to underline that only 12 months after its adoption by the Commission, we are now about to fulfil the conditions for a second-reading agreement on this important programme. This is rather unusual and that is why I wish to underline it. I wish to congratulate the rapporteur, Mr Rübig, and all the Members involved in the negotiations who made it possible to find an agreement with the Council while preserving the means for a proper functioning of this programme, in particular as far as the budget is concerned.
We all know that the availability of content is one of the essential factors for the development of the new information society services. In the digital economy, content covers all types of information, text, images and sounds that can be transmitted by the networks. The eContent Plus Programme focuses on improving the conditions for innovation, notably in certain sectors of the digital content market. The online environment provides an ideal platform for innovative digital content products and services that transcend national boundaries. That is why this programme has a real European added value.
Imagine that Europe had one digital content market, without barriers imposed or national and organisational boundaries – a market where all consumers would understand all the languages of the Union. It is likely that we would see many more maps, for example of trans-European roadways, waterways and other features, on the Internet. As the rapporteur has just underlined, we would see large European digital libraries of cultural and scholarly repute. We would see a greater abundance of European digital learning material, which our schools and teachers need. There would be a real cross-fertilisation between cultures and access to each other’s traditions.
That is exactly what we want to achieve with the new programme. But we know that much remains to be done in order to overcome existing fragmentation and to allow businesses to develop innovative cross-border digital content products and services. Nevertheless, this is one of the rare programmes where SMEs are
much integrated. When I look at how the programme has been working so far, out of the 600 organisations participating in the funded projects, 241 participants are SMEs. So this programme is of benefit to those SMEs that show innovation and want to go in the direction of progress.
In this programme we will focus only on those parts of the digital market where there is a clear fragmentation in Europe and where market forces alone cannot operate sufficiently well in driving growth. We are, therefore, targeting three domains: spatial or geographical data, educational material and cultural content. We will also give special attention to the linguistic diversity of the European Union, because we know that today’s information technologies can be made to work and to overcome the difficulties in combining formats and languages.
This takes organisational effort, it takes experimenting at cross-border level, and that is exactly what eContent Plus will deal with. It will strengthen the conditions for a flourishing content market for the benefit of business, citizens and culture. That is also why the Commission is happy to accept the amendment tabled by the rapporteur."@en4

Alligevel er dette et af de få programmer, hvor små og mellemstore virksomheder i høj grad er integreret. Når jeg ser, hvordan programmet har fungeret hidtil, er 241 af de 600 organisationer, som deltager i de finansierede projekter, små og mellemstore virksomheder. Programmet er altså til fordel for de små og mellemstore virksomheder, der er innovative og ønsker at skabe fremskridt.

Herr Präsident! Ich möchte hervorheben, dass wir schon 12 Monate nach der Verabschiedung durch die Kommission dabei sind, sämtliche Bedingungen zu erfüllen, um in zweiter Lesung eine Einigung über dieses wichtige Programm zu erzielen. Das ist eher ungewöhnlich, und deshalb möchte ich es betonen. Ich möchte dem Berichterstatter, Herrn Rübig, und allen an den Verhandlungen beteiligten Abgeordneten danken, die eine Einigung mit dem Rat möglich gemacht haben und gleichzeitig die Mittel für ein reibungsloses Funktionieren des Programms sichergestellt haben, insbesondere was die Haushaltsmittel angeht.
Uns allen ist bekannt, dass der Zugang zu Inhalten einer der entscheidenden Faktoren für die Entwicklung der neuen Dienstleistungen der Informationsgesellschaft ist. Im Bereich der digitalen Wirtschaft umfasst der Begriff Inhalt sämtliche Arten von Informationen, Texten, Bildern und Tönen, die über Netzwerke verbreitet werden können. Das Programm eContent Plus ist darauf ausgerichtet, die Bedingungen für Innovationen, insbesondere in bestimmten Sektoren des Marktes für digitale Inhalte, zu verbessern. Die Online-Umgebung bietet eine ausgezeichnete Plattform für innovative, grenzüberschreitende Produkte und Dienstleistungen mit digitalen Inhalten. Deshalb bringt dieses Programm einen echten zusätzlichen Nutzen für Europa.
Man stelle sich nur vor, Europa würde über einen einheitlichen Markt für digitale Inhalte verfügen, in dem keine Beschränkungen gelten sowie einzelstaatliche Grenzen und organisatorische Hindernisse entfallen würden – einen Markt, wo alle Verbraucher sämtliche Sprachen der Union verstehen würden. Vermutlich würden dann im Internet viel mehr Karten, beispielsweise von transeuropäischen Straßennetzen, Wasserwegen und anderen Gegebenheiten, zu finden sein. Es würde – wie der Berichterstatter eben hervorhob – riesige europäische digitale Bibliotheken geben, die in kulturellen und wissenschaftlichen Kreisen hoch angesehen wären. Zudem wären in Europa mehr digitale Unterrichtsmaterialien verfügbar, die unsere Schulen und Lehrer benötigen. Somit würde es zwischen den Kulturen zu einer wirklichen gegenseitigen Bereicherung kommen, wobei jedes Land Zugang zu den Traditionen der anderen Staaten hätte.
Genau das möchten wir mit dem neuen Programm erreichen. Doch wir sind uns darüber im Klaren, dass noch viel getan werden muss, um die bestehende Aufsplitterung zu überwinden und Unternehmen in die Lage zu versetzen, innovative, grenzüberschreitende Produkte und Dienstleistungen mit digitalen Inhalten zu entwickeln. Dennoch handelt es sich hierbei um eines der seltenen Programme, in das auch die KMU
stark integriert sind. Wenn ich mir anschaue, wie das Programm bisher gelaufen ist, dann wird offenkundig, dass sich unter den 600 Organisationen, die an den finanzierten Projekten teilnehmen, 241 KMU befinden. Daher ist dieses Programm für solche KMU von Nutzen, die innovative Wege beschreiten und den Fortschritt vorantreiben möchten.
Dieses Programm ist nur auf solche Bereiche des digitalen Marktes ausgerichtet, die innerhalb Europas stark aufgesplittert sind und wo die Marktkräfte allein nicht für ausreichendes Wachstum sorgen können. Daher liegt der Schwerpunkt auf drei Gebieten: räumliche bzw. geografische Daten, Unterrichtsmaterialien und kulturelle Inhalte. Besonderes Augenmerk werden wir auch auf die Sprachenvielfalt in der Europäischen Union richten, denn wir wissen, dass die heutigen Informationstechnologien funktionsfähig gemacht werden können und die Schwierigkeiten bei der Verwendung unterschiedlicher Formate und Sprachen überwunden werden können.
Dazu sind große organisatorische Anstrengungen und grenzüberschreitende Versuchsprojekte notwendig, doch genau darum geht es ja bei eContent Plus. Mit diesem Programm werden die Bedingungen für einen florierenden Markt für Inhalte verbessert, was den Unternehmen, Bürgern und unseren Kulturen zugute kommt. Daher nimmt die Kommission den Änderungsantrag des Berichterstatters auch gern an."@de9

Αλλά γνωρίζουμε ότι μένουν πολλά να γίνουν προκειμένου να ξεπεραστεί ο υπάρχον κατακερματισμός και να επιτραπεί στις επιχειρήσεις να αναπτύξουν ρηξικέλευθα διασυνοριακά προϊόντα και υπηρεσίες ψηφιακού περιεχομένου. Ωστόσο, είναι ένα από τα σπάνια προγράμματα όπου οι μικρομεσαίες επιχειρήσεις έχουν ενταχθεί σε μεγάλο βαθμό. Όταν εξετάζω πώς έχει λειτουργήσει το πρόγραμμα μέχρι στιγμής, από τους 600 φορείς οι οποίοι συμμετέχουν στα χρηματοδοτούμενα σχέδια, οι 241 είναι ΜΜΕ. "Señor Presidente, me gustaría subrayar que tan solo 12 meses después de su adopción por parte de la Comisión, estamos a punto de cumplir las condiciones necesarias para un acuerdo en segunda lectura sobre este importante programa. Esto es muy poco usual, y por ese motivo quiero subrayarlo. Quisiera felicitar al ponente, el señor Rübig, y a todos los diputados que han participado en las negociaciones que han hecho posible llegar a un acuerdo con el Consejo, preservando al mismo tiempo los métodos necesarios para un funcionamiento apropiado de este programa, especialmente por lo que respecta al presupuesto.
Todos sabemos que la disponibilidad de contenidos es uno de los factores esenciales para el desarrollo de los nuevos servicios de la sociedad de la información. Nous savons tous que la disponibilité du contenu représente un des facteurs déterminants pour le développement de nouveaux services propres à la société de l’information. Dans l’économie numérique, le contenu couvre tous les types d’information, le texte, les images et les sons pouvant être transmis par les réseaux. Le programme eContent Plus est axé sur une amélioration des conditions en matière d’innovation, en particulier dans certains secteurs du marché du contenu numérique. L’environnement en ligne fournit une plate-forme idéale pour les produits et services novateurs du contenu numérique qui dépasse les frontières nationales. Voilà la raison pour laquelle ce programme possède une véritable valeur ajoutée européenne.
Imaginez que l’Europe dispose d’un marché unique du contenu numérique, sans barrières ou sans frontières nationales ni structurelles, un marché dans lequel tous les consommateurs comprendraient l’ensemble des langues de l’Union. Il est vraisemblable que nous verrions beaucoup plus de cartes sur l’internet, par exemple des cartes montrant les routes et les voies navigables transeuropéennes, etc. Comme le rapporteur vient de le souligner, nous disposerions de vastes bibliothèques numériques européennes d’un grand renom sur le plan de la culture et de l’érudition. Nous disposerions d’une multitude de matériel pédagogique numérique européen à l’intention de nos écoles et de nos professeurs. On assisterait à de véritables échanges interculturels et l’accès aux traditions de chacun serait facilité.
C’est exactement l’ambition de ce nouveau programme, mais nous savons qu’il reste encore beaucoup à faire en vue de surmonter la fragmentation actuelle et de permettre aux entreprises de mettre au point des produits et des services novateurs et transfrontaliers propres au contenu numérique. Il n’en est pas moins vrai qu’il s’agit là d’un des rares programmes dans lesquels les PME sont
impliquées. Lorsque j’examine la manière dont le programme a fonctionné jusqu’à présent, je constate sur les 600 organisations qui participent aux projets bénéficiant d’un financement, 241 participants sont des PME. Mijnheer de Voorzitter, ik wil benadrukken dat er sinds de goedkeuring door de Commissie pas twaalf maanden zijn verstreken en dat we nu al op het punt staan te voldoen aan de voorwaarden voor het bereiken van overeenstemming in de tweede lezing over dit belangrijke programma. Dit is vrij ongebruikelijk en daarom wil ik dit ook benadrukken. Ik wil de rapporteur, de heer Rübig, feliciteren, evenals alle afgevaardigden die betrokken zijn geweest bij de onderhandelingen en die het mogelijk hebben gemaakt tot overeenstemming te komen met de Raad, met behoud van de middelen die noodzakelijk zijn voor een goede werking van dit programma, in het bijzonder wat het budget betreft.
We weten allemaal dat de beschikbaarheid van inhoud een van de doorslaggevende factoren is voor de ontwikkeling van de nieuwe diensten van de informatiemaatschappij. In de digitale economie betekent inhoud alle soorten informatie, tekst, afbeeldingen en geluiden die via netwerken kunnen worden verzonden. Dat is exact wat we willen bereiken met het nieuwe programma. We weten echter dat er nog veel moet gebeuren om een einde te maken aan de bestaande fragmentatie en om bedrijven in staat te stellen innovatieve grensoverschrijdende producten en diensten te ontwikkelen op het vlak van digitale inhoud. Desalniettemin is dit een van de zeldzame programma’s waarin kleine en middelgrote ondernemingen
goed zijn geïntegreerd. Als ik zie hoe het programma tot nu heeft gewerkt, stel ik vast dat zich onder de zeshonderd organisaties die deelnemen aan de gefinancierde projecten, 241 KMO’s bevinden. Dit programma levert dus voordeel op voor die KMO’s die blijk geven van innovatiedrang en vooruitgang willen boeken.
In dit programma zullen we ons uitsluitend richten op die onderdelen van de digitale markt waarbij sprake is van duidelijke fragmentatie in Europa en waar marktwerking alleen niet voldoende is om groei te bevorderen. We richten ons dan ook op drie domeinen: ruimtelijke of geografische gegevens, lesmateriaal en culturele inhoud. Senhor Presidente, gostaria de salientar que apenas 12 meses após a aprovação da Comissão, estamos prestes a cumprir as condições para um acordo em segunda leitura sobre este importante programa, o que é muito pouco habitual, e por isso o quis referir. Gostaria de felicitar o relator, o senhor deputado Rübig, bem como todos os membros envolvidos nas negociações, que viabilizaram um acordo com o Conselho, muito embora preservando os meios necessários ao bom funcionamento deste programa, concretamente, no que respeita ao orçamento.
Todos nós sabemos que a disponibilização de “conteúdos” é um dos factores essenciais para o desenvolvimento dos novos serviços da sociedade de informação. Numa economia digital, os conteúdos abrangem todos os tipos de informação, texto, imagens e sons que podem ser transmitidos pela redes digitais. O Programa "eContentplus" centra-se na melhoria das condições que permitem a inovação, nomeadamente em certos sectores do mercado de conteúdos digitais. O ambiente
providencia uma plataforma ideal para produtos e serviços inovadores de conteúdo digital que transcendem as fronteiras nacionais. Eis a razão por que o presente programa representa um verdadeiro valor acrescentado europeu.
Imaginem que a Europa tinham um mercado de conteúdo digital, sem estar sujeito a barreiras ou a fronteiras nacionais ou organizacionais – um mercado em que todos os consumidores compreendiam todas as línguas da União. É provável que víssemos, na Internet, muitos mais mapas, por exemplo, da rede rodoviária transeuropeia, de canais navegáveis e de outros pormenores. Tal como o relator acabou de salientar, veríamos grandes bibliotecas virtuais europeias, bibliotecas de renome do ponto de vista cultural e escolar. Veríamos uma maior abundância de material digital de aprendizagem, que as nossas escolas e professores precisam. Haveria de facto um verdadeiro cruzamento de culturas e acesso às tradições dos outros.
É exactamente isso que queremos alcançar com o novo Programa. Sabemos, no entanto, que há ainda muito a fazer para ultrapassar a actual fragmentação e para permitir que as empresas desenvolvam produtos e serviços transfronteiriços inovadores de conteúdo digital . Não obstante, trata-se de um dos raros programas em que as PME estão
integradas. Quando analiso a forma como o programa tem funcionado até à data, vejo que das 600 organizações que participaram nos projectos financiados, 241 são PME. Como tal, este programa beneficia as PME que mostram capacidade de inovação e querem avançar rumo ao progresso.
Neste programa, centrar-nos-emos naqueles segmentos do mercado digital em que há uma clara fragmentação na Europa e em que as forças de mercado sozinhas não conseguem operar suficiente bem de modo a dinamizar o crescimento. Visamos, por conseguinte, três domínios: informação espacial ou geográfica, material pedagógico e conteúdo cultural. Também demos uma atenção especial à diversidade linguística da União Europeia, pois sabemos que as tecnologias de informação de hoje podem ser utilizadas para trabalhar e ultrapassar as dificuldades que se fazem sentir em combinar formatos e línguas.
Isto implica um esforço do ponto de vista organizativo, implica uma experimentação a nível transfronteiriço e é exactamente disso que o “eContent Plus” se irá ocupar. Reforçará as condições para um mercado de conteúdos digitais florescente em benefício das empresas, dos cidadãos e da cultura. Esse o motivo por que a Comissão se regozija por poder aceitar a alteração apresentada pelo relator."@pt17

This is rather unusual and that is why I wish to underline it. I wish to congratulate the rapporteur, Mr Rübig, and all the Members involved in the negotiations who made it possible to find an agreement with the Council while preserving the means for a proper functioning of this programme, in particular as far as the budget is concerned.
We all know that the availability of content is one of the essential factors for the development of the new information society services. In the digital economy, content covers all types of information, text, images and sounds that can be transmitted by the networks. The eContent Plus Programme focuses on improving the conditions for innovation, notably in certain sectors of the digital content market. The online environment provides an ideal platform for innovative digital content products and services that transcend national boundaries. That is why this programme has a real European added value.
Imagine that Europe had one digital content market, without barriers imposed or national and organisational boundaries – a market where all consumers would understand all the languages of the Union. It is likely that we would see many more maps, for example of trans-European roadways, waterways and other features, on the Internet. As the rapporteur has just underlined, we would see large European digital libraries of cultural and scholarly repute. We would see a greater abundance of European digital learning material, which our schools and teachers need. There would be a real cross-fertilisation between cultures and access to each other’s traditions.
That is exactly what we want to achieve with the new programme. But we know that much remains to be done in order to overcome existing fragmentation and to allow businesses to develop innovative cross-border digital content products and services. Nevertheless, this is one of the rare programmes where SMEs are
much integrated. When I look at how the programme has been working so far, out of the 600 organisations participating in the funded projects, 241 participants are SMEs. So this programme is of benefit to those SMEs that show innovation and want to go in the direction of progress.
In this programme we will focus only on those parts of the digital market where there is a clear fragmentation in Europe and where market forces alone cannot operate sufficiently well in driving growth. We are, therefore, targeting three domains: spatial or geographical data, educational material and cultural content. We will also give special attention to the linguistic diversity of the European Union, because we know that today’s information technologies can be made to work and to overcome the difficulties in combining formats and languages.
This takes organisational effort, it takes experimenting at cross-border level, and that is exactly what eContent Plus will deal with. Herr talman! Jag skulle vilja understryka att vi nu i princip uppfyller villkoren för att kunna nå enighet i samband med andrabehandlingen av detta program, och det bara 12 månader efter det att kommissionen har antagit det. Detta är något ganska ovanligt och därför känns det angeläget att framhålla det. Jag vill gratulera föredraganden Paul Rübig och samtliga ledamöter som deltog i de förhandlingar som gjorde det möjligt att nå en överenskommelse med rådet och på samma gång förse programmet med ändamålsenliga medel, särskilt ur budgetsynpunkt.
Vi vet alla att tillgängligheten till innehållet är en av de viktigaste faktorerna för att kunna utveckla nya tjänster i informationssamhället. Den digitala ekonomin innehåller alla sorters information som kan överföras via nätet, såväl text och bilder som ljud. eContentplus-programmet är inriktat på att förbättra villkoren för innovationer, framför allt inom vissa marknadssektorer för digitalt innehåll. Nätmiljön är en idealisk plattform för innovativa och gränsöverskridande digitala produkter och tjänster. Programmet har alltså ett tydligt europeiskt mervärde.
Tänk er en enda europeisk marknad för digitalt innehåll, utan begränsningar av nationellt eller organisatoriskt slag; en marknad där alla konsumenter förstod samtliga EU-språk. Då skulle det antagligen finnas många fler kartor på Internet över t.ex. transeuropeiska vägar, vattenvägar och andra geografiska kännemärken. Som föredraganden nyss har framhållit skulle vi få tillgång till stora kulturellt och vetenskapligt välrenommerade digitala bibliotek i Europa. Vi skulle få ett större överflöd av europeiskt digitalt inlärningsmaterial, något som skolor och lärare behöver. Vi skulle få ett verkligt ömsesidigt utbyte mellan kulturer och tillgång till varandras traditioner.
Det är just detta som vi vill uppnå med det nya programmet. Vi vet dock att en hel del återstår att göra för att komma bort från den nuvarande fragmenteringen, så att företagen får möjlighet att utveckla innovativa och gränsöverskridande produkter och tjänster med digitalt innehåll. Trots denna fragmentering är detta ett av de mycket få program där små- och medelstora företag till
stor del ingår. När jag ser på hur programmet har fungerat hittills kan jag konstatera att av de 600 organisationerna i de EU-finansierade projekten är 241 små- och medelstora företag. Programmet gagnar alltså de små- och medelstora företag som visar innovationsvilja och framstegsvänlighet.
I programmet kommer vi endast att inrikta oss på de delar av den digitala marknaden där det finns en klar fragmentering inom Europa och där inte enbart marknadskrafterna räcker för att påskynda tillväxten. Därför inriktar vi oss på tre områden: orts- och platsanknutna data, utbildningsmaterial och kulturellt innehåll. Vi kommer dessutom att särskilt uppmärksamma den språkliga mångfalden inom EU, eftersom vi vet att vi med dagens informationsteknik kan övervinna svårigheterna genom att kombinera format och språk.
Detta kräver organisatoriska insatser och en gränsöverskridande försöksverksamhet – just det som eContentplus-programmet kommer att tillgodose. Det kommer att förbättra villkoren för en blomstrande innehållsmarknad, till gagn för företagen, medborgarna och kulturen. Också av den anledningen godkänner kommissionen med glädje föredragandens ändringsförslag."@sv21
