Mr President, listening carefully to the discussion and suggestions I detect a very positive spirit, which encourages me that we can take the debate, and our relations with the United States, still further. It is true that we have been through a turbulent period, but it is also true that we have now emerged from that period, showing that the transatlantic relationship is still strong and durable. The EU-US summit of June 2004 clearly demonstrated how much we have in common and the readiness of both sides to focus efforts on the key challenges ahead. It could be described as cooperation between partners with common interests and common values who are competing with one other in a fair way. I would like to touch on matters that have already been raised concerning the question of the transatlantic agenda. As you know, the relationship today is based on the Transatlantic declaration of 1990 and the new Transatlantic agenda declaration and action plan of 1995. Those are the instruments which guide the new relationship with the United States. However, following calls from the European Parliament, and most recently from the Foreign Affairs Committee Resolution of April 2004, we are reassessing the framework for our relations. We are launching an independent study, to be completed early this year, assessing the current cooperation framework. It will include an analysis of alternative preferences for cooperation. The contractor will also look into the advantages and disadvantages of the framework agreement. However, what we have always held to be important is the substance of the relationship. We believe that it is the substance that matters and try to focus on that. Concerning economic issues and economic cooperation, I would underline that the Commission strongly supports the aim of closer economic cooperation between the European Union and the United States. The last EU-US summit called for a forward-looking strategy to promote integration, drawing on ideas from both sides of the Atlantic. The consultation of stakeholders ended in December 2004, and we have recently been assessing the results. The aim is to identify and overcome the real obstacles facing economic cooperators, with the new strategy to be presented to the next EU-US summit in 2005. It is too early to commit to any option at this stage, but we should certainly continue to reinforce cooperation in the areas highlighted, especially in the European Parliament's recent resolutions on the transatlantic partnership. The European Parliament's input will be welcomed as we review our economic relations with our US partners. We are facing many common threats: international terrorism, Aids, poverty and the proliferation of weapons of mass destruction. We need to be constructive in engaging on issues where we have differences, such as climate change, the International Criminal Court and trade disputes. It is clear that EU-US agreement is a necessary condition for progress on global issues. The recent catastrophe which we all faced is a clear lesson to us all that we cannot do things in any other way. We need to lay the groundwork for an effective multilateral system, based on a revitalised United Nations in which the United States fully participates. Finally, I should also underline that relations with Canada – which have been mentioned – are truly flourishing. That may be why more has not been said about them. Dazu wird eine Analyse möglicher Schwerpunkte der Zusammenarbeit gehören. Die Studie wird sich zudem mit den Vor- und Nachteilen des Rahmenabkommens befassen. Für uns war jedoch immer der Inhalt dieser Beziehungen von Bedeutung. Unserer Ansicht nach ist der Inhalt entscheidend, und darauf wollen wir uns konzentrieren. Was wirtschaftliche Fragen und die wirtschaftliche Zusammenarbeit anbelangt, möchte ich hervorheben, dass die Kommission eine Stärkung der wirtschaftlichen Zusammenarbeit zwischen der Europäischen Union und den Vereinigten Staaten nachdrücklich unterstützt. Auf dem vergangenen Gipfel EU-USA wurde eine nach vorn gerichtete Strategie zur Förderung der Partnerschaft gefordert, die auf den Vorstellungen beider Seiten beruht. Die Anhörung der Interessengruppen wurde im Dezember 2004 abgeschlossen, und wir haben vor kurzem die Ergebnisse ausgewertet. Mit der neuen Strategie, die auf dem nächsten Gipfel EU-USA 2005 vorgelegt wird, sollen die tatsächlichen Hemmnisse für Wirtschaftsakteure ausgemacht und abgebaut werden. Es cierto que hemos pasado por un período turbulento, pero también es cierto que ya hemos salido de él, demostrando que la relación transatlántica sigue siendo sólida y duradera. La cumbre de la Unión Europea y los Estados Unidos de junio de 2004 demostró claramente que tenemos mucho en común y que ambas partes están dispuestas a centrar los esfuerzos en los principales desafíos que tenemos que afrontar. Podría calificarse de cooperación entre socios con intereses y valores comunes que compiten lealmente entre ellos. We starten een onafhankelijk onderzoek, dat begin dit jaar moet zijn afgerond, dat het huidige samenwerkingskader beoordeelt. Het onderzoek zal ook een analyse van alternatieve preferenties voor samenwerking omvatten. De contractant zal ook kijken naar de voordelen en nadelen van de kaderovereenkomst. Wat we echter altijd belangrijk hebben gevonden, is de inhoud van de relatie. We zijn van mening dat het de inhoud is waar het om gaat, en we proberen ons daarop te concentreren. The European Parliament's input will be welcomed as we review our economic relations with our US partners. We are facing many common threats: international terrorism, Aids, poverty and the proliferation of weapons of mass destruction. We need to be constructive in engaging on issues where we have differences, such as climate change, the International Criminal Court and trade disputes. It is clear that EU-US agreement is a necessary condition for progress on global issues. The recent catastrophe which we all faced is a clear lesson to us all that we cannot do things in any other way. We need to lay the groundwork for an effective multilateral system, based on a revitalised United Nations in which the United States fully participates. A Cimeira UE-EUA de Junho de 2004 demonstrou à evidência quanto temos em comum, bem como a disponibilidade de ambas as partes para concentrarmos esforços nos principais desafios que nos aguardam. Essas relações poderiam ser descritas como cooperação entre parceiros com interesses e valores comuns, competindo mutuamente com toda a lealdade. Gostaria de me referir a alguns assuntos que já foram trazidos à colação a respeito da questão da Agenda Transatlântica. Como sabem, actualmente, as relações baseiam-se na Declaração Transatlântica de 1990, na Nova Agenda Transatlântica e no Plano de Acção de 1995. São esses os instrumentos que orientam as novas relações com os Estados Unidos. Todavia, na sequência de apelos do Parlamento Europeu e, mais recentemente, da Resolução da Comissão dos Assuntos Externos de Abril de 2004, estamos a proceder a nova avaliação do quadro das nossas relações e a empreender um estudo independente de avaliação do actual quadro de cooperação, estudo que deverá estar completo nos princípios do ano em curso. O adjudicatário desse estudo irá averiguar igualmente as vantagens e desvantagens do acordo-quadro. Contudo, o que sempre considerámos importante é a natureza das nossas relações. Cremos que o que importa é a natureza das relações, pelo que tentamos concentrar-nos nesse aspecto. No que diz respeito aos assuntos económicos e à cooperação económica, gostaria de sublinhar que a Comissão apoia firmemente o objectivo de uma cooperação económica mais estreita entre a União Europeia e os Estados Unidos. Jag har noga följt diskussionen och förslagen och jag har märkt en mycket positiv anda, som inger mig hopp om att debatten och våra förbindelser med Förenta staterna kan utvecklas ännu mer. Det är sant att vi har upplevt en turbulent period, men det är också sant att vi nu har kommit igenom den perioden och har visat att de transatlantiska förbindelserna fortfarande är starka och hållbara. Toppmötet mellan EU och Förenta staterna i juni 2004 visade tydligt hur mycket vi har gemensamt och att båda sidor är beredda att inrikta sina ansträngningar på de viktigaste framtida utmaningarna. Detta kan beskrivas som ett samarbete mellan partner med gemensamma intressen och gemensamma värderingar, som tävlar med varandra på ett rättvist sätt. Jag vill beröra några frågor som redan har tagits upp och som gäller den transatlantiska agendan. Som ni vet baserar sig förbindelserna i dag på den transatlantiska förklaringen från 1990 samt förklaringen om den nya transatlantiska agendan och åtgärdsplanen från 1995. Det är dessa instrument som styr de nya förbindelserna med Förenta staterna. Efter uppmaningar från Europaparlamentet och nu senast från utskottet för utrikesfrågor i dess resolution från april 2004, håller vi på att omvärdera ramen för våra förbindelser. Vi kommer att göra en oberoende undersökning som kommer att slutföras i början av detta år och där man skall utvärdera den nuvarande samarbetsramen. Undersökningen kommer att innehålla en analys av olika alternativ för samarbetet. Konsulten kommer även att titta på ramavtalets fördelar och nackdelar. Något som vi emellertid alltid har ansett vara viktigt är själva innehållet i förbindelserna. Vi anser att det är innehållet som är viktigt och försöker fokusera på det. När det gäller ekonomiska frågor och ekonomiskt samarbete vill jag betona att kommissionen starkt stöder målet att åstadkomma ett närmare ekonomiskt samarbete mellan Europeiska unionen och Förenta staterna. Vid det senaste toppmötet mellan EU och Förenta staterna efterlystes en långsiktig strategi som främjar integration och som bygger på idéer från båda sidor av Atlanten. Samrådet med olika aktörer avslutades i december 2004 och vi har nyligen utvärderat resultaten. Målet är att identifiera och undanröja de verkliga hindren för de ekonomiska samarbetsparterna, och den nya strategin kommer att läggas fram vid nästa toppmöte mellan EU och Förenta staterna år 2005. Det är för tidigt att göra några åtaganden i detta skede, men vi bör absolut fortsätta att förstärka samarbetet inom de områden som belysts, särskilt i Europaparlamentets senaste resolutioner om det transatlantiska partnerskapet. Europaparlamentets synpunkter kommer att välkomnas när vi ser över de ekonomiska förbindelserna med våra partner i Förenta staterna. Den nyligen inträffade katastrofen, som berörde oss alla, visar tydligt att det inte finns något annat sätt. Vi måste lägga grunden för ett effektivt multilateralt system som baserar sig på ett vitaliserat FN där Förenta staterna deltar fullt ut. Slutligen vill jag också betona att förbindelserna med Kanada, som nämndes tidigare, verkligen blomstrar. Det är kanske därför som inte mer har sagts om dem.
