The next two years will be a transitional period to prepare in the best possible way the venue for the new Treaty, which will include many of the items and elements mentioned here. You all spoke about prevention and nearly all of you mentioned the importance of contributions of volunteers and also of social partnership and the question of financing, which depends on the financial regulations. Agradeço, também, a vossa cooperação. Quanto à questão de saber como vamos avançar, posso dizer que não há qualquer problema, o programa vai ser prolongado. O Coreper discutiu a proposta da Comissão em 15 de Dezembro, que será apresentada como ponto "A" - ou seja, um ponto que não levanta problemas - ao Conselho "Ambiente" antes do Natal. Posso igualmente dizer que, entretanto, é intenção da Comissão apresentar uma proposta de novo instrumento jurídico que deverá entrar em vigor em Janeiro de 2007. ". Herr talman! Jag har lyssnat mycket uppmärksamt på vad som har sagts. Jag vill börja med att tacka er alla – föredraganden och alla parlamentsledamöter som har talat – för ert stöd för programmet för gemenskapsåtgärder till förmån för räddningstjänsten. Detta är något som vi alla tycker är viktigt. Tack också för ert samarbete. Som svar på frågan om hur detta skall föras vidare kan jag lugna er med att programmet kommer att förlängas. Coreper diskuterade kommissionens förslag den 15 december och frågan kommer att behandlas som en A-punkt – som alltså är utom diskussion – på miljörådet före jul. Jag vill också säga att kommissionen under tiden avser att lägga fram ett förslag till ett nytt rättsligt instrument som föreslås träda i kraft i januari 2007. Det betyder att det nya förslaget baseras på bestämmelserna i det nya konstitutionsfördraget, vilket ger större möjligheter att utveckla europeiskt samarbete på området för civilt skydd. Då verkar vi framför allt på det förebyggande planet som ni alla har nämnt, men också på insatsplanet. De kommande två åren blir en övergångsperiod för att bereda vägen för det nya fördraget, som kommer att inbegripa många av de aspekter som ni har nämnt här. Alla har talat om förebyggande åtgärder och nästan alla nämnde betydelsen av volontärernas bidrag och även socialt partnerskap och frågan om finansiering, som är beroende av budgetförordningarna. Vi arbetar alltså med förberedelserna och kommissionen lägger fram ett förslag de närmaste månaderna.
