". Mr President, as you know the European Council focused its work primarily on the Lisbon Strategy and the launch of a new programme for freedom, security and justice – the Hague Programme. It also held an exchange of views on a topic of particular relevance to citizens: communication on Europe. It heard a presentation on enlargement by the President of the Commission, Mr Prodi, and adopted conclusions on a number of foreign policy issues, notably Sudan, Iraq, the Middle East and Iran. Finally, the Heads of State and Government met the Prime Minister of Iraq, Mr Allawi, over lunch. Also on that occasion, the President-designate of the Commission, Mr Barroso, presented an amended list for his team of Commissioners, to be approved by the Council and submitted to the European Parliament for a vote. On enlargement, at the European Council President Prodi presented the progress report, the strategy paper and recommendations, as well as the study of issues arising from Turkey's membership, produced by the Commission on 6 October. As you know, the European Council will address these enlargement issues at its meeting in December. When he met the members of the European Council on 4 November, the President of the European Parliament, Mr Borrell, underlined the role played by the European Parliament in this process. I shall briefly highlight the main points discussed at the European Council. Concerning the Lisbon Strategy, the European Council confirmed the validity and relevance of the process it set in motion in 2000, aimed at enhancing the competitiveness of European economies through a balanced strategy with an economic, social and environmental dimension. It encouraged the Council to maintain the momentum of this work. It reiterated the importance of the implementation of agreed measures by the Member States. The European Council welcomed the presentation by Mr Wim Kok of the report of the high-level group he chaired. On the basis of the Kok report, the Commission will prepare proposals for the European Council next March for the mid-term review of the Lisbon Strategy. It is clear that progress has been made over the past five years but, as President Prodi said, we have not done enough and Member States still have to deliver on their commitments. I am tempted to repeat that: Member States still have to deliver on their commitments! The President-designate, Mr Barroso, has already indicated that the Commission's key priority will be to promote a competitive Europe through more growth and jobs and that it will remain fully committed to the implementation of the Lisbon Strategy in all its components. In this context, the Commission also remains committed to better regulation. The presidency has focused work on actions for simplification, impact assessment and measuring the administrative burden. We support these actions and welcome the work of the high-level technical group on better regulation between Parliament, the Commission and the Council. Concerning the area of freedom, security and justice, the European Council adopted an ambitious multiannual programme – the Hague Programme – that follows on from the Tampere Agenda, and that will guide the action of the Union in those areas over the next five years. European citizens rightly expect that the EU, while guaranteeing respect for fundamental freedoms and rights, will take more effective joint action on cross-border problems such as illegal migration and trafficking in human beings, as well as on terrorism and organised crime. The Hague Programme reflects the ambitions as expressed in the Constitutional Treaty. It puts the emphasis on delivery and implementation; it takes account of the evaluation by the Commission of the Tampere Agenda, as well as of the recommendation on the use of qualified majority voting and the codecision procedure adopted by the European Parliament on 14 October 2004. The Commission will present an action plan in 2005 to translate the aims and priorities of The Hague Programme into concrete actions. On 'communicating Europe', the European Council reiterated the need to increase public awareness of the importance of the work of the Union. Politicians at both national and international level have a responsibility to communicate the relevance of the European project, to involve Europeans through public debate and active citizenship in decision-making. European institutions also have a role to play in this regard. The Commission, for its part, intends to present a communication strategy in good time before the June 2005 European Council. The ratification of the Constitution in all Member States will also represent an unprecedented opportunity for discussing European issues with our citizens. "Hr. formand, som De ved drøftede Det Europæiske Råd hovedsagelig Lissabon-strategien og lanceringen af et nyt program for frihed, sikkerhed og retfærdighed - Haag-programmet. Det udvekslede synspunkter om et emne med særlig betydning for borgerne, nemlig formidling af EU. Det hørte en fremlæggelse om udvidelsen fra formanden for Kommissionen, hr. Prodi, og vedtog konklusionerne om en række udenrigspolitiske spørgsmål, især Sudan, Irak, Mellemøsten og Iran. Endelig mødtes stats- og regeringscheferne med Iraks premierminister, hr. Allawi, til frokost. Ved den lejlighed fremlagde den indstillede kommissionsformand, hr. Barroso, en ny liste med kommissionsmedlemmer, som skal godkendes af Rådet og sendes til afstemning i Parlamentet. Med hensyn til frihed, sikkerhed og retfærdighed vedtog Det Europæiske Råd et ambitiøst flerårigt program, Haag-programmet, som er et resultat af Tampere-dagsordenen, og som skal tjene som rettesnor for EU's virke inden for disse områder i de kommende fem år. EU-borgerne forventer med rette, at EU anlægger en mere effektiv, fælles tilgang til grænseoverskridende problemer som ulovlig migration, menneskehandel og menneskesmugling, terrorisme og organiseret kriminalitet, idet Unionen samtidig garanterer respekten for de grundlæggende friheder og rettigheder. Wie Ihnen bekannt ist, standen die Lissabonner Strategie und ein neues Programm für Freiheit, Sicherheit und Recht - das Haager Programm - im Mittelpunkt der Tagung des Europäischen Rats. Zudem wurde ein Gedankenaustausch zu einer für die Bürger besonders wichtigen Frage geführt, nämlich der Frage, wie Europa den Menschen vermittelt werden kann. Der Europäische Rat wohnte auch einer Präsentation bei, die Kommissionspräsident Prodi zur Erweiterung gab, und nahm Schlussfolgerungen zu mehreren außenpolitischen Fragen an, insbesondere zum Sudan, Irak, dem Nahen Osten und Iran. Schließlich trafen sich die Staats- und Regierungschefs mit dem irakischen Ministerpräsidenten, Herrn Allawi, zum Mittagessen. Außerdem stellte Herr Barroso, der designierte Kommissionspräsident, eine geänderte Liste seines Teams von Kommissionsmitgliedern vor, die vom Rat gebilligt werden muss und dem Europäischen Parlament zur Abstimmung vorzulegen ist. Auf Grundlage dieses Berichts wird die Kommission für den Europäischen Rat im März Vorschläge zur Halbzeitbewertung der Lissabonner Strategie erarbeiten. In den vergangenen fünf Jahren wurden deutliche Fortschritte erzielt, doch wie Präsident Prodi ausführte, haben wir nicht genug unternommen, und die Mitgliedstaaten müssen den von ihnen übernommenen Verpflichtungen noch nachkommen. Ich bin versucht, es noch einmal zu sagen: die Mitgliedstaaten müssen ihren Verpflichtungen noch nachkommen! Herr Barroso hat in seiner Rolle als designierter Kommissionspräsident bereits angedeutet, dass die wichtigste Aufgabe der Kommission darin bestehen wird, ein wettbewerbsfähiges Europa mit mehr Wachstum und Arbeitsplätzen zu fördern, und dass die Kommission auch weiterhin uneingeschränkt die Umsetzung der Lissabonner Strategie in all ihren Teilen betreiben wird. Damit zusammenhängend wird die Kommission auch die Anstrengungen zur besseren Rechtsetzung fortsetzen. Der Ratsvorsitz hat in seiner Arbeit Maßnahmen zur Vereinfachung der Rechtsetzung, zur Abschätzung ihrer Auswirkungen und zum Ermessen des Verwaltungsaufwands in den Mittelpunkt gestellt. Wir unterstützen diese Maßnahmen und begrüßen die Arbeit der hochrangigen technischen Gruppe zur besseren Rechtsetzung durch Parlament, Kommission und Rat. Was den Raum der Freiheit, der Sicherheit und des Rechts angeht, so hat der Europäische Rat ein ehrgeiziges Mehrjahresprogramm – das Haager Programm – angenommen, das sich an die Tampere-Agenda anschließt und das für die Maßnahmen der Union in diesen Bereichen in den nächsten fünf Jahren maßgebend sein wird. Die europäischen Bürger erwarten zu Recht, dass die EU einerseits die Grundfreiheiten und -rechte achtet, andererseits in den Grenzregionen gemeinsam wirksamere Maßnahmen gegen Probleme wie illegale Einwanderung und Menschenhandel sowie Terrorismus und organisiertes Verbrechen ergriffen werden. Das Haager Programm spiegelt die Ambitionen wider, die im Verfassungsvertrag zum Ausdruck kommen. Schwerpunktmäßig richtet sich das Programm auf Umsetzung und Verwirklichung; und es trägt der Kommissionsbewertung der Tampere-Agenda ebenso wie der vom Europäischen Parlament am 14. Oktober 2004 angenommenen Empfehlung zur Anwendung der Beschlussfassung mit qualifizierter Mehrheit und des Mitentscheidungsverfahrens Rechnung. 2005 wird die Kommission einen Aktionsplan vorlegen, in dem die Ziele und Prioritäten des Programms in konkrete Maßnahmen umgesetzt werden. Zum Thema „Europa den Bürgern vermitteln“ wiederholte der Europäische Rat die Notwendigkeit der Schärfung des öffentlichen Bewusstseins für die Bedeutung der Arbeit der Union. Die Politiker stehen auf nationaler wie auf europäischer Ebene in der Verantwortung, den Bürgern die Bedeutung des europäischen Projekts zu vermitteln und die Europäer durch öffentliche Debatten und aktiven Bürgersinn an den Entscheidungen teilhaben zu lassen. Auch den Organen der Union kommt dabei eine Rolle zu. Die Kommission für ihren Teil beabsichtigt, rechtzeitig vor dem Europäischen Rat im Juni 2005 eine Kommunikationsstrategie vorzulegen. Außerdem stellt die Ratifizierung der Verfassung in allen Mitgliedstaaten eine beispiellose Gelegenheit zur Diskussion der europäischen Fragen mit unseren Bürgern dar. Dies liegt in der Verantwortlichkeit jedes Mitgliedstaats, doch ist es sehr wichtig, dass wir eine EU-weite Debatte abhalten, anstatt dies den einzelnen Mitgliedstaaten zu überlassen."@de9
"Κύριε Πρόεδρε, όπως γνωρίζετε, το Ευρωπαϊκό Συμβούλιο έχει επικεντρώσει βασικά το έργο του στη στρατηγική της Λισαβόνας και στην έναρξη ενός νέου προγράμματος για την ελευθερία, την ασφάλεια και τη δικαιοσύνη – του προγράμματος της Χάγης. Προέβη επίσης σε ανταλλαγή απόψεων για ένα θέμα που έχει ιδιαίτερη σημασία για τους πολίτες: την επικοινωνία σχετικά με την Ευρώπη. Παρακολούθησε την ομιλία του Προέδρου της Επιτροπής, κ. Barroso, δήλωσε ήδη ότι βασική προτεραιότητα της Επιτροπής θα είναι η προαγωγή μιας ανταγωνιστικής Ευρώπης μέσω της ενίσχυσης της ανάπτυξης και της δημιουργίας περισσότερων θέσεων εργασίας. Ανέφερε επίσης ότι θα συνεχίσει να εφαρμόζει πιστά όλες τις παραμέτρους της στρατηγικής της Λισαβόνας. Στο πλαίσιο αυτό, η Επιτροπή θα εξακολουθήσει να επιδιώκει την καλύτερη ρύθμιση. Η Προεδρία έχει επικεντρώσει το έργο της σε δράσεις για την απλούστευση, την αξιολόγηση των επιπτώσεων και τη μέτρηση του διοικητικού φόρτου εργασίας. Υποστηρίζουμε τις δράσεις αυτές και χαιρετίζουμε το έργο της τεχνικής ομάδας υψηλού επιπέδου για τη βελτίωση του ρυθμιστικού περιβάλλοντος, η οποία αποτελείται από μέλη του Κοινοβουλίου, της Επιτροπής και του Συμβουλίου. Στον τομέα της ελευθερίας, της ασφάλειας και της δικαιοσύνης, το Ευρωπαϊκό Συμβούλιο ενέκρινε ένα φιλόδοξο πολυετές πρόγραμμα –το πρόγραμμα της Χάγης– το οποίο αποτελεί συνέχεια του προγράμματος του Τάμπερε και θα κατευθύνει τη δράση της Ένωσης σε αυτούς τους τομείς κατά τα επόμενα πέντε χρόνια. Οι ευρωπαίοι πολίτες περιμένουν δικαίως από την ΕΕ να εγγυηθεί τον σεβασμό των θεμελιωδών ελευθεριών και δικαιωμάτων και ταυτόχρονα να αναλάβει πιο αποτελεσματική κοινή δράση για την αντιμετώπιση διασυνοριακών προβλημάτων όπως η λαθρομετανάστευση και η εμπορία ανθρώπων, η τρομοκρατία και το οργανωμένο έγκλημα. Το πρόγραμμα της Χάγης αντικατοπτρίζει τις φιλοδοξίες όπως αυτές διατυπώνονται στη συνταγματική συνθήκη. Δίνει έμφαση στα αποτελέσματα και στην υλοποίηση. Λαμβάνει υπόψη την αξιολόγηση του προγράμματος του Τάμπερε από την Επιτροπή καθώς και τη σύσταση περί μετάβασης στο σύστημα λήψης αποφάσεων με ειδική πλειοψηφία και στη διαδικασία συναπόφασης που ενέκρινε το Ευρωπαϊκό Κοινοβούλιο στις 14 Οκτωβρίου 2004. Το 2005 η Επιτροπή θα παρουσιάσει σχέδιο δράσης με το οποίο θα μετατρέπει τους στόχους και τις προτεραιότητες του προγράμματος της Χάγης σε συγκεκριμένες δράσεις. Σχετικά με την παρουσίαση της Ευρώπης στους πολίτες, το Ευρωπαϊκό Συμβούλιο επανέλαβε ότι είναι απαραίτητο οι πολίτες να συνειδητοποιήσουν τη σημασία του έργου της Ένωσης. Οι πολιτικοί, τόσο σε εθνικό όσο και σε διεθνές επίπεδο, έχουν την ευθύνη να διαδίδουν τη σημασία του ευρωπαϊκού έργου, να μεριμνούν για τη συμμετοχή των Ευρωπαίων στη λήψη αποφάσεων μέσω του δημοσίου διαλόγου και της ενεργοποίησης των πολιτών. Αλλά και τα ευρωπαϊκά όργανα πρέπει να μεριμνήσουν σχετικά. Η Επιτροπή, από την πλευρά της, σκοπεύει να παρουσιάσει εγκαίρως μια στρατηγική επικοινωνίας πριν από το Ευρωπαϊκό Συμβούλιο του Ιουνίου 2005. Η επικύρωση του συντάγματος από όλα τα κράτη μέλη θα αποτελέσει επίσης μια ιδιαίτερα σημαντική ευκαιρία για τη συζήτηση των ευρωπαϊκών θεμάτων με τους πολίτες. Señor Presidente, como bien saben sus Señorías, el Consejo Europeo centró su trabajo principalmente en la Estrategia de Lisboa y en el lanzamiento de un nuevo programa para la libertad, la seguridad y la justicia, el Programa de La Haya. También mantuvo un intercambio de opiniones en torno a un tema de especial relevancia para los ciudadanos: la comunicación sobre Europa. Escuchó una presentación sobre la ampliación por parte del Presidente de la Comisión, el señor Prodi, y adoptó conclusiones sobre una serie de cuestiones de política exterior, especialmente Sudán, Iraq, Oriente Próximo e Irán. Por último, los Jefes de Estado y de Gobierno se reunieron con el Primer Ministro de Iraq, el señor Alaui, durante el almuerzo. También esta vez el Presidente electo de la Comisión, el señor Barroso, presentó una lista modificada de su equipo de Comisarios, que debe aprobar el Consejo y someterse al voto del Parlamento Europeo. Sobre la ampliación, en el Consejo Europeo el Presidente Prodi presentó el informe de situación, el documento de estrategia y recomendaciones, así como el estudio de cuestiones derivadas de la adhesión de Turquía, que presentó la Comisión el 6 de octubre. Como ustedes saben, el Consejo Europeo abordará estas cuestiones de la ampliación en su reunión de diciembre. Cuando el 4 de noviembre se reunió con los miembros del Consejo Europeo, el Presidente del Parlamento Europeo, el señor Borrell, destacó el papel desempeñado por el Parlamento Europeo en este proceso. Mencionaré brevemente los puntos principales tratados en el Consejo Europeo. En cuanto a la Estrategia de Lisboa, el Consejo Europeo confirmó la validez y la relevancia del proceso puesto en marcha en 2000, encaminado a mejorar la competitividad de las economías europeas a través de una estrategia equilibrada con una dimensión económica, social y medioambiental. Animó al Consejo a mantener el impulso de esta labor. Reiteró la importancia de que los Estados miembros apliquen medidas consensuadas. El Consejo Europeo celebró la presentación por el señor Kok del informe del grupo de alto nivel presidido por él. Sobre la base del informe Kok, la Comisión elaborará propuestas para el Consejo Europeo del próximo mes de marzo con vistas a la revisión intermedia de la Estrategia de Lisboa. Es evidente que en los últimos cinco años se han logrado progresos, pero, tal y como ha dicho el Presidente Prodi, no hemos hecho suficiente y los Estados miembros tendrán que cumplir sus compromisos. No puedo evitar la tentación de repetirlo: ¡Los Estados miembros todavía tienen que cumplir sus compromisos! El Presidente electo, el señor Barroso, ya ha indicado que la prioridad clave de la Comisión será promover una Europa competitiva a través de un mayor crecimiento y de más puestos de trabajo, y que se compromete plenamente a aplicar la Estrategia de Lisboa en todos sus componentes. En este contexto, la Comisión también se compromete a mejorar la normativa. La Presidencia ha centrado su trabajo en medidas de simplificación, de evaluación del impacto y de cálculo de la carga administrativa. Apoyamos estas medidas y celebramos la labor del grupo técnico de alto nivel en torno a la mejora de la normativa entre el Parlamento, la Comisión y el Consejo. Con respecto al espacio de libertad, seguridad y justicia, el Consejo Europeo aprobó un ambicioso programa plurianual, el Programa de La Haya, que se deriva de la Agenda de Tampere y que guiará la acción de la Unión en estos campos en los próximos cinco años. Los ciudadanos europeos esperan con razón que la Unión Europea, a la vez que garantiza el respeto de las libertades y los derechos fundamentales, adopte medidas conjuntas más eficaces para abordar problemas transfronterizos, como la migración ilegal y el tráfico de seres humanos, así como en torno al terrorismo y al crimen organizado. "Mr President, as you know the European Council focused its work primarily on the Lisbon Strategy and the launch of a new programme for freedom, security and justice – the Hague Programme. It also held an exchange of views on a topic of particular relevance to citizens: communication on Europe. It heard a presentation on enlargement by the President of the Commission, Mr Prodi, and adopted conclusions on a number of foreign policy issues, notably Sudan, Iraq, the Middle East and Iran. Finally, the Heads of State and Government met the Prime Minister of Iraq, Mr Allawi, over lunch. Also on that occasion, the President-designate of the Commission, Mr Barroso, presented an amended list for his team of Commissioners, to be approved by the Council and submitted to the European Parliament for a vote. On enlargement, at the European Council President Prodi presented the progress report, the strategy paper and recommendations, as well as the study of issues arising from Turkey's membership, produced by the Commission on 6 October. As you know, the European Council will address these enlargement issues at its meeting in December. When he met the members of the European Council on 4 November, the President of the European Parliament, Mr Borrell, underlined the role played by the European Parliament in this process. I shall briefly highlight the main points discussed at the European Council. Concerning the Lisbon Strategy, the European Council confirmed the validity and relevance of the process it set in motion in 2000, aimed at enhancing the competitiveness of European economies through a balanced strategy with an economic, social and environmental dimension. It encouraged the Council to maintain the momentum of this work. It reiterated the importance of the implementation of agreed measures by the Member States. The European Council welcomed the presentation by Mr Wim Kok of the report of the high-level group he chaired. On the basis of the Kok report, the Commission will prepare proposals for the European Council next March for the mid-term review of the Lisbon Strategy. It is clear that progress has been made over the past five years but, as President Prodi said, we have not done enough and Member States still have to deliver on their commitments. I am tempted to repeat that: Member States still have to deliver on their commitments! The President-designate, Mr Barroso, has already indicated that the Commission's key priority will be to promote a competitive Europe through more growth and jobs and that it will remain fully committed to the implementation of the Lisbon Strategy in all its components. In this context, the Commission also remains committed to better regulation. The presidency has focused work on actions for simplification, impact assessment and measuring the administrative burden. We support these actions and welcome the work of the high-level technical group on better regulation between Parliament, the Commission and the Council. Concerning the area of freedom, security and justice, the European Council adopted an ambitious multiannual programme – the Hague Programme – that follows on from the Tampere Agenda, and that will guide the action of the Union in those areas over the next five years. European citizens rightly expect that the EU, while guaranteeing respect for fundamental freedoms and rights, will take more effective joint action on cross-border problems such as illegal migration and trafficking in human beings, as well as on terrorism and organised crime. The Hague Programme reflects the ambitions as expressed in the Constitutional Treaty. It puts the emphasis on delivery and implementation; it takes account of the evaluation by the Commission of the Tampere Agenda, as well as of the recommendation on the use of qualified majority voting and the codecision procedure adopted by the European Parliament on 14 October 2004. The Commission will present an action plan in 2005 to translate the aims and priorities of The Hague Programme into concrete actions. On 'communicating Europe', the European Council reiterated the need to increase public awareness of the importance of the work of the Union. Politicians at both national and international level have a responsibility to communicate the relevance of the European project, to involve Europeans through public debate and active citizenship in decision-making. European institutions also have a role to play in this regard. The Commission, for its part, intends to present a communication strategy in good time before the June 2005 European Council. The ratification of the Constitution in all Member States will also represent an unprecedented opportunity for discussing European issues with our citizens. That is the responsibility of each Member State, but it is very important that we hold an EU-wide debate, rather than leaving it to individual Member States."@et5

Eurooppa-neuvosto pani tyytyväisenä merkille korkean tason asiantuntijaryhmän puheenjohtajan Wim Kokin alustuksen työryhmän laatimasta raportista. Kokin työryhmän laatiman raportin perusteella komissio valmistelee ehdotuksia ensi maaliskuun Eurooppa-neuvostossa tehtävää Lissabonin strategian välitarkistusta varten. Il a écouté une présentation sur l’élargissement exposée par le président de la Commission, M. Prodi, et a adopté des conclusions concernant un certain nombre de questions de politique étrangère, notamment le Soudan, l’Irak, le Moyen-Orient et l’Iran. Finalement, les chefs d’État ou de gouvernement ont rencontré le Premier ministre irakien, M. Allaoui, lors d’un déjeuner. C’est également à cette occasion que le président désigné de la Commission, M. Barroso, a présenté une liste modifiée de son équipe de commissaires, requérant l’approbation du Conseil et la mise aux voix au Parlement. Concernant l’élargissement, le président Prodi a présenté, au Conseil européen, le rapport d’avancement, le document de stratégie et des recommandations, ainsi que l’étude de questions soulevées par l’adhésion de la Turquie, publiée par la Commission le 6 octobre. Comme vous le savez, le Conseil européen abordera ces questions relatives à l’élargissement lors de sa réunion de décembre. Je vais accentuer brièvement les points principaux abordés lors du Conseil européen. Pour ce qui est de la stratégie de Lisbonne, le Conseil européen a confirmé la validité et l’intérêt du processus mis en route en 2000, visant une meilleure compétitivité des économies européennes grâce à une stratégie équilibrée comportant une dimension économique, sociale et environnementale. Il a encouragé le Conseil à conserver la dynamique de ce travail. Il a de nouveau souligné l’importance de la mise en œuvre par les États membres de mesures arrêtées. Le Conseil européen a apprécié la présentation de M. Wim Kok sur le rapport du groupe de haut niveau qu’il présidait. Sur la base du rapport Kok, la Commission préparera des propositions pour le Conseil européen de mars concernant la révision à mi-parcours de la stratégie de Lisbonne. De toute évidence, des progrès ont été réalisés au cours des cinq dernières années, mais, comme l’a déclaré le président Prodi, ils ne sont pas suffisants et les États membres doivent encore respecter leurs engagements. Je suis tenté de le répéter: les États membres doivent encore respecter leurs engagements! Le président désigné, M. Barroso, a déjà indiqué que la Commission aurait pour priorité première la promotion d’une Europe compétitive grâce à une croissance accrue et à un plus grand nombre d’emplois et qu’elle restait totalement engagée dans la mise en œuvre de la stratégie de Lisbonne dans tous ses composants. Dans ce cadre, la Commission s’engage également à continuer à mieux légiférer. La présidence a concentré ses efforts sur des actions visant une simplification, une évaluation d’impact et une mesure de la charge administrative. Nous soutenons ces actions et apprécions le travail accompli par le groupe technique de haut niveau concernant une meilleure législation entre le Parlement, la Commission et le Conseil. Pour ce qui est de l’espace de liberté, de sécurité et de justice, le Conseil européen a adopté un programme pluriannuel ambitieux - le programme de La Haye - qui découle de l’agenda de Tampere et guidera l’action de l’Union dans ces domaines au cours des cinq prochaines années. Les citoyens européens attendent à juste titre de l’UE que, tout en garantissant les libertés et droits fondamentaux, elle entreprenne des actions communes plus efficaces en matière de problèmes transfrontaliers, tels l’immigration clandestine et la traite des êtres humains ainsi que de lutte contre le terrorisme et le crime organisé. Le programme de La Haye reflète les ambitions exprimées dans le traité constitutionnel. Il met l’accent sur la réalisation et la mise en œuvre; il prend en considération l’évaluation de l’agenda de Tampere par la Commission, ainsi que la recommandation concernant le recours au vote à la majorité qualifiée et à la procédure de codécision adoptée le 14 octobre 2004 par le Parlement européen. La Commission présentera un plan d’action en 2005 visant à traduire les objectifs et priorités du programme de La Haye en actions concrètes. Mijnheer de Voorzitter, zoals u weet, heeft de Europese Raad zich bij zijn werkzaamheden vooral gericht op de Lissabon-strategie en op de introductie van een nieuw programma voor vrijheid, veiligheid en recht, het zogenoemde Haags Programma. De Raad heeft ook gesproken over een onderwerp dat voor de burgers van bijzonder groot belang is, namelijk het thema ‘Europa communiceren’. Ook heeft de Raad geluisterd naar een presentatie over de uitbreiding door de voorzitter van de Commissie, de heer Prodi, en heeft hij conclusies aangenomen over een aantal vraagstukken op het gebied van buitenlands beleid, te weten Sudan, Irak, het Midden-Oosten en Iran. Ten slotte hebben de staatshoofden en regeringsleiders een lunchbijeenkomst gehad met de premier van Irak, de heer Allawi. Bij die gelegenheid heeft de gekozen voorzitter van de Commissie, de heer Barroso, een gewijzigde lijst met commissarissen ter goedkeuring voorgelegd aan de Raad en voor stemming ingediend bij het Europees Parlement. Het is zonneklaar dat er in de afgelopen vijf jaar vooruitgang is geboekt, maar, zoals voorzitter Prodi zei, wij hebben nog niet genoeg gedaan en de lidstaten moeten hun beloften nog nakomen. Ik ben geneigd dit nog eens te herhalen: de lidstaten moeten hun beloften nog nakomen! De gekozen voorzitter van de Commissie, de heer Barroso, heeft al aangegeven dat de eerste prioriteit van de Commissie zal zijn het stimuleren van een concurrerend Europa door middel van meer groei en banen. ". Herr talman! Som ni vet ägnade sig Europeiska rådet i första hand åt Lissabonstrategin och lanseringen av ett nytt program för frihet, säkerhet och rättvisa: Haagprogrammet. Man diskuterade också en fråga av särskild vikt för medborgarna: förmedla Europa till medborgarna. Man lyssnade till kommissionens ordförande Romano Prodis anförande om utvidgningen och man antog slutsatser i ett antal utrikespolitiska frågor, däribland Sudan, Irak, Mellanöstern och Iran. Slutligen träffade stats- och regeringscheferna Iraks premiärminister Iyad Allawi över en lunch. Vid det tillfället lade kommissionens nominerade ordförande José Manuel Barroso också fram en ändrad lista på kommissionärer som skall godkännas av rådet och överlämnas till Europaparlamentet för omröstning. Vad beträffar utvidgningen lade ordförande Romano Prodi vid Europeiska rådets möte fram framstegsrapporten, strategidokumentet och rekommendationer, samt studien om frågor som uppstår i samband med Turkiets medlemskap som kommissionen lade fram den 6 oktober. Europeiska rådet välkomnade Wim Koks genomgång av rapporten från den högnivågrupp som han var ordförande för. Kommissionen kommer att arbeta fram förslag på grundval av Kok-rapporten till Europeiska rådets möte i mars, inför halvtidsöversikten av Lissabonstrategin. Det framgår tydligt att det har gjorts framsteg under de senaste fem åren men, som ordförande Prodi sade, vi har inte gjort tillräckligt och medlemsstaterna måste fortfarande genomföra det de utlovat i sina åtaganden. EU:s medborgare förväntar sig med rätta att EU, samtidigt som man garanterar respekt för grundläggande friheter och rättigheter, skall vidta mer effektiva gemensamma åtgärder mot gränsöverskridande problem som illegal invandring och människosmuggling, samt terrorism och organiserad brottslighet. Haagprogrammet återspeglar de ambitioner som uttrycks i det konstitutionella fördraget.
