Mr President, the European Security and Defence Policy is on the brink of a historic step. The EU's first military crisis management operation, Operation ALTHEA, will start on 2 December. In the development of the ESDP, we have made great progress from concepts and capabilities to concrete actions. Like the first EU police mission, the first military operation will take place in Bosnia and Herzegovina.
The right political will and popular support by the Bosnians, combined with our comprehensive role, could and should lead Bosnia away from conflict into a stable and peaceful future, a future in which our special representative Lord Ashdown will play an ever more important role.
Let me conclude by saying that Bosnia and Herzegovina is on the right track. Stability and security are increasing and, with its integration into Euro-Atlantic structures, the country is moving more and more from the area of Dayton to the area of Brussels.
However, much remains to be done, because we are still concerned about the lack of cooperation with ICTY, particularly in the case of the Republika Srpska. ICTY cooperation is an important criterion for closer relations with the EU and NATO. Here Bosnia and Herzegovina will have to deliver. I hope the reforms of the defence and police apparatus, one of the key tasks of ALTHEA, will also bear fruit in that field. In that way operation ALTHEA will bring even more benefit to the people of Bosnia and Herzegovina in their quest for a durable and just peace.
The preparations for the deployment of Operation ALTHEA after SFOR leaves Bosnia and Herzegovina are well advanced. An operational concept has been approved, force generation has taken place, and 11 third countries have been invited to contribute to the operation. A committee of contributors has had its first meeting and the operations plan has been approved by the Council.
Operation ALTHEA will be an EU-led operation, with the use of NATO assets and capabilities. Therefore, the Deputy SACEUR was appointed operation commander in early July. The operation's HQ has been established in Mons. In early October the force headquarters in Sarajevo reached initial operational capability with a view to reaching full operational capability by early December, when authority is transferred from SFOR.
People might consider the transfer of the operation from SFOR to the EU a big and risky step. They might have doubts about the capabilities of the EU mission. However they are wrong, if only because 80% of the SFOR forces have transferred to ALTHEA, while the departing 20%, which are US forces, will be replaced by additional European forces. All the EU Member States currently contributing to SFOR will continue their contributions in ALTHEA. However, ALTHEA is not just an EU operation. Third countries like Morocco, Bulgaria, Romania, Norway and Turkey will participate as well. I am very pleased about their participation, because it shows that it is not just the EU that cares about Bosnia and Herzegovina. As members of the committee of contributors, these countries will have the same rights and obligations as the EU Member States taking part in the operation in terms of its day-to-day management.
No effort has been spared in ensuring a smooth transition from NATO to the EU and that includes the delineation of tasks between ALTHEA and the remaining NATO headquarters in Sarajevo, arrangements on the availability and use of reserve forces and on the sharing of intelligence. The EURFOR commanding officer and the commander of the remaining NATO headquarters will be based at the same camp, ensuring operational coordination.
NATO itself also remains present in Bosnia and Herzegovina. We therefore have a NATO strategic reserve for support in emergencies. This can be used for both NATO and Operation ALTHEA. This is a good example of the pragmatic and efficient use of limited resources. It also emphasises the good cooperation between the EU and NATO. With the transition from NATO to the EU, the last phase of military presence will start. The accent will no longer be on the prevention of inter-ethnic fighting but on assisting civil and military reforms. After that, a military presence can be withdrawn.
With ALTHEA, we are contributing to the security and stability of Bosnia and Herzegovina, which is important to the reforms in that country. At the same time, operation ALTHEA is – dare I say – the final element in a comprehensive European Union policy towards Bosnia and Herzegovina. It is also part of our broader strategy for the Balkans. The combined activities in the political, economic development and security fields mutually reinforce each other. The situation in the country has a direct impact on the region and on the EU. We therefore have a clear interest in its stability and prosperous development. EU involvement is not only in its interests but also in our own and, given our comprehensive and coherent approach, it is only logical that the EU has taken over the NATO operation.
The ultimate objective is to put Bosnia on track towards the EU and this will be achieved through the strengthened stabilisation and association process. The EU military mission, together with other EU activities such as the EU police mission, the EU monitoring mission and the CARDS development programme, will complement that process
A comprehensive approach reflects our belief that the future of Bosnia lies firmly in Europe. It exemplifies our long-term commitment. It is now up to the Bosnian people to make the vision come true. They will eventually have to decide whether to join the European political and economic union. Such a choice requires fundamental reforms of state, economic and judicial structures. Equally, they will have to confirm the decision to join the European community of values. "Hr. formand, den europæiske sikkerheds- og forsvarspolitik er på nippet til at tage et historisk skridt, idet EU's første militære krisestyringsmission, Althea-missionen, vil blive indledt den 2. december. Der er under udviklingen af ESFP gjort betydelige fremskridt fra koncept- og kapacitetsanalyser til konkrete foranstaltninger. Herr Präsident, die Europäische Sicherheits- und Verteidigungspolitik steht kurz vor einem historischen Schritt. Am 2. Dezember wird die erste militärische EU-Operation zur Krisenbewältigung, die Operation ALTHEA, beginnen. Bei der Entwicklung der ESVP haben wir von den Konzepten und Kapazitäten bis hin zu konkreten Maßnahmen große Fortschritte gemacht. Wie die erste EU-Polizeimission wird auch die erste militärische Operation in Bosnien und Herzegowina stattfinden.
Bei echtem politischen Willen und breiter Unterstützung durch die Bosnier, gepaart mit unserem Gesamtkonzept, könnte und sollte es Bosnien gelingen, den Übergang von Hader und Zwietracht in eine stabile und friedliche Zukunft zu bewerkstelligen; eine Zukunft, in der unser Sonderbeauftragter Lord Ashdown eine immer bedeutendere Rolle spielen wird.
Abschließend möchte ich zum Ausdruck bringen, dass sich Bosnien und Herzegowina auf dem richtigen Weg befinden. Es ist eine zunehmende Stabilität und Sicherheit zu verzeichnen, und mit der Einbindung in die europäisch-atlantischen Strukturen bewegt sich das Land immer weiter von Dayton weg und auf Brüssel zu.
Es ist jedoch noch viel zu tun, denn wir sind noch immer über die fehlende Zusammenarbeit mit dem Internationalen Strafgerichtshof besorgt, insbesondere was die Republika Srpska angeht. Die Zusammenarbeit mit dem Strafgerichtshof stellt ein wichtiges Kriterium für engere Beziehungen zur EU und zur NATO dar. Daran müssen sich Bosnien und Herzegowina halten. Die Vorbereitungen für die Operation ALTHEA, die nach dem Rückzug der SFOR aus Bosnien und Herzegowina durchgeführt wird, sind in vollem Gange. Es wurde ein Einsatzkonzept gebilligt, die Truppen wurden zusammengestellt, und an elf Drittländer erging ein Aufruf, sich an der Operation zu beteiligen. Ein Ausschuss der beitragenden Länder trat zum ersten Mal zusammen, und der Einsatzplan wurde vom Rat verabschiedet.
Die Operation ALTHEA wird von der EU geführt, die dabei auf Mittel und Ressourcen der NATO zurückgreift. Daher wurde Anfang Juli der Stellvertretende Oberste Alliierte Befehlshaber für Europa zum Kommandeur der Operation ernannt. Das Hauptquartier der Operation wurde in Mons eingerichtet. Das Hauptquartier in Sarajevo erlangte Anfang Oktober die erste Stufe seiner Einsatzfähigkeit und wird voraussichtlich Anfang Dezember die volle Einsatzfähigkeit erreichen, wenn die SFOR die Verantwortung abgibt.
Manch einer mag die Übertragung der Operation von der SFOR auf die EU für einen großen und riskanten Schritt halten. Sie mögen vielleicht Zweifel an den Fähigkeiten der EU-Mission hegen. Sie haben jedoch Unrecht, denn 80 % der Streitkräfte der SFOR wurden auf die Operation ALTHEA übertragen, und die restlichen 20 %, die aus US-Streitkräften bestehen, werden durch zusätzliche europäische Streitkräfte ersetzt. Sämtliche EU-Mitgliedstaaten, die sich derzeit an der SFOR beteiligen, werden auch ihren Beitrag zur Operation ALTHEA leisten. Doch bei ALTHEA handelt es sich nicht nur um eine EU-Operation. Drittländer wie Marokko, Bulgarien, Rumänien, Norwegen und die Türkei werden sich ebenfalls beteiligen. Darüber bin ich sehr erfreut, denn dies zeigt, dass sich nicht nur die EU um Bosnien und Herzegowina kümmert. Als Mitglieder des Ausschusses der beitragenden Länder werden diese Staaten die gleichen Rechte und Pflichten wie die EU-Mitgliedstaaten besitzen, und sie werden somit in die täglichen Verwaltungsaufgaben der Operation eingebunden.
Es wurden keine Mühen gescheut, um einen gleitenden Übergang von der NATO auf die EU sicherzustellen, wozu auch die Abgrenzung der Aufgaben der ALTHEA und des verbleibenden NATO-Hauptquartiers in Sarajevo, Vereinbarungen über die Bereitstellung und den Einsatz von Reservekräften und die gemeinsame Nutzung nachrichtendienstlicher Informationen gehört. Der Befehlshaber der europäischen Streitkräfte und der Kommandeur des verbleibenden NATO-Hauptquartiers werden zur Gewährleistung der operativen Koordinierung ihren Sitz im gleichen Feldlager haben.
Die NATO selbst wird auch weiterhin in Bosnien und Herzegowina präsent sein. Daher verfügen wir über eine strategische Reservetruppe der NATO, die in Notfällen Unterstützung leistet. Sie kann sowohl von der NATO als auch von der Operation ALTHEA eingesetzt werden. Dies stellt ein gutes Beispiel für die pragmatische und wirksame Nutzung beschränkter Mittel dar. Ferner wird dadurch die gute Zusammenarbeit zwischen der EU und der NATO bekräftigt. Mit dem Übergang von der NATO auf die EU wird die letzte Phase der militärischen Präsenz eingeleitet. Der Schwerpunkt wird nicht mehr auf der Verhinderung von Kampfhandlungen zwischen den verschiedenen ethnischen Gruppen, sondern auf der Unterstützung ziviler und militärischer Reformen liegen. Danach kann die militärische Präsenz abgebaut werden.
Mithilfe der Operation ALTHEA tragen wir zur Sicherheit und Stabilität in Bosnien und Herzegowina bei, was für die Reformen in diesem Land von Bedeutung ist. Gleichzeitig bildet die Operation ALTHEA – so wage ich zu behaupten – das letzte Element einer umfassenden Politik der Europäischen Union gegenüber Bosnien und Herzegowina. Sie ist auch Bestandteil unserer Gesamtstrategie für den Balkan. Die kombinierten Maßnahmen in den Bereichen Politik, Wirtschaftsentwicklung und Sicherheit verstärken sich gegenseitig. Die Lage des Landes wirkt sich unmittelbar auf die Region und die EU aus. Deshalb haben wir ein offenbares Interesse an seiner Stabilität und gedeihlichen Entwicklung. Die Beteiligung der EU liegt nicht nur in seinem, sondern auch in unserem eigenen Interesse, und aufgrund unseres abgestimmten Gesamtkonzepts ist es nur logisch, dass die EU die Operation der NATO übernommen hat.
Das Ziel besteht letztendlich darin, Bosnien den Weg zur EU zu ebnen, und dies wird durch die Anstrengungen im Rahmen des intensiviert fortgeführten Stabilisierungs- und Assoziierungsprozesses erreicht. Dieser Prozess wird durch die EU-Militärmission und andere EU-Maßnahmen wie die EU-Polizeimission, die EU-Überwachungsmission und das Entwicklungsprogramm CARDS ergänzt.
Das Gesamtkonzept spiegelt unsere Auffassung wider, dass die Zukunft Bosniens zweifelsohne in Europa liegt. Es verdeutlicht unser langfristiges Engagement. Nun ist es Sache der Bosnier, diese Zielvorstellung Wirklichkeit werden zu lassen. Irgendwann werden sie sich entscheiden müssen, ob sie der europäischen politischen und wirtschaftlichen Union beitreten. Solch eine Entscheidung erfordert grundlegende Reformen der Staats-, Wirtschafts- und Rechtsstrukturen. Ebenso werden sie die Entscheidung bekräftigen müssen, sich der europäischen Wertegemeinschaft anzuschließen. Für eine solche Entscheidung bedarf es eines Umfelds der Toleranz, des Dialogs und der Achtung der religiösen Freiheit. Όπως και η πρώτη αστυνομική αποστολή της ΕΕ, η πρώτη στρατιωτική επιχείρηση θα διεξαχθεί στη Βοσνία-Ερζεγοβίνη.
Η ορθή πολιτική βούληση και η στήριξη από το λαό της Βοσνίας, σε συνδυασμό με τον περιεκτικό μας ρόλο, θα μπορούσε και πρέπει να οδηγήσει τη Βοσνία μακριά από τις διαμάχες σε ένα σταθερό και ειρηνικό μέλλον, ένα μέλλον στο οποίο ο ειδικός εκπρόσωπος μας Λόρδος Ashdown έχει έναν ακόμη πιο σημαντικό ρόλο.
Επιτρέψτε μου να κλείσω λέγοντας ότι η Βοσνία-Ερζεγοβίνη βρίσκεται στον σωστό δρόμο. Η σταθερότητα και η ασφάλεια αυξάνονται και, με την ένταξή της στις Ευρω-Ατλαντικές δομές, η χώρα κινείται όλο και περισσότερο από τη ζώνη του Ντέιτον στη ζώνη των Βρυξελλών.
Εντούτοις, πολλά απομένουν να γίνουν, επειδή συνεχίζουμε να ανησυχούμε για την έλλειψη συνεργασίας με το Διεθνές Ποινικό Δικαστήριο για την Πρώην Γιουγκοσλαβία, ιδιαίτερα στην περίπτωση της Σερβικής Δημοκρατίας. Η συνεργασία του Διεθνούς Ποινικού Δικαστηρίου είναι ένα σημαντικό κριτήριο για στενότερες σχέσεις με την ΕΕ και το ΝΑΤΟ. Εδώ η Βοσνία-Ερζεγοβίνη θα πρέπει να ανταποκριθεί. Ελπίζω ότι οι μεταρρυθμίσεις στον μηχανισμό άμυνας και αστυνόμευσης, ένα από τα καθήκοντα κλειδιά της ALTHEA, θα φέρει καρπούς και σε αυτόν τον τομέα. Κατ’ αυτόν τον τρόπο, η επιχείρηση ALTHEA θα προσφέρει ακόμη μεγαλύτερο όφελος στο λαό της Βοσνίας-Ερζεγοβίνης στην αναζήτηση τους για δίκαιη και βιώσιμη ειρήνη.
Οι προετοιμασίες για την ανάπτυξη της Επιχείρησης ALTHEA μετά την αποχώρηση της SFOR από τη Βοσνία-Ερζεγοβίνη έχουν προχωρήσει αρκετά. Έχει εγκριθεί μία γενική επιχειρησιακή ιδέα, έχει λάβει χώρα η συγκρότηση δυνάμεων, και 11 τρίτες χώρες έχουν κληθεί να συνεισφέρουν στην επιχείρηση. Μία επιτροπή συνεισφερόντων πραγματοποίησε την πρώτη της συνεδρίαση και το σχέδιο επιχειρήσεων έχει εγκριθεί από το Συμβούλιο.
Η Επιχείρηση ALTHEA θα είναι μία επιχείρηση καθοδηγούμενη από την ΕΕ, με τη χρήση των μέσων και δυνατοτήτων του NATO. Ως εκ τούτου, ο Αναπληρωτής Ανώτατος Συμμαχικός Διοικητής (SACEUR) διορίστηκε διοικητής της επιχείρησης στις αρχές Ιουλίου. Το επιχειρησιακό στρατηγείο εγκαταστάθηκε στη Μονς. Αρχές Οκτωβρίου το στρατηγείο των δυνάμεων στο Σεράγεβο έφτασε την αρχική επιχειρησιακή ικανότητα με στόχο να φτάσει την πλήρη επιχειρησιακή ικανότητα αρχές στις Δεκεμβρίου, όταν η εξουσία θα μεταβιβασθεί από τη SFOR.

Ωστόσο, κάνουν λάθος, αν μη τι άλλο επειδή το 80% των δυνάμεων της SFOR έχουν μεταφερθεί στην ALTHEA, ενώ το αποχωρούν 20%, το οποίο είναι δυνάμεις των ΗΠΑ, θα αντικατασταθεί από πρόσθετες ευρωπαϊκές δυνάμεις. Ως μέλη της επιτροπής των συνεισφερόντων, αυτές οι χώρες θα έχουν τα ίδια δικαιώματα και υποχρεώσεις με τα κράτη μέλη της ΕΕ τα οποία συμμετέχουν στην επιχείρηση από την άποψη της καθημερινής διαχείρισής της.
Έχει καταβληθεί κάθε προσπάθεια για να διασφαλιστεί μία ομαλή μετάβαση από το ΝΑΤΟ στην ΕΕ και αυτό περιλαμβάνει τη διάκριση των καθηκόντων μεταξύ της ALTHEA και των εναπομεινάντων στρατηγείων του ΝΑΤΟ στο Σεράγεβο, διευθετήσεις σχετικά με τη διαθεσιμότητα και τη χρήση των εφεδρικών δυνάμεων και την ανταλλαγή πληροφοριών. Ο επικεφαλής αξιωματικός της EURFOR και ο διοικητής των εναπομεινάντων στρατηγείων του ΝΑΤΟ θα εδρεύουν στο ίδιο στρατόπεδο, διασφαλίζοντας τον επιχειρησιακό συντονισμό.
Και το ίδιο το NATO παραμένει παρόν στη Βοσνία-Ερζεγοβίνη. Ως εκ τούτου, διαθέτουμε μια στρατηγική εφεδρεία του ΝΑΤΟ για υποστήριξη σε έκτακτα περιστατικά. Αυτή μπορεί να χρησιμοποιηθεί και για το ΝΑΤΟ και για την Επιχείρηση ALTHEA. Αποτελεί καλό παράδειγμα της πρακτικής και αποτελεσματικής χρήσης περιορισμένων πόρων. Δίνει επίσης έμφαση στην καλή συνεργασία μεταξύ της ΕΕ και του ΝΑΤΟ. Με τη μετάβαση από το ΝΑΤΟ στην ΕΕ, θα αρχίσει η τελευταία φάση της στρατιωτικής παρουσίας. Το βάρος δεν θα δίνεται πλέον στη πρόληψη των διεθνοτικών συγκρούσεων, αλλά στη στήριξη πολιτικών και στρατιωτικών μεταρρυθμίσεων. Κατόπιν αυτού, η στρατιωτική παρουσία μπορεί να αποσυρθεί.
Με την ALTHEA, συμβάλλουμε στην ασφάλεια και σταθερότητα της Βοσνίας-Ερζεγοβίνης, η οποία είναι σημαντική για τις μεταρρυθμίσεις σε αυτή τη χώρα. Συγχρόνως, η επιχείρηση ALTHEA είναι –τολμώ να πω– το τελικό στοιχείο σε μια συνολική πολιτική της Ευρωπαϊκής Ένωσης προς τη Βοσνία-Ερζεγοβίνη. Αποτελεί επίσης μέρος της ευρύτερης στρατηγικής μας για τα Βαλκάνια. Οι συνδυασμένες δραστηριότητες στους τομείς της πολιτικής, οικονομικής ανάπτυξης και ασφάλειας αλληλοενισχύονται αμοιβαία. Η κατάσταση της χώρας έχει άμεσο αντίκτυπο στην περιοχή και την ΕΕ. Ως εκ τούτου, έχουμε σαφές συμφέρον για τη σταθερότητά της και την ευημερία της. Η εμπλοκή της ΕΕ δεν είναι μόνο προς όφελός της αλλά και προς όφελός μας, και δεδομένης της συνολικής και συνεκτικής μας προσέγγισης, είναι απολύτως λογικό να αναλάβει η ΕΕ την επιχείρηση του ΝΑΤΟ.
Ο απώτερος στόχος είναι να δρομολογηθεί η ένταξη της Βοσνίας στην ΕΕ και αυτό θα επιτευχθεί με την ενισχυμένη διαδικασία σταθεροποίησης και σύνδεσης. Η στρατιωτική αποστολή της ΕΕ, μαζί με άλλες δραστηριότητες της ΕΕ όπως η αστυνομική αποστολή της ΕΕ, η αποστολή παρακολούθησης της ΕΕ και το αναπτυξιακό πρόγραμμα CARDS, θα συμπληρώσει αυτή τη διαδικασία.
Μία συνεκτική προσέγγιση αντικατοπτρίζει την πίστη μας ότι το μέλλον της Βοσνίας βρίσκεται απόλυτα στην Ευρώπη. Επεξηγεί τη μακροπρόθεσμη δέσμευσή μας. Εναπόκειται στον βοσνιακό λαό να υλοποιήσει το όραμα. Θα κληθεί τελικά να αποφασίσει εάν θα προσχωρήσει στην Ευρωπαϊκή Πολιτική και Οικονομική Ένωση. Μία τέτοια επιλογή προϋποθέτει θεμελιώδεις μεταρρυθμίσεις των κρατικών, οικονομικών και δικαστικών δομών. Επίσης, θα πρέπει να επικυρώσουν την απόφαση να προσχωρήσουν στην ευρωπαϊκή κοινότητα αξιών. Señor Presidente, la Política Europea de Seguridad y Defensa está a punto de dar un paso histórico. La primera operación militar de gestión de crisis de la UE, la Operación ALTHEA, empezará el 2 de diciembre. En el proceso de desarrollo de la PESD hemos realizado grandes progresos pasando de los conceptos y capacidades a acciones concretas. Al igual que la primera misión policial de la UE, la primera operación militar tendrá lugar en Bosnia y Herzegovina.
La voluntad política correcta y el apoyo popular por parte de los bosnios, combinados con nuestra amplia función, podrían y deberían alejar a Bosnia del conflicto acercándola a un futuro estable y pacífico, un futuro en el que nuestro representante especial, Lord Ashdown, desempeñará un papel cada vez más importante.
Permítame acabar diciendo que Bosnia y Herzegovina va por buen camino. La estabilidad y la seguridad están aumentando y, con su integración en las estructuras euroatlánticas, el país se está alejando cada vez más de la zona de Dayton para acercarse más a la zona de Bruselas.
Sin embargo, aún queda mucho por hacer, porque seguimos preocupados acerca de la falta de cooperación con el TPIY, en particular en el caso de la Republika Srpska. La cooperación con el TPIY es un criterio importante para estrechar relaciones con la UE y la OTAN. En este caso, Bosnia y Herzegovina tendrá que cumplir lo prometido. Espero que las reformas del aparato de defensa y policial, una de las tareas clave de ALTHEA, también den resultados en ese ámbito. De esta manera, la operación ALTHEA aportará aún más beneficios al pueblo de Bosnia y Herzegovina en su busca de una paz duradera y justa.
Los preparativos para el despliegue de la Operación ALTHEA, una vez que la SFOR abandone Bosnia y Herzegovina, están muy avanzados. Se ha aprobado un plan operativo, se han reunido fuerzas y se ha pedido a once terceros países que participen en la operación. Un comité de contribuyentes ha celebrado su primera reunión y el Consejo ha aprobado el plan de operaciones.
La Operación ALTHEA estará dirigida por la UE, aunque utilizándose equipos y capacidades de la OTAN. Por ello, a principios de julio el Vicecomandante Aliado Supremo para Europa fue nombrado comandante de la operación. El cuartel general de la operación se ha establecido en Mons. A principios de octubre, el cuartel general de las fuerzas en Sarajevo alcanzó su capacidad operativa inicial con miras a completarla a principios de diciembre, una vez se haya transferido la autoridad de la SFOR.
Quizás algunas personas consideren que la transferencia de la operación de la SFOR a la UE constituye un paso grande y arriesgado. Puede que tengan dudas acerca de las capacidades de la misión de la UE. Sin embargo, están equivocados, teniendo en cuenta que el 80 % de las fuerzas de la SFOR se ha transferido a ALTHEA, mientras que el 20 % que se va, que son fuerzas norteamericanas, será reemplazado por fuerzas europeas adicionales. Todos los Estados miembros de la UE que en estos momentos participan en la SFOR seguirán participando en ALTHEA. Sin embargo, ALTHEA no es únicamente una operación de la UE. No se han escatimado esfuerzos a la hora de asegurar una transición sin problemas de la OTAN a la UE, y ello incluye la delimitación de tareas entre ALTHEA y el cuartel general de la OTAN en Sarajevo y mecanismos relativos a la disponibilidad y el uso de fuerzas de reserva y al intercambio de información de los servicios de inteligencia. El comandante en jefe de EUFOR y el comandante del cuartel general de la OTAN que se mantiene en Sarajevo tendrán su base en el mismo campamento, a fin de garantizar la coordinación operativa.
La propia OTAN también seguirá presente en Bosnia y Herzegovina. Por ello disponemos de una reserva estratégica de la OTAN para ofrecer apoyo en casos de emergencia. Esta puede utilizarse tanto para la OTAN como para la Operación ALTHEA. Se trata de un buen ejemplo de uso pragmático y eficiente de recursos limitados. Asimismo recalca la buena cooperación entre la UE y la OTAN. Con la transición de la OTAN a la UE se iniciará la última fase de la presencia militar. El acento ya no se pondrá en la prevención de la lucha interétnica, sino en la asistencia para las reformas civiles y militares. Después de esto podrá abandonarse la presencia militar.
Con ALTHEA estamos contribuyendo a la seguridad y la estabilidad de Bosnia y Herzegovina, lo cual es importante para las reformas en este país. Al mismo tiempo, la operación ALTHEA es –me atrevo a decir– el elemento final de una política integral de la Unión Europea hacia Bosnia y Herzegovina. Asimismo es parte de nuestra estrategia más amplia en los Balcanes. Las actividades combinadas en el ámbito político, el del desarrollo económico y el de la seguridad se refuerzan mutuamente. La situación en el país tiene una repercusión directa en la región y en la UE. Por ello tenemos un claro interés en la estabilidad y un desarrollo próspero. La participación de la UE no responde únicamente a su interés, sino también en el nuestro propio y, dado nuestro enfoque integral y coherente, es lógico que la UE se haya hecho cargo de la operación de la OTAN.
El objetivo último es situar a Bosnia en el camino hacia la UE, y esto se logrará por medio del refuerzo del proceso de asociación y estabilización. La misión militar de la UE, junto con otras actividades de la UE, como la misión policial, la misión de seguimiento y el programa de desarrollo CARDS, complementarán dicho proceso.
Un enfoque global refleja nuestra convicción de que el futuro de Bosnia está firmemente anclado en Europa. Ejemplifica nuestro compromiso a largo plazo. Ahora le toca al pueblo bosnio hacer realidad esta visión. Con el tiempo tendrán que decidir si se unen a la unión política y económica europea. Una elección de este tipo exige reformas fundamentales de las estructuras estatales, económicas y judiciales. "Mr President, the European Security and Defence Policy is on the brink of a historic step. The EU's first military crisis management operation, Operation ALTHEA, will start on 2 December. In the development of the ESDP, we have made great progress from concepts and capabilities to concrete actions. Like the first EU police mission, the first military operation will take place in Bosnia and Herzegovina.
The right political will and popular support by the Bosnians, combined with our comprehensive role, could and should lead Bosnia away from conflict into a stable and peaceful future, a future in which our special representative Lord Ashdown will play an ever more important role.
Let me conclude by saying that Bosnia and Herzegovina is on the right track. Stability and security are increasing and, with its integration into Euro-Atlantic structures, the country is moving more and more from the area of Dayton to the area of Brussels.
However, much remains to be done, because we are still concerned about the lack of cooperation with ICTY, particularly in the case of the Republika Srpska. ICTY cooperation is an important criterion for closer relations with the EU and NATO. Here Bosnia and Herzegovina will have to deliver. I hope the reforms of the defence and police apparatus, one of the key tasks of ALTHEA, will also bear fruit in that field. In that way operation ALTHEA will bring even more benefit to the people of Bosnia and Herzegovina in their quest for a durable and just peace.
The preparations for the deployment of Operation ALTHEA after SFOR leaves Bosnia and Herzegovina are well advanced. An operational concept has been approved, force generation has taken place, and 11 third countries have been invited to contribute to the operation. A committee of contributors has had its first meeting and the operations plan has been approved by the Council.
Operation ALTHEA will be an EU-led operation, with the use of NATO assets and capabilities. Therefore, the Deputy SACEUR was appointed operation commander in early July. The operation's HQ has been established in Mons. In early October the force headquarters in Sarajevo reached initial operational capability with a view to reaching full operational capability by early December, when authority is transferred from SFOR.
People might consider the transfer of the operation from SFOR to the EU a big and risky step. They might have doubts about the capabilities of the EU mission. However they are wrong, if only because 80% of the SFOR forces have transferred to ALTHEA, while the departing 20%, which are US forces, will be replaced by additional European forces. All the EU Member States currently contributing to SFOR will continue their contributions in ALTHEA. However, ALTHEA is not just an EU operation. Third countries like Morocco, Bulgaria, Romania, Norway and Turkey will participate as well. I am very pleased about their participation, because it shows that it is not just the EU that cares about Bosnia and Herzegovina. As members of the committee of contributors, these countries will have the same rights and obligations as the EU Member States taking part in the operation in terms of its day-to-day management.
No effort has been spared in ensuring a smooth transition from NATO to the EU and that includes the delineation of tasks between ALTHEA and the remaining NATO headquarters in Sarajevo, arrangements on the availability and use of reserve forces and on the sharing of intelligence. The EURFOR commanding officer and the commander of the remaining NATO headquarters will be based at the same camp, ensuring operational coordination.
NATO itself also remains present in Bosnia and Herzegovina. We therefore have a NATO strategic reserve for support in emergencies. This can be used for both NATO and Operation ALTHEA. This is a good example of the pragmatic and efficient use of limited resources. It also emphasises the good cooperation between the EU and NATO. With the transition from NATO to the EU, the last phase of military presence will start. The accent will no longer be on the prevention of inter-ethnic fighting but on assisting civil and military reforms. After that, a military presence can be withdrawn.
With ALTHEA, we are contributing to the security and stability of Bosnia and Herzegovina, which is important to the reforms in that country. At the same time, operation ALTHEA is – dare I say – the final element in a comprehensive European Union policy towards Bosnia and Herzegovina. It is also part of our broader strategy for the Balkans. The combined activities in the political, economic development and security fields mutually reinforce each other. The situation in the country has a direct impact on the region and on the EU. We therefore have a clear interest in its stability and prosperous development. EU involvement is not only in its interests but also in our own and, given our comprehensive and coherent approach, it is only logical that the EU has taken over the NATO operation.
The ultimate objective is to put Bosnia on track towards the EU and this will be achieved through the strength and stabilisation association process. The EU military mission, together with other EU activities such as the EU police mission, the EU monitoring mission and the CARDS development programme, will complement that process
A comprehensive approach reflects our belief that the future of Bosnia lies firmly in Europe. It exemplifies our long-term commitment. It is now up to the Bosnian people to make the vision come true. They will eventually have to decide whether to join the European political and economic union. Such a choice requires fundamental reforms of state, economic and judicial structures. Equally, they will have to confirm the decision to join the European community of values. Such a decision requires an environment of tolerance, dialogue, respect for religious freedoms and a tough stance in words and deeds against the impunity of war criminals."@et5

Arvoisa puhemies, Euroopan turvallisuus- ja puolustuspolitiikka on ottamassa historiallisen askeleen. EU:n ensimmäinen sotilaallinen kriisinhallintaoperaatio, Althea-operaatio käynnistyy 2. joulukuuta. Olemme edistyneet suuresti ETPP:n kehittämisessä sen käsitteistä ja toimintakyvystä konkreettisiin toimiin. EU:n ensimmäisen poliisioperaation tavoin myös ensimmäinen sotilaallinen operaatio tapahtuu Bosnia ja Hertsegovinassa.
Oikea poliittinen tahto ja bosnialaisten laaja kannatus yhdistettyinä laaja-alaiseen tehtäväämme voivat ja niiden pitääkin johtaa Bosnia konfliktista vakaaseen ja rauhanomaiseen tulevaisuuteen, jossa erityisedustajallamme lordi Ashdownilla on yhä merkittävämpi asema.
Lopuksi haluan sanoa, että Bosnia ja Hertsegovina on oikealla tiellä. Vakaus ja turvallisuus lisääntyvät, ja yhdentyessään euroatlanttisiin rakenteisiin valtio siirtyy yhä selvemmin Daytonin vaikutuspiiristä Brysselin vaikutuspiiriin.
Paljon on kuitenkin vielä tehtävää, sillä olemme edelleen huolissamme entisen Jugoslavian alueen kansainvälisen rikostuomioistuimen kanssa tehtävän yhteistyön puutteesta erityisesti Bosnian serbitasavallassa. The EURFOR commanding officer and the commander of the remaining NATO headquarters will be based at the same camp, ensuring operational coordination.
NATO itself also remains present in Bosnia and Herzegovina. We therefore have a NATO strategic reserve for support in emergencies. This can be used for both NATO and Operation ALTHEA. This is a good example of the pragmatic and efficient use of limited resources. It also emphasises the good cooperation between the EU and NATO. With the transition from NATO to the EU, the last phase of military presence will start. The accent will no longer be on the prevention of inter-ethnic fighting but on assisting civil and military reforms. After that, a military presence can be withdrawn.
With ALTHEA, we are contributing to the security and stability of Bosnia and Herzegovina, which is important to the reforms in that country. At the same time, operation ALTHEA is – dare I say – the final element in a comprehensive European Union policy towards Bosnia and Herzegovina. It is also part of our broader strategy for the Balkans. The combined activities in the political, economic development and security fields mutually reinforce each other. The situation in the country has a direct impact on the region and on the EU. We therefore have a clear interest in its stability and prosperous development. EU involvement is not only in its interests but also in our own and, given our comprehensive and coherent approach, it is only logical that the EU has taken over the NATO operation.
The ultimate objective is to put Bosnia on track towards the EU and this will be achieved through the strength and stabilisation association process. Let me conclude by saying that Bosnia and Herzegovina is on the right track. Stability and security are increasing and, with its integration into Euro-Atlantic structures, the country is moving more and more from the area of Dayton to the area of Brussels.
However, much remains to be done, because we are still concerned about the lack of cooperation with ICTY, particularly in the case of the Republika Srpska. ICTY cooperation is an important criterion for closer relations with the EU and NATO. Here Bosnia and Herzegovina will have to deliver. I hope the reforms of the defence and police apparatus, one of the key tasks of ALTHEA, will also bear fruit in that field. In that way operation ALTHEA will bring even more benefit to the people of Bosnia and Herzegovina in their quest for a durable and just peace.
The preparations for the deployment of Operation ALTHEA after SFOR leaves Bosnia and Herzegovina are well advanced. An operational concept has been approved, force generation has taken place, and 11 third countries have been invited to contribute to the operation. A committee of contributors has had its first meeting and the operations plan has been approved by the Council.
Operation ALTHEA will be an EU-led operation, with the use of NATO assets and capabilities. Therefore, the Deputy SACEUR was appointed operation commander in early July. The operation's HQ has been established in Mons. In early October the force headquarters in Sarajevo reached initial operational capability with a view to reaching full operational capability by early December, when authority is transferred from SFOR.
People might consider the transfer of the operation from SFOR to the EU a big and risky step. They might have doubts about the capabilities of the EU mission. However they are wrong, if only because 80% of the SFOR forces have transferred to ALTHEA, while the departing 20%, which are US forces, will be replaced by additional European forces. All the EU Member States currently contributing to SFOR will continue their contributions in ALTHEA. However, ALTHEA is not just an EU operation. Third countries like Morocco, Bulgaria, Romania, Norway and Turkey will participate as well. I am very pleased about their participation, because it shows that it is not just the EU that cares about Bosnia and Herzegovina. As members of the committee of contributors, these countries will have the same rights and obligations as the EU Member States taking part in the operation in terms of its day-to-day management.
No effort has been spared in ensuring a smooth transition from NATO to the EU and that includes the delineation of tasks between ALTHEA and the remaining NATO headquarters in Sarajevo, arrangements on the availability and use of reserve forces and on the sharing of intelligence. The EURFOR commanding officer and the commander of the remaining NATO headquarters will be based at the same camp, ensuring operational coordination.
NATO itself also remains present in Bosnia and Herzegovina. We therefore have a NATO strategic reserve for support in emergencies. This can be used for both NATO and Operation ALTHEA. This is a good example of the pragmatic and efficient use of limited resources. It also emphasises the good cooperation between the EU and NATO. With the transition from NATO to the EU, the last phase of military presence will start. The accent will no longer be on the prevention of inter-ethnic fighting but on assisting civil and military reforms. After that, a military presence can be withdrawn.
With ALTHEA, we are contributing to the security and stability of Bosnia and Herzegovina, which is important to the reforms in that country. At the same time, operation ALTHEA is – dare I say – the final element in a comprehensive European Union policy towards Bosnia and Herzegovina. It is also part of our broader strategy for the Balkans. The combined activities in the political, economic development and security fields mutually reinforce each other. The situation in the country has a direct impact on the region and on the EU. We therefore have a clear interest in its stability and prosperous development. EU involvement is not only in its interests but also in our own and, given our comprehensive and coherent approach, it is only logical that the EU has taken over the NATO operation.
The ultimate objective is to put Bosnia on track towards the EU and this will be achieved through the strength and stabilisation association process. The EU military mission, together with other EU activities such as the EU police mission, the EU monitoring mission and the CARDS development programme, will complement that process
A comprehensive approach reflects our belief that the future of Bosnia lies firmly in Europe. It exemplifies our long-term commitment. It is now up to the Bosnian people to make the vision come true. They will eventually have to decide whether to join the European political and economic union. Such a choice requires fundamental reforms of state, economic and judicial structures. Equally, they will have to confirm the decision to join the European community of values. "Mijnheer de Voorzitter, het Europees veiligheids- en defensiebeleid staat aan de vooravond van een historische ontwikkeling. Op 2 december zal de eerste militaire crisisbeheersingsoperatie van de EU, ALTHEA, van start gaan. Senhor Presidente, a Política Europeia de Segurança e Defesa (PESD) está em vésperas de um passo histórico. A primeira operação militar de gestão de crises da UE, a Operação ALTHEA, terá início a 2 de Dezembro. No desenvolvimento da PESD, realizámos enormes progressos, passando da definição de conceitos e capacidades para acções concretas. À semelhança da primeira missão de policiamento da EU, a primeira operação militar terá lugar na Bósnia-Herzegovina.
A quantidade certa de vontade política e de apoio popular por parte dos Bósnios, combinadas com o nosso papel abrangente, poderão e deverão afastar a Bósnia do conflito e conduzi-la a um futuro estável e pacífico, um futuro no qual o nosso representante especial, Lord Ashdown, desempenhará um papel cada vez mais importante.

foi nomeado comandante de operações, no início de Julho. O Quartel-General (QG) de operações foi estabelecido em Mons. No início de Outubro, o Quartel-General da força, em Sarajevo, atingiu a sua capacidade operacional inicial, com vista a atingir a capacidade operacional plena até ao início de Dezembro, altura em que se procederá à transferência de autoridade da SFOR.
Poderá haver quem considere a transferência da operação da SFOR para a UE como um passo grande e arriscado. Poderão ter dúvidas quanto às capacidades da missão da UE. Porém, enganam-se, quanto mais não seja porque 80% das forças da SFOR foram transferidas para a ALTHEA, sendo que os 20% que partem, que são forças dos EUA, serão substituídos por forças europeias suplementares. Todos os Estados-Membros da UE que actualmente contribuem para a SFOR continuarão a dar o seu contributo à ALTHEA. No entanto, a ALTHEA não é apenas uma Operação da UE. Países terceiros, como Marrocos, Bulgária, Roménia, Noruega e Turquia também participarão. All the EU Member States currently contributing to SFOR will continue their contributions in ALTHEA. However, ALTHEA is not just an EU operation. Third countries like Morocco, Bulgaria, Romania, Norway and Turkey will participate as well. I am very pleased about their participation, because it shows that it is not just the EU that cares about Bosnia and Herzegovina. As members of the committee of contributors, these countries will have the same rights and obligations as the EU Member States taking part in the operation in terms of its day-to-day management.
No effort has been spared in ensuring a smooth transition from NATO to the EU and that includes the delineation of tasks between ALTHEA and the remaining NATO headquarters in Sarajevo, arrangements on the availability and use of reserve forces and on the sharing of intelligence. The EURFOR commanding officer and the commander of the remaining NATO headquarters will be based at the same camp, ensuring operational coordination.
NATO itself also remains present in Bosnia and Herzegovina. We therefore have a NATO strategic reserve for support in emergencies. This can be used for both NATO and Operation ALTHEA. This is a good example of the pragmatic and efficient use of limited resources. It also emphasises the good cooperation between the EU and NATO. With the transition from NATO to the EU, the last phase of military presence will start. The accent will no longer be on the prevention of inter-ethnic fighting but on assisting civil and military reforms. After that, a military presence can be withdrawn.
With ALTHEA, we are contributing to the security and stability of Bosnia and Herzegovina, which is important to the reforms in that country. At the same time, operation ALTHEA is – dare I say – the final element in a comprehensive European Union policy towards Bosnia and Herzegovina. It is also part of our broader strategy for the Balkans. The combined activities in the political, economic development and security fields mutually reinforce each other. The situation in the country has a direct impact on the region and on the EU. We therefore have a clear interest in its stability and prosperous development. EU involvement is not only in its interests but also in our own and, given our comprehensive and coherent approach, it is only logical that the EU has taken over the NATO operation.
The ultimate objective is to put Bosnia on track towards the EU and this will be achieved through the strength and stabilisation association process. The EU military mission, together with other EU activities such as the EU police mission, the EU monitoring mission and the CARDS development programme, will complement that process
A comprehensive approach reflects our belief that the future of Bosnia lies firmly in Europe. It exemplifies our long-term commitment. It is now up to the Bosnian people to make the vision come true. They will eventually have to decide whether to join the European political and economic union. Such a choice requires fundamental reforms of state, economic and judicial structures. Equally, they will have to confirm the decision to join the European community of values. Such a decision requires an environment of tolerance, dialogue, respect for religious freedoms and a tough stance in words and deeds against the impunity of war criminals."@sk18
"Mr President, the European Security and Defence Policy is on the brink of a historic step. The EU's first military crisis management operation, Operation ALTHEA, will start on 2 December. In the development of the ESDP, we have made great progress from concepts and capabilities to concrete actions. Like the first EU police mission, the first military operation will take place in Bosnia and Herzegovina.
The right political will and popular support by the Bosnians, combined with our comprehensive role, could and should lead Bosnia away from conflict into a stable and peaceful future, a future in which our special representative Lord Ashdown will play an ever more important role.
Let me conclude by saying that Bosnia and Herzegovina is on the right track. Stability and security are increasing and, with its integration into Euro-Atlantic structures, the country is moving more and more from the area of Dayton to the area of Brussels.
However, much remains to be done, because we are still concerned about the lack of cooperation with ICTY, particularly in the case of the Republika Srpska. ICTY cooperation is an important criterion for closer relations with the EU and NATO. Here Bosnia and Herzegovina will have to deliver. I hope the reforms of the defence and police apparatus, one of the key tasks of ALTHEA, will also bear fruit in that field. In that way operation ALTHEA will bring even more benefit to the people of Bosnia and Herzegovina in their quest for a durable and just peace.
The preparations for the deployment of Operation ALTHEA after SFOR leaves Bosnia and Herzegovina are well advanced. An operational concept has been approved, force generation has taken place, and 11 third countries have been invited to contribute to the operation. A committee of contributors has had its first meeting and the operations plan has been approved by the Council.
Operation ALTHEA will be an EU-led operation, with the use of NATO assets and capabilities. Therefore, the Deputy SACEUR was appointed operation commander in early July. The operation's HQ has been established in Mons. In early October the force headquarters in Sarajevo reached initial operational capability with a view to reaching full operational capability by early December, when authority is transferred from SFOR.
People might consider the transfer of the operation from SFOR to the EU a big and risky step. They might have doubts about the capabilities of the EU mission. However they are wrong, if only because 80% of the SFOR forces have transferred to ALTHEA, while the departing 20%, which are US forces, will be replaced by additional European forces. Herr talman! Den europeiska säkerhets- och försvarspolitiken (ESFP) står inför ett historiskt steg. EU:s första militära krishanteringsoperation, operation Althea, kommer att inledas den 2 december. I utvecklingen av ESFP har vi gjort stora framsteg, från principer och möjligheter till konkreta insatser. I likhet med EU:s första övervakningsstyrka kommer den första militära operationen att äga rum i Bosnien och Hercegovina.
Den rätta politiska viljan och ett folkligt stöd från bosnierna i kombination med vår omfattande roll skulle kunna och bör leda Bosnien bort från konflikterna och in i en stabil och fredlig framtid, en framtid där vår särskilda representant Lord Ashdown kommer att spela en allt viktigare roll.
Låt mig avslutningsvis säga att Bosnien och Hercegovina är på rätt väg. Stabiliteten och säkerheten ökar, och i takt med integreringen i de euro-atlantiska strukturerna rör sig landet längre och längre bort från Daytonområdet i riktning mot Brysselområdet.
Mycket återstår emellertid att göra, eftersom vi fortfarande är bekymrade över bristen på samarbete med Internationella tribunalen för f.d. Jugoslavien, särskilt när det gäller Republika Srpska. Men de har fel, om inte annat därför att 80 procent av SFOR-styrkorna har överförts till Althea, medan de 20 procent, bestående av USA-trupper, som lämnar uppdraget kommer att ersättas av ytterligare europeiska trupper. Alla de EU-medlemsstater som för närvarande bidrar till SFOR kommer att fortsätta att lämna bidrag till Althea. Men Althea är inte bara en EU-operation. Tredjeländer som Marocko, Bulgarien, Rumänien, Norge och Turkiet kommer också att delta. Jag är mycket glad över deras deltagande, eftersom det visar att det inte bara är EU som bryr sig om Bosnien och Hercegovina. Som medlemmar i bidragsgivarkommittén kommer dessa länder att ha samma rättigheter och skyldigheter som de EU-medlemsstater som deltar i operationen när det gäller den fortlöpande ledningen av den.
Ingen möda har sparats när det gäller att sörja för en mjuk övergång från Nato till EU, och detta innefattar fördelningen av uppgifter mellan Althea och det kvarvarande Natohögkvarteret i Sarajevo samt arrangemang för att man skall få tillgång till och kunna använda reservtrupper och dela resurserna inom underrättelsetjänsten. Befälhavaren för EUFOR och befälhavaren för det kvarvarande Natohögkvarteret kommer att vara stationerade i samma läger, vilket innebär en garanti för operationell samordning.
Nato självt kommer att vara närvarande i Bosnien och Hercegovina även i fortsättningen. Därför har vi en strategisk Natostyrka som reserv till stöd i nödsituationer. Denna styrka kan användas både av Nato och av Althea. Detta är ett bra exempel på pragmatisk och effektiv användning av begränsade resurser. Det understryker också det goda samarbetet mellan EU och Nato. I och med övergången från Nato till EU inleds den sista fasen i den militära närvaron. Tyngdpunkten kommer inte längre att ligga på att förhindra strider mellan olika etniska grupper utan på att bistå vid civila och militära reformer. Efter detta kommer den militära närvaron att upphöra.
Genom Althea bidrar vi till säkerhet och stabilitet i Bosnien och Hercegovina, vilket är viktigt för reformerna i detta land. Samtidigt vågar jag säga att operation Althea är den avslutande etappen i en heltäckande EU-politik för Bosnien och Hercegovina. Operationen ingår också i vår mer omfattande strategi för Balkan. De kombinerade insatserna på områdena politik, ekonomisk utveckling och säkerhet stöder varandra ömsesidigt. Situationen i landet har en direkt inverkan på regionen och på EU. Vi har därför ett klart intresse av stabilitet och gynnsam utveckling i landet. EU:s engagemang ligger inte bara i landets utan också i vårt eget intresse, och med tanke på vår heltäckande och sammanhängande strategi är det bara logiskt att EU har övertagit Natos operation.
Det yttersta målet är att föra in Bosnien på den väg som leder till EU, och detta mål kommer att nås genom den förstärkta stabiliserings- och associeringsprocessen. Denna process kommer att kompletteras genom EU:s militära uppdrag tillsammans med andra EU-insatser som exempelvis EU:s polisuppdrag, EU:s övervakningsuppdrag och utvecklingsprogrammet inom ramen för Cards.
En heltäckande strategi bygger på vår tro att Bosnien i framtiden fullt och fast hör hemma i Europa. Den är ett exempel på vårt långsiktiga engagemang. Nu är det det bosniska folkets uppgift att förverkliga visionen. Till sist kommer de att bli tvungna att besluta om de vill ansluta sig till den europeiska politiska och ekonomiska unionen. Ett sådant val kräver grundläggande reformer av staten och av ekonomiska och rättsliga strukturer. På samma sätt kommer de att bli tvungna att bekräfta beslutet att ansluta sig till den europeiska värdegemenskapen.
