A presente proposta versa sobre a revisão, até ao final do período remanescente do mandato, da garantia bancária comunitária a favor do Banco Europeu de Investimento (BEI), destinada a cobrir os empréstimos por este concedidos, com base nos seus recursos próprios, aos países não membros.
O alargamento da União, em 1 de Maio de 2004, permitirá aumentar a capacidade de empréstimo do BEI, sem aumentar o limite máximo do seu mandato de empréstimo externo, o que será particularmente favorável, num momento em que a União Europeia intensifica a sua cooperação com os potenciais países candidatos dos Balcãs Ocidentais e se prepara para aprofundar progressivamente as suas relações com outros vizinhos, a sul e a este.
Segundo o Plano de Actividades do BEI (PAB), a utilização prevista para os diferentes pacotes regionais durante o período remanescente do mandato aponta para um volume total de empréstimos garantidos acima do montante global fixado.
Tendo em conta estas projecções, a Comissão propôs uma nova distribuição geográfica do volume previsto para o mandato, mantendo o limite actual de 19.460 milhões de euros.
Tendo presente a necessidade de aprofundamento das relações da União com os seus vizinhos mais próximos, votei a favor das emendas apresentadas."@pt11

"Dette forslag handler om revisionen - ved afslutningen på den sidste mandatperiode - af Fællesskabets bankgaranti for Den Europæiske Investeringsbank (EIB), der skal dække lån fra denne bank til ikke-medlemsstater på baggrund af Fællesskabets egne indtægter.
EU's udvidelse den 1. maj 2004 vil øge EIB's lånekapacitet uden at hæve loftet for dens eksterne lånemandat, hvilket er særligt gunstigt i en tid, hvor EU øger samarbejdet med de potentielle ansøgerlande fra Vestbalkan og gradvist forbereder en udvidelse af relationerne til andre naboer mod syd og øst.
Ifølge EIB's bankaktivitetsplan svarer den planlagte brug til de forskellige regionale pakker i den resterende mandatperiode til et større samlet lån end det samlede beløb, der er afsat.

Dieser Vorschlag befasst sich mit der Änderung der Bankgarantie der Gemeinschaft auf der Basis von Eigenmitteln der Gemeinschaft für Darlehen der Europäischen Investitionsbank (EIB) an Drittländer bis zum Ende der noch verbleibenden Laufzeit des Mandats.
Durch die Erweiterung der EU am 1. Mai 2004 wird die Darlehenskapazität der EIB zunehmen, ohne dass die Obergrenze für ihr Mandat zur Vergabe von Darlehen an Drittländer erhöht wird, was besonders vorteilhaft sein wird zu einem Zeitpunkt, da die Europäische Union ihre Zusammenarbeit mit den potenziellen Kandidatenländern des Westbalkan intensiviert und sich schrittweise darauf vorbereitet, ihre Beziehungen mit anderen Nachbarn im Süden und Osten auszubauen.
Nach dem Plan der Bankenaktivitäten (BAP) der EIB deutet die für die verschiedenen Regionalpakete während der Restlaufzeit des Mandats geplante Verwendung auf ein Gesamtdarlehensvolumen hin, das den festgelegten Gesamtbetrag übersteigt.
In Anbetracht dieser Aussichten hat die Kommission eine geographische Neuverteilung des für das Mandat geplanten Volumens vorgeschlagen, wobei die derzeitige Obergrenze von 19,46 Mio. EUR beibehalten wird.

Η παρούσα πρόταση αφορά την αναθεώρηση, μέχρι το τέλος της περιόδου εντολής, του κοινοτικού μηχανισμού εγγύησης στον τραπεζικό τομέα για την Ευρωπαϊκή Τράπεζα Επενδύσεων (ΕΤΕπ), που δημιουργήθηκε για να καλύπτει τα δάνεια που χορηγεί η τράπεζα αυτή, βάσει των κοινοτικών ιδίων πόρων, προς άλλα κράτη που δεν είναι μέλη της ΕΕ.
Η διεύρυνση της Ένωσης, την 1η Μαΐου 2004, θα αυξήσει τη δανειστική ικανότητα της ΕΤΕπ, χωρίς να αυξήσει το ανώτατο όριο για την εντολή εξωτερικού δανεισμού της τράπεζας, γεγονός που θα αποδειχθεί ιδιαίτερα ευνοϊκό, σε μια εποχή που η Ευρωπαϊκή Ένωση ενισχύει τη συνεργασία με τις πιθανές υποψήφιες χώρες από τα Δυτικά Βαλκάνια και προετοιμάζεται σταδιακά να επεκτείνει τις σχέσεις της με τους άλλους γείτονες, προς τον Νότο και την Ανατολή.
Σύμφωνα με το σχέδιο τραπεζικών δραστηριοτήτων (ΣΤΔ) της ΕΤΕπ, η προβλεπόμενη χρήση για τα διάφορα περιφερειακά κονδύλια κατά τη διάρκεια της υπόλοιπης περιόδου της εντολής αντιστοιχεί σε συνολικό όγκο δανείων που είναι μεγαλύτερος από το γενικό ποσό που έχει καθοριστεί.
Έχοντας κατά νου αυτές τις προβλέψεις, η Επιτροπή πρότεινε μια νέα γεωγραφική κατανομή του όγκου που προβλέπεται για την εντολή, διατηρώντας το σημερινό όριο των 19,46 εκατομμυρίων ευρώ.

The Union’s enlargement, on 1 May 2004, will increase the EIB’s lending capacity, without increasing the ceiling for its mandate to provide external loans, which will be particularly favourable, at a time when the European Union is stepping up cooperation with the potential candidate countries from the Western Balkans and is preparing gradually to extend its relations with other neighbours, to the South and East.

"La propuesta se refiere a la revisión –al finalizar el último período que resta del mandato– de la garantía bancaria comunitaria del Banco Europeo de Inversiones (BEI), destinada a cubrir los préstamos concedidos por este a países no-miembros a partir de los recursos comunitarios.
La ampliación de la Unión el 1 de mayo de 2004 va a aumentar la capacidad de préstamo del BEI, sin ampliar el techo de su mandato de préstamos exteriores, lo cual resultará particularmente favorable en un momento en que la Unión Europea está incrementando la cooperación con los países candidatos potenciales de los Balcanes occidentales y se dispone a ampliar sus relaciones con otros vecinos del Sur y del Este.
Según el Plan de Actividades del BEI (PAB), el uso previsto de los diferentes paquetes regionales durante lo que resta del período del mandato parece responder a un volumen total de préstamos superior al volumen global fijado.

Ehdotus koskee muutoksia jäljellä olevan takuukauden jälkeen EIP:n lainoille takuujärjestelmästä myönnettyyn takaukseen, jonka tarkoituksena on kattaa pankin kolmansille maille myöntämät, yhteisön omiin varoihin perustuvat lainat.
Unionin 1. toukokuuta 2004 toteutuva laajentuminen lisää EIP:n lainanantokykyä lisäämättä lainanantovaltuutuksen mukaisten lainojen kokonaismäärää, mikä on hyvin myönteistä ajankohtana, jolloin Euroopan unioni lisää yhteistyötä mahdollisten ehdokasvaltioiden kanssa Länsi-Balkanilla ja valmistautuu laajentamaan asteittain suhteitaan muihin naapurimaihin etelässä ja idässä.
EIP:n pankkitoimintasuunnitelman (Banking Activities Plan, BAP) mukaan eri alueiden käyttöön loppukaudeksi suunniteltu kokonaislainamäärä on suurempi kuin vahvistettu kokonaismäärä.
Näiden laskelmien perusteella komissio on ehdottanut lainanantovaltuutuksen kokonaismäärän uutta maantieteellistä jakautumista säilyttäen nykyisen enimmäismäärän 19,46 miljoonaa euroa.

Cette proposition vise à réviser, d’ici la fin du mandat actuel, la garantie budgétaire de la Communauté à la Banque européenne d’investissement (BEI) pour les prêts que celle-ci accorde, sur la base des ressources propres de la Communauté, à des pays tiers.
L’arrivée des nouveaux États membres le 1er mai 2004 accroîtra la capacité de prêt de la BEI sans relever le plafond de son mandat de prêt extérieur. Or ces prêts s’avéreront particulièrement profitables à l’heure où l’Union européenne renforce sa coopération avec les candidats potentiels des Balkans occidentaux et se rapproche progressivement d’autres voisins, à la fois au Sud et à l’Est.
Selon le programme d’activités de la BEI, l’utilisation prévue des diverses enveloppes régionales pour le reste du mandat en cours suggère un volume total de prêts plus important que le montant global fixé initialement.
Compte tenu de ces prévisions, la Commission a proposé une nouvelle répartition géographique du volume prévu pour le mandat, conservant l’actuel plafond de 19 460 millions d’euros.

"Dit voorstel gaat over de herziening van de communautaire bankgarantie ten gunste van de Europese Investeringsbank (EIB). De voorgestelde wijzigingen zouden moeten gelden totdat het mandaat van deze bank verstrijkt. De hier bedoelde garantie dekt de leningen die de EIB op basis van eigen middelen aan derde landen toekent.
De Unie zal op1 mei 2004 uitgebreid worden en dat betekent dat de capaciteit van de EIB om leningen toe te kennen kan worden uitgebreid. Het plafond voor externe leningen blijft echter hetzelfde. Dat kan echter gunstig zijn, nu de Europese Unie de samenwerking met de potentiële kandidaat-landen in de westelijke Balkan uitbreidt en voorbereidingen treft om de betrekkingen met andere buurlanden in het zuiden en oosten meer inhoud te geven.
