"Senhor Presidente em exercício do Conselho, pelas suas palavras, como pelas do Vice-presidente da Comissão, tiro a conclusão de que a Irlanda se sente capaz de conseguir um acordo sobre a Constituição da Convenção. Se o conseguir, celebrá-lo-emos. Não apenas por a Irlanda ser um país celta, como o meu, a Galiza, mas também porque demonstraria, mais uma vez, ser uma das grandes nações europeístas da União. Eu, como deputado de uma das nações europeias sem Estado e que ainda não é reconhecida como tal, tenho reservas sobre este projecto de Constituição resultantes das carências da política de coesão ou da fraqueza das posições sobre a nossa presença pacífica no mundo. Mas confio no sentido histórico da União Europeia, inequivocamente favorável à diversidade solidária e contrária ao uniformismo dos Estados jacobinos que predomina hoje no Estado de que sou cidadão.
Seria bom que este Parlamento, Senhor Presidente em exercício do Conselho, realizasse um acto solene coincidente com a Presidência irlandesa, aprovando a Constituição."@pt11

Hvis det lykkes, vil vi fejre det. Ikke blot fordi Irland er et keltisk land ligesom Galicien, som jeg selv kommer fra, men også fordi Irland dermed endnu en gang ville vise, at det er en af EU's mest europasindede nationer. As a Member for one of Europe’s stateless nations, and one that is not even recognised as such, I have reservations about this draft Constitution arising from the shortcomings in cohesion policy and from the weakness of the positions we have adopted on our role in preserving peace in the world. I have confidence, however, in the direction the European Union has taken historically, which is unequivocally in favour of diversity with solidarity, in contrast with the uniform approach of the Jacobin States that today prevails in the State of which I am a citizen.

Nous serions ravis si l’Irlande y parvenait, non seulement parce que l’Irlande est une nation celte à l’instar de la mienne, la Galice, mais aussi parce que cet accord montrerait, une fois de plus, qu’elle est une des grandes nations pro-européennes de l’Union. En tant que député de l’une des nations sans État d’Europe et qui n’est même pas reconnue comme telle, j’ai quelques réserves concernant ce projet de Constitution, en raison des lacunes de la politique de cohésion et des faiblesses de nos positions relatives à notre rôle de préservation de la paix dans le monde. Saremo felici se l’Irlanda riuscirà a conseguire questo risultato, non solo perché l’Irlanda è un paese celtico, come il mio, la Galizia, ma anche perché dimostrerebbe, ancora una volta, di essere uno dei grandi paesi europeisti dell’Unione. "Mijnheer de fungerend voorzitter van de Raad, uit uw woorden en die van de vice-voorzitter van de Commissie leid ik af dat Ierland zich in staat acht overeenstemming te bereiken over de door de Conventie voorgelegde Grondwet. Als het Iers voorzitterschap daar inderdaad in slaagt zullen wij dat toejuichen, en dan niet alleen omdat Ierland net als mijn land, Galicië, een Keltisch land is, maar ook omdat dit zou aantonen dat Ierland één van de grote Europees gezinde landen van de Unie is. Ik ben zelf afgevaardigde van een nog niet als zodanig erkende natie zonder staat en heb daarom wel wat bedenkingen bij de ontwerpgrondwet. In dat ontwerp wordt nauwelijks aandacht besteed aan cohesie. Bovendien wordt er onvoldoende nadruk gelegd op onze pacifistische roeping in deze wereld. Ik heb echter vertrouwen in de historische ontwikkeling van de Europese Unie. Uiteindelijk zal de Unie toch kiezen vóór solidaire diversiteit en tegen het uniformiteitsstreven van de Jacobijnse krachten die in het land waarvan ik burger ben het beeld bepalen.

"Era ord, herr rådsordförande, och det som kommissionens vice ordförande sade, fick mig att tror att Irland känner sig förmöget att ingå ett avtal om den konstitution som lagts fram av konventet. Vi kommer att bli mycket glada om Irland lyckas uppnå detta, inte bara eftersom Irland är ett keltiskt land som mitt eget, Galicien, utan också eftersom detta än en gång skulle visa att detta är ett av unionens stora proeuropeiska länder. Som ledamot för en av Europas statslösa nationer, och en nation som inte ens erkänns som sådan, har jag invändningar mot denna konstitution. Där finns bristerna i sammanhållningspolitiken och svagheten i de ståndpunkter vi har antagit om vår roll när det gäller att bevara freden i världen.
