Já há muitos anos que a Europa se erigiu como alfobre de múltiplas culturas cujo cruzamento constante produziu impactos em todo o mundo. A Europa cresceu, desenvolveu-se e, finalmente, uniu-se graças às fecundas relações com povos e culturas de todo o mundo, a começar, naturalmente, pelos seus mais chegados vizinhos. Reputo, por isso, da maior importância a presente comunicação da Comissão Europeia, porque vejo cumprir-se uma missão e responsabilidade históricas. Acompanho-a com muita satisfação.
Concordo com a criação de espaços de cooperação, tal como proposto no relatório, que compreendam políticas dedicadas aos direitos humanos, à democracia, à sociedade civil, à educação, à investigação, à cultura, à circulação das pessoas, à cooperação judiciária, à luta contra o terrorismo, à prevenção de conflitos, à circulação das mercadorias, dos serviços e dos capitais, ao emprego, às infra-estruturas e às redes de informação e comunicação. Deverão ser assim criadas condições gerais para partilhar progressivamente valores e princípios comuns com todos os países envolvidos. E, naturalmente, partilha de bem-estar e progresso.

"Europa har i mange år brystet sig af at være en blanding af mange forskellige kulturer, som gennem en konstant vekselvirkning har påvirket udviklingen overalt i verden. Europa er vokset, har udviklet sig og er endelig blevet forenet som følge af frugtbare forbindelser med folk og kulturer verden over og selvsagt først og fremmest de nærmeste naboer. Jeg mener derfor, at Kommissionens meddelelse er af allerstørste betydning, fordi den er et bevis på, at den historiske opgave bliver udført, og det glæder mig overordentligt.
Jeg tilslutter mig tanken om at skabe samarbejdsområder, som foreslået i betænkningen, der omfatter politikker vedrørende menneskerettigheder, demokrati, civilsamfundet, uddannelse, forskning, kultur, bevægelighed for personer, samarbejde mellem domstole, bekæmpelse af terror, konfliktforebyggelse, bevægelighed for varer, tjenesteydelser og kapital, beskæftigelse, infrastrukturer og informations- og kommunikationsnet. De generelle betingelser bør derfor give os mulighed for gradvist at dele fælles værdier og principper og selvsagt velfærd og fremskridt med alle de involverede lande.

Seit vielen Jahren wirbt Europa für sich als Schmelztiegel vieler unterschiedlicher Kulturen, deren ständige Vermischung weltweit spürbar ist. Europas Wachstum, Entwicklung und schließlich Einigung ist das Ergebnis seiner fruchtbaren Beziehungen mit Völkern und Kulturen aus aller Welt, angefangen natürlich bei seinen nächsten Nachbarn. Darum glaube ich, dass diese Mitteilung der Europäischen Kommission von größter Bedeutung ist, denn sie ist der Beweis für die Erfüllung der historischen Aufgabe und Pflicht, und darüber freue ich mich sehr.
Ich stimme dem Konzept einer Schaffung von Zusammenarbeitsbereichen wie im Bericht vorgeschlagen zu. Das würde Politikfelder wie Menschenrechte, Demokratie, Bürgergesellschaft, Bildung, Forschung, Kultur, den freien Personenverkehr, die justizielle Zusammenarbeit, den Kampf gegen den Terrorismus, Konfliktverhütung, den freien Waren-, Dienstleistungs- und Kapitalverkehr, Beschäftigung, Infrastrukturen sowie Informations- und Kommunikationsnetze einschließen. Daher müssen allgemeine Voraussetzungen festgelegt werden, die es uns ermöglichen, nach und nach gemeinsame Werte und Grundsätze und natürlich Wohlstand und Fortschritt für alle beteiligten Länder zu schaffen.

Η Ευρώπη μεγάλωσε, αναπτύχθηκε, και τελικά ενώθηκε ως αποτέλεσμα των εποικοδομητικών σχέσεών της με λαούς και πολιτισμούς από όλο τον κόσμο, αρχίζοντας, φυσικά, από τους εγγύτερους γείτονές της. For many years, Europe has promoted itself as a melting pot of many different cultures, whose constant intermeshing has had an impact throughout the world. Europe has grown, developed and finally united as a result of its fruitful relations with peoples and cultures from all over the world, starting, of course, with its closest neighbours. I therefore believe this communication by the European Commission to be of the utmost importance, because it is proof of the historic task and duty being fulfilled and I am very pleased to see this.
I agree with the idea of creating areas of cooperation, as proposed in the report, that include policies devoted to human rights, democracy, civil society, education, research, culture, the movement of persons, judicial cooperation, the fight against terrorism, conflict prevention, the movement of goods, services and capital, employment, infrastructures and information and communication networks. The general conditions must therefore be established to enable us gradually to share common values and principles and, of course, well-being and progress with all the countries involved.

Desde hace muchos años, Europa se ha promocionado como un crisol de muchas culturas diferentes, cuya constante mescolanza ha producido un impacto en todo el mundo. Europa ha crecido, se ha desarrollado y, por último, se ha fusionado como resultado de sus fecundas relaciones con pueblos y culturas de todo el mundo, comenzando obviamente por sus vecinos más allegados. En consecuencia, considero esta Comunicación de la Comisión Europea de la máxima importancia, ya que constituye una prueba del cumplimiento de una misión y una responsabilidad históricas y me complace enormemente poder constatarlo.

Vuosikausia Eurooppa on pitänyt itseään sulatusuunina, jossa eri kulttuurit sekoittuvat jatkuvasti keskenään niin, että sillä on vaikutusta koko maailmaan. Eurooppa on kasvanut, kehittynyt ja lopulta yhdistynyt sen seurauksena, että sillä on ollut hedelmällisiä suhteita kansojen ja kulttuurien kanssa ympäri maailmaa, alkaen luonnollisesti sen lähimmistä naapureista. Tämän vuoksi tämä Euroopan komission tiedonanto on mielestäni erittäin tärkeä, sillä se on todiste historiallisen tehtävän ja velvollisuuden toteutumisesta, mihin olen hyvin tyytyväinen.
Kannatan mietinnössä esitettyä ajatuksesta siitä, että otetaan käyttöön yhteisiä toimintalinjoja tietyillä yhteistyöaloilla, joita ovat esimerkiksi ihmisoikeudet, demokratia, kansalaisyhteiskunta, koulutus, tutkimus, kulttuuri, henkilöiden liikkuvuus, oikeudellinen yhteistyö, terrorismin torjunta, konfliktinhallinta, tavaroiden, palvelujen ja pääoman liikkuvuus, työllisyys, infrastruktuurit sekä tieto- ja viestintäverkot. Näin ollen on luotava yleiset olosuhteet sille, että voimme vähitellen alkaa jakaa yhteisiä arvoja ja periaatteita sekä tietenkin hyvinvointia ja edistystä kaikkien asianomaisten maiden kanssa.

"Depuis de nombreuses années, l’Europe est un creuset de cultures multiples, dont le croisement constant a eu des répercussions dans le monde entier. L’Europe a grandi, elle s’est développée et s’est finalement unifiée grâce aux relations fécondes avec des peuples et des cultures du monde entier, à commencer bien sûr par ses plus proches voisins. C’est pourquoi je pense que cette communication de la Commission est de la plus haute importance, car elle témoigne du succès d’une mission et d’une responsabilité historiques, et je l’accueille avec une grande satisfaction.
J’approuve l’idée de création d’espaces de coopération, comme proposés dans le rapport, qui comprendraient des politiques consacrées aux droits de l’homme, à la démocratie, à la société civile, à l’éducation, à la recherche, à la culture, à la circulation des personnes, à la coopération judiciaire, à la lutte contre le terrorisme, à la prévention des conflits, à la circulation des marchandises, des services et des capitaux, à l’emploi, aux infrastructures et aux réseaux d’information et de communication. Les conditions générales devraient donc être créées pour nous permettre graduellement de partager des valeurs et des principes communs ainsi, bien sûr, que le bien-être et le progrès avec tous les pays impliqués.

L’Europa è cresciuta, si è sviluppata e infine si è unita a seguito di rapporti fruttuosi con popoli e culture di tutto il mondo, a cominciare naturalmente dai paesi più vicini. Credo perciò che la comunicazione della Commissione europea sia della massima importanza in quanto testimonianza di un dovere e di un compito storico da assolvere, di cui sinceramente mi compiaccio.
Concordo con l’idea, proposta nella relazione, di creare aree di cooperazione che includano politiche in materia di diritti umani, democrazia, società civile, istruzione, ricerca, cultura, movimento delle persone, cooperazione giudiziaria, lotta contro il terrorismo, prevenzione dei conflitti, movimento di beni, servizi e capitali, occupazione, infrastrutture nonché reti informatiche e delle comunicazioni. "Europa is al heel lang een plaats waar verschillende culturen elkaar ontmoeten. Deze culturele kruisbestuiving heeft overal ter wereld gevolgen teweeggebracht. Europa is gegroeid, het heeft zich ontwikkeld en tot slot verenigd. Dat heeft kunnen gebeuren omdat ze met andere volkeren en culturen - allereerst natuurlijk met de eigen buren - zulke vruchtbare betrekkingen heeft. Ik geloof daarom dat deze mededeling van de Europese Commissie uiterst belangrijk is. Het gaat hier volgens mij namelijk om het vervullen van een historische opdracht. Ik kan me in deze mededeling dus heel goed vinden.
Ik ben het eens met het in dit verslag geopperde idee om samenwerkingsruimten op te zetten. Daarin zouden verschillende beleidstypen elkaar kunnen ontmoeten. Ik denk daarbij aan het beleid op het gebied van mensenrechten, democratie, maatschappelijk middenveld, onderwijs, onderzoek, cultuur, vrij verkeer van personen, justitiële samenwerking, terrorismebestrijding, conflictpreventie, vrij verkeer van goederen, diensten en kapitaal, werkgelegenheid, infrastructuur en communicatie- en informatienetwerken. We moeten proberen de voorwaarden te scheppen om tussen de betrokken landen geleidelijk aan steeds meer gemeenschappelijke waarden en beginselen uit te wisselen. En dat geldt ook voor vooruitgang en welzijn.

I många år har vi i Europa framhållit oss själva som en smältdegel för många olika kulturer, vilkas ständiga sammanvävning har haft inflytande i hela världen. Europa har vuxit, utvecklats och slutligen förenats som ett resultat av dess fruktbara förbindelser med folk och kulturer från hela världen, naturligtvis med början hos dess närmaste grannar. Jag anser därför att detta meddelande från kommissionen är av utomordentligt stor betydelse, eftersom det visar att vår historiska uppgift och plikt har fullföljts och jag är mycket nöjd över att se detta.
Jag gillar tanken att som man föreslår i betänkandet skapa områden för samarbete som innefattar strategier med inriktning mot de mänskliga rättigheterna, demokrati, civilsamhället, utbildning, forskning, kultur, människors fria rörlighet, rättsligt samarbete, kampen mot terrorism, förebyggande av konflikter, fri rörlighet för varor, tjänster och kapital, sysselsättning, infrastruktur samt informations- och kommunikationsnätverk. Därför måste vi fastställa de allmänna villkor som gör att vi så småningom kommer att dela gemensamma värderingar och principer liksom naturligtvis välstånd och framsteg med alla berörda länder.
