"Mr President, my group has voted, with good reason, for the whole of Amendment No 3 to the Brok report, including the section in which Parliament urges Iraq to implement all relevant Security Council resolutions to avoid the implementation of these resolutions having to be enforced. The resolution links this to a statement by the Security Council about the result of the inspections. As I highlighted in my contribution to yesterday's debate, the ELDR Group too is of the opinion that explicit permission from the Security Council is required for military action. This is, in fact, how the ELDR's entire amendment should be interpreted."@en1
