"Monsieur le Président, après avoir entendu le commissaire Vitorino et plusieurs de mes collègues, je vois que nous avons tous en commun le souci de l'information des citoyens, et j'ai entendu avec beaucoup d'intérêt le commissaire nous demander plus de moyens que ceux qui étaient prévus dans l'avant-projet de budget et le budget. Nous étions en effet extrêmement étonnés de voir les coupes qui avaient été faites sur ces lignes à l'heure où tant de doutes gagnent l'ensemble des citoyens européens auprès desquels le relais de l'information n'est pas toujours évident.
Je voudrais insister, Monsieur le Commissaire, sur le fait que nous avons déposé beaucoup d'amendements pour redonner à la Commission des moyens de mener à bien cette tâche essentielle qu'est la communication sur le travail des institutions européennes de l'Union. Mais je voudrais aussi insister sur le fait que cette communication doit être, ainsi que l'a dit ma collègue Iivari, tournée vers le citoyen ordinaire, le citoyen de tous les jours, celui qui, en travaillant, en allant au marché, ne comprend pas l'action de l'Union européenne pour l'avenir. Il nous faut réorienter véritablement les modalités de communication de nos institutions. Allons là où sont les habitants de nos quinze pays et comprenons-les. Il me semble que, comme pour l'action économique, il faut passer de la macro-intervention à l'intervention de plus près. Comme pour les PME, allons chercher les citoyens un à un !"@fr6

"Hr. formand, efter at have hørt kommissær Vitorino og flere af mine kolleger, ser jeg, at vi alle har et fælles ønske om at informere borgerne, og jeg har lyttet med stor interesse til kommissæren, som anmodede om flere midler end dem, der var afsat på det foreløbige forslag til budget og budgettet. Vi var faktisk yderst forbavsede over at se de nedskæringer, som var foretaget på disse poster på et tidspunkt, hvor de europæiske borgere er grebet af så stor tvivl, fordi de stadig ikke synes at få de rigtige informationer.
Jeg vil gerne understrege det faktum, hr. kommissær, at vi har stillet mange ændringsforslag for at give Kommissionen nye muligheder for at gennemføre denne vigtige opgave, som udbredelsen af information om EU-institutionernes arbejde er. Men jeg vil også gerne understrege, at informationen skal være rettet mod den almindelige borger, gennemsnitsborgeren, som min kollega Iivari sagde, ham, der, når han går på arbejde eller handler ind, ikke forstår EU's planer for fremtiden. Vi må virkelig genoverveje EU-institutionernes kommunikationstrategier. Vi skal nå ud til det sted, hvor indbyggerne i de 15 medlemslande befinder sig, og forsøge at forstå dem. Det forekommer mig, at vi ligesom med de økonomiske projekter skal overgå fra makrointervention til nærintervention. "Herr Präsident, nachdem ich die Ausführung von Kommissar Vitorino und mehreren meiner Kollegen gehört habe, ist mir deutlich geworden, dass das Anliegen der Information unserer Bürger uns allen gemeinsam ist. Ich habe mit Interesse zur Kenntnis genommen, dass der Kommissar uns darum ersucht hat, mehr Mittel bereitzustellen als im Haushaltsvorentwurf und im Haushaltsentwurf vorgesehen. Wir waren in der Tat äußerst erstaunt über die Beschneidung dieser Haushaltslinien gerade zu einer Zeit, da bei den europäischen Bürgern, für die die Informationswege nicht immer durchschaubar sind, die Zweifel zunehmen.
Ich möchte noch einmal darauf hinweisen, Herr Kommissar, dass wir zahlreiche Änderungen eingebracht haben, um die Kommission wieder in die Lage zu versetzen, diese wesentliche Aufgabe der Kommunikation über die Arbeit der EU-Institutionen ordnungsgemäß wahrzunehmen. Jedoch möchte ich auch unterstreichen, dass diese Kommunikation, wie meine Kollegin Iivari bereits sagte, sich an den normalen Bürger, den Mann auf der Straße wenden muss, der bei seiner Arbeit, beim Einkaufen die Wirksamkeit der Europäischen Union für die Zukunft nicht versteht. Wir müssen die Kommunikationsformen unserer Institutionen grundlegend verändern. Wir müssen dorthin gehen, wo die Einwohner unserer 15 Länder sind, und sie verstehen. Mir scheint dass wir auch bei der Wirtschaftstätigkeit von der Makrointervention zur Intervention im Nahbereich übergehen müssen. Ebenso wie bei den KMU müssen wir auf jeden einzelnen Bürger zugehen!"@de7
"Κύριε Πρόεδρε, έχοντας ακούσει τον Επίτροπο Vitorino και αρκετούς από τους συναδέλφους μου, βλέπω ότι συμμεριζόμαστε όλοι την ανησυχία για την ενημέρωση των πολιτών, και άκουσα με πολύ ενδιαφέρον τον Επίτροπο να μας ζητά περισσότερους πόρους από όσους προβλέπονταν στο προσχέδιο προϋπολογισμού και στον προϋπολογισμό. Νιώσαμε, πράγματι, εξαιρετική έκπληξη βλέποντας τις περικοπές που είχαν γίνει σε αυτές τις γραμμές, τη στιγμή που τόσες αμφιβολίες ζώνουν στο σύνολό τους τους ευρωπαίους πολίτες, στους οποίους η αλυσίδα της πληροφόρησης δεν είναι πάντα προφανής.
Θα ήθελα να επιμείνω, κύριε Επίτροπε, στο γεγονός ότι καταθέσαμε πολλές τροπολογίες για να ξαναδώσουμε στην Επιτροπή τους πόρους για να εκτελέσει επιτυχώς αυτό το ουσιαστικό καθήκον που συνιστά η επικοινωνία όσον αφορά το έργο των ευρωπαϊκών θεσμικών οργάνων της Ένωσης. Θα ήθελα όμως επίσης να επιμείνω στο γεγονός ότι αυτή η επικοινωνία πρέπει να είναι, όπως το είπε η συνάδελφός μου κ. Iivari, στραμμένη στον μέσο πολίτη, στον καθημερινό πολίτη, που εργάζεται, που πάει στην αγορά, που δεν καταλαβαίνει τη δράση της Ευρωπαϊκής Ένωσης για το μέλλον. Πρέπει να επαναπροσδιορίσουμε πραγματικά τους τρόπους επικοινωνίας των θεσμικών μας οργάνων. Ας έλθουμε στη θέση των κατοίκων των δεκαπέντε χωρών μας και ας τους καταλάβουμε. Μου φαίνεται ότι, όπως και για την οικονομική δράση, πρέπει να περάσουμε από τη μακρο-παρέμβαση, στην εκ του σύνεγγυς παρέμβαση. Όπως και για τις ΜΜΕ, ας πάμε να αναζητήσουμε τους πολίτες έναν προς ένα!"@el8
"Mr President, having listened to Commissioner Vitorino and several of my fellow Members, I can see that we share a concern to provide information to our citizens, and I listened with great interest to the Commissioner asking us for more resources than those which were set aside in the preliminary draft budget and the budget. We were, in fact, extremely surprised to see the reductions which had been made to these lines, at a time when so many doubts are being harboured by European citizens who still do not seem to be receiving the right information.
Commissioner, I would like to emphasise the fact that we tabled many amendments in order to give the Commission another chance to complete this essential task, namely the communication on the work of the European Union institutions. But I would also like to stress the fact that this communication must be, as Mrs Iivari said, targeted towards the ordinary citizen, the average citizen, who, when working or going to the market, does not understand what the European Union is doing for the future. We must undertake a thorough review of the strategy used by our institutions to communicate with the public. Let us go to meet the inhabitants of our fifteen countries and try to understand them. I believe that, as we did for economic measures, we must move from macrointervention towards closer intervention. As we do for SMEs, let us go and look for the citizens one by one!"@en3
"Señor Presidente, tras haber escuchado al Comisario Vitorino y a varios de mis colegas diputados, compruebo que compartimos una preocupación por facilitar información a nuestros ciudadanos y he escuchado con gran interés al Comisario cuando nos pedía más recursos de los establecidos en el anteproyecto del presupuesto y en el presupuesto. De hecho, nos quedamos extremadamente sorprendidos al comprobar los recortes que se habían aplicado a estas líneas, en un momento en el que los ciudadanos europeos, que parece que todavía no están recibiendo la información adecuada, están planteando muchas dudas.
Comisario, me gustaría hacer hincapié en el hecho de que presentamos muchas enmiendas con el fin de dar a la Comisión otra oportunidad para completar esta tarea esencial, concretamente la comunicación relativa al trabajo de las instituciones de la Unión Europea. Sin embargo, también me gustaría subrayar el hecho de que esta comunicación deberá estar dirigida, como ha dicho la Sra. Iivari, al ciudadano de a pie, al ciudadano medio que, cuando está trabajando o va al mercado, no entiende lo que la Unión Europea está haciendo por el futuro. Debemos revisar detenidamente la estrategia utilizada por nuestras instituciones para comunicarse con el público. Debemos conocer a los habitantes de nuestros quince países e intentar entenderlos. Creo que, al igual que hicimos con las medidas económicas, debemos pasar de la «macrointervención» a una intervención más cercana. Al igual que hacemos con las PYME, debemos acercarnos y preocuparnos de los ciudadanos uno por uno."@es12
"Arvoisa puhemies, kuunneltuani komission jäsentä Vitorinoa ja lukuisia kollegoitani huomasin, että meillä on yhteinen huolenaihe, joka koskee pyrkimystä tiedottaa unionin kansalaisille. Kuuntelin hyvin kiinnostuneena komission jäsentä hänen pyytäessään meiltä resursseja alustavassa talousarvioesityksessä ja talousarviossa varattujen määrien lisäksi. Yllätyimme itse asiassa erittäin paljon näitä budjettikohtia koskevista vähennyksistä tilanteessa, jossa Euroopan kansalaisilla on niin paljon epäilyksiä ja jossa he eivät edelleenkään tunnu saavan oikeanlaista tietoa.
Arvoisa komission jäsen, haluan korostaa, että ehdotimme monia tarkistuksia antaaksemme komissiolle mahdollisuuden viedä loppuun tämä olennainen tehtävä, nimittäin tiedonannon laatiminen Euroopan unionin toimielinten työskentelystä. Haluan myös tähdentää, että tämä tiedonanto on, kuten jäsen Iivari totesi, kohdistettava tavallisille kansalaisille, keskivertokansalaisille, jotka eivät työskennellessään tai kaupassa käydessään ymmärrä, miten Euroopan unioni vaikuttaa tulevaisuuteen. Meidän on tarkistettava perusteellisesti se strategia, jota unionin toimielimet noudattavat kansalaisille suunnatussa tiedottamisessa. "Signor Presidente, avendo sentito il Commissario Vitorino e diversi colleghi, mi rendo conto che condividiamo la preoccupazione di dare informazioni ai nostri cittadini e ho ascoltato con grande interesse il Commissario chiederci più risorse di quelle accantonate nel progetto preliminare di bilancio e nel bilancio. In effetti siamo rimasti estremamente sorpresi nel vedere le riduzioni apportate a queste tre linee in un momento in cui i cittadini europei, che ancora non sembrano ricevere la giusta informazione, esprimono tanti dubbi.
Signor Commissario, vorrei sottolineare che abbiamo presentato vari emendamenti per dare alla Commissione un’altra opportunità di completare questo compito essenziale, ossia la comunicazione sul lavoro svolto dalle Istituzioni europee. Vorrei però anche sottolineare il fatto che questa comunicazione deve, come ha detto la onorevole Iivari, essere rivolta verso il cittadino comune, il cittadino medio, che quando va al lavoro oppure a fare la spesa non capisce che cosa l’Unione europea stia facendo per il futuro. Dobbiamo adottare un’analisi approfondita della strategia utilizzata dalle nostre Istituzioni per comunicare con il pubblico. Andiamo ad incontrare gli abitanti dei nostri quindici paesi e cerchiamo di capirli. Ritengo che, come abbiamo fatto per le misure economiche, dobbiamo passare dal macrointervento verso un intervento più ravvicinato. Come si fa per le piccole e medie imprese, facciamo in modo di raggiungere i cittadini uno per uno!"@it9

"Senhor Presidente, após ter ouvido o senhor Comissário Vitorino e alguns colegas, apercebo-me de que temos em comum a preocupação de informar os cidadãos, e ouvi com todo o interesse o Comissário pedir-nos mais meios do que os que estavam previstos no anteprojecto de orçamento e no orçamento. De facto, estávamos estarrecidos ao ver os cortes que tinham sido feitos nestas rubricas, neste momento em que os cidadãos europeus têm cada vez mais dúvidas e a transmissão das informações nem sempre é evidente.
Senhor Comissário, gostaria de insistir no facto de que apresentámos muitas alterações no sentido de voltar a dar à Comissão os meios de que necessita para conduzir a bom porto esta tarefa essencial que é a da comunicação sobre o trabalho das Instituições europeias da União. Mas gostaria também de insistir no facto de essa comunicação, como já disse o meu colega Iivari, dever ser orientada para o cidadão comum, o cidadão de todos os dias, aquele que, quando trabalha, quando vai ao mercado, não compreende o que é que a União Europeia faz em termos de futuro. Temos de reorientar profundamente as modalidades de comunicação das nossas Instituições. Temos de nos deslocar aonde estão os habitantes dos nossos quinze países e compreendê-los. Penso que, tal como acontece com a acção económica, há que passar da macrointervenção para a intervenção mais próxima do cidadão. Tal como acontece com as PME, temos de ir procurar os cidadãos um a um!"@pt11
"Herr talman! Efter att ha lyssnat till kommissionär Vitorino och flera av mina kolleger ser jag att vi alla gemensamt strävar efter att ge medborgarna information, och jag lyssnade med stort intresse till kommissionären som bad oss om större medel än vad som planerats i den preliminära budgeten och i budgeten. Vi blev faktiskt mycket förvånade över att se de nedskärningar som gjorts i dessa poster, vid ett tillfälle när alla europeiska medborgare är så tveksamma och inte alltid får den information de borde ha.
Herr kommissionär! Jag skulle vilja betona det faktum att vi lämnat in ett stort antal ändringsförslag för att på nytt ge kommissionen möjlighet att fullfölja den grundläggande uppgift som meddelandet om arbetet i de europeiska institutionerna innebär. Men jag skulle också vilja betona det faktum att detta meddelande, precis som min kollega Iivari sade, måste vända sig till den vanliga medborgaren, mannen på gatan, han som när han arbetar eller går och handlar inte förstår Europeiska unionens åtgärder för framtiden. Vi måste verkligen ändra inriktningen på hur våra institutioner kommunicerar. Låt oss bege oss dit invånarna i våra femton medlemsländer befinner sig och försöka förstå dem. Jag tror att man, precis som när det gäller ekonomin, måste gå från makroingripande till närmare åtgärder.
