". - Le rapport Solana qui sera présenté au Conseil européen de Séville, en juin prochain, présente des réformes du fonctionnement du Conseil qui nous paraissent judicieuses.
En particulier, nous approuvons les mesures de transparence (publicité des débats des conseils lorsqu'ils siègent en formation législative), de recentrage du Conseil européen sur son rôle d'impulsion, de plus grande efficacité par séparation de l'actuel Conseil affaires générales (CAG) en deux formations : un Conseil de coordination générale (avec les ministres nationaux des affaires européennes) et un Conseil des relations extérieures (avec les ministres des affaires étrangères).
Par ailleurs, la rapide rotation des présidences nationales nuit certes à la continuité des travaux du Conseil, mais elle profite aussi à la bonne identification de l'institution et à son succès dans les opinions. Il est possible à notre avis de tout concilier 1) en allongeant la présidence de tous les Conseils techniques (à 3 ans par exemple), et en la confiant dans chaque cas au plus qualifié, mais aussi 2) en maintenant la rotation des présidences pour le Conseil européen et peut-être pour le nouveau Conseil de coordination générale - pourquoi pas à un rythme plus rapide encore (3 mois), afin de tenir compte de l'élargissement."@fr6

"Beretningen fra hr. Solana, som bliver fremlagt på Det Europæiske Råds møde i Sevilla til juni, indeholder reformer af Rådet, som vi mener er relevante.
Vi er i særdeleshed tilfredse med tiltagene for åbenhed (offentliggørelse af Rådets forhandlinger, når det samles som lovgivende forsamling), fokusering på Det Europæiske Råds rolle som iværksætter, øget effektivitet ved opdeling af det nuværede Råd (almindelige anliggender) i to dele: et Råd, der varetager almindelig koordinering (med de nationale ministre for europæiske anliggender) og et Råd for eksterne forbindelser (med udenrigsministrene).
Den hurtige udskiftning af de nationale formandskaber skader for øvrigt helt sikkert sammenhængen i Rådets arbejde, men den bidrager også til en god definering af institutionen og til Rådets succes i meningsmålingerne. Vi mener, at det er muligt at forene det hele ved 1) at forlænge formandskabet i alle de tekniske Råd (f.eks. til tre år), og ved i hvert enkelt tilfælde at give det til den bedst kvalificerede, men også ved 2) at bevare udskiftningen af formandskabet for Det Europæiske Råd og måske også for det nye Råd om almindelig koordinering - hvorfor ikke med en endnu hurtigere udskiftning (tre måneder) af hensyn til udvidelsen."@da1
"Der Bericht Solana, der dem Europäischen Rat auf seiner Tagung in Sevilla im Juni vorgelegt werden soll, schlägt Reformen in der Arbeitsweise des Rates vor, die uns angebracht scheinen.
Wir billigen vor allem die Maßnahmen für mehr Transparenz (Öffentlichkeit der Beratungen der Ratstagungen, wenn es um Legislativakte geht), die Neuausrichtung des Europäischen Rates auf seine Rolle als Impulsgeber, für mehr Effizienz durch Aufgliederung des bisherigen Rates Allgemeine Angelegenheiten in zwei Formationen: einen Rat für allgemeine Koordinierung (mit den nationalen Ministern für europäische Angelegenheiten) und einen Rat für Außenbeziehungen (mit den Außenministern).
Im Übrigen mag zwar die rasche Rotation des Ratsvorsitzes der Kontinuität der Arbeiten des Rates abträglich sein, zugleich trägt sie aber zur Identifizierung der Öffentlichkeit mit der Institution und ihrem Erfolg bei. Unserer Meinung nach ließe sich dies miteinander vereinbaren, indem man 1. den Vorsitz in allen technischen Ratsformationen verlängert (z. B. auf drei Jahre) und dieses Amt jeweils dem Land überträgt, das am besten dafür qualifiziert ist, aber auch indem man 2. die Rotation des Vorsitzes für den Europäischen Rat beibehält und vielleicht auch für den neuen Rat für allgemeine Koordinierung einführt – möglicherweise mit einem noch kürzeren Rhythmus (drei Monate), um der Erweiterung Rechnung zu tragen."@de7
"Η έκθεση Σολάνα που θα παρουσιαστεί στο Ευρωπαϊκό Συμβούλιο της Σεβίλλης, παρουσιάζει μεταρρυθμίσεις στη λειτουργία του Συμβουλίου που μας φαίνονται εύλογες.
Συγκεκριμένα, εγκρίνουμε τα μέτρα διαφάνειας (δημοσιότητα των συζητήσεων των συμβουλίων όταν συνεδριάζουν ως νομοθετικό σώμα), αναδίπλωσης του Ευρωπαϊκού Συμβουλίου στον ρόλο του ως παρακινητή, μεγαλύτερης αποτελεσματικότητας, μέσω του διαχωρισμού του σημερινού Συμβουλίου Γενικών Υποθέσεων σε δύο σχηματισμούς: ένα Συμβούλιο Γενικού Συντονισμού (με τους εθνικούς υπουργούς ευρωπαϊκών υποθέσεων) και ένα Συμβούλιο Εξωτερικών Σχέσεων (με τους υπουργούς εξωτερικών).
Εξάλλου, η γρήγορη εναλλαγή των εθνικών προεδριών ζημιώνει οπωσδήποτε τη συνέχεια των εργασιών του Συμβουλίου, αλλά επωφελείται επίσης από την καλή εικόνα του θεσμού και από την επιτυχία του στην κοινή γνώμη. The Solana report which will be presented to the Seville European Council in June sets out reforms of the Council's working methods which we consider to be judicious.
In particular, we support the measures to increase transparency (making Council debates public when it is meeting in legislative formation), to refocus the role of the European Council on providing impetus for the Union's development, to increase efficiency by separating the current General Affairs Council (GAC) into two formations: a General Coordination Council (with the national ministers for Europe) and a Foreign Affairs Council (with the ministers for foreign affairs).
Furthermore, the rapid rotation of national presidencies may admittedly be to the detriment of the continuity of the Council's work, but it also heightens the institution's profile and contributes to its high public opinion rating. In our opinion, it is possible to reconcile these two aspects 1) by extending the presidencies of all of the technical councils (to say three years) entrusting the task to the country best qualified for the job in each case, but also 2) by continuing the rotating presidency system for the European Council and perhaps also for the new General Coordination Council, and – why not? – with even more frequent changeovers (every three months) so as to take account of enlargement."@en3
"(FR) El informe Solana, que será presentado el próximo mes de junio en el Consejo Europeo de Sevilla, presenta unas reformas al funcionamiento del Consejo que nos parecen razonables.
En concreto, aprobamos las medidas de transparencia (publicidad de los debates de los consejos cuando se reúnen en grupo legislativo), de reafirmación del Consejo Europeo en su papel de impulsor, de una mayor eficacia a través de la división del actual Consejo de Asuntos Generales (CAG) en dos entidades: un Consejo de Coordinación General (con los ministros nacionales responsables de los asuntos europeos), y un Consejo de Relaciones Exteriores (con los ministros de asuntos exteriores).
Por otra parte, es cierto que la rápida rotación de las presidencias nacionales es perjudicial para la continuidad de los trabajos del Consejo, pero al mismo tiempo favorece la correcta identificación de la institución y lo acertado de sus opiniones. Nosotros consideramos que todo esto se puede conciliar 1) alargando la presidencia de todos los Consejos técnicos (por ejemplo, a 3 años), y confiándola en cada caso al miembro más cualificado, y también 2) manteniendo la rotación de las presidencias para el Consejo Europeo y quizás para el nuevo Consejo de Coordinación General – y, por qué no, a un ritmo todavía más rápido (3 meses), para tener en cuenta la ampliación."@es12
"Solanan kertomus, joka esitellään Sevillan Eurooppa-neuvoston kokouksessa ensi kesäkuussa, sisältää neuvoston toimintaa koskevia uudistuksia, jotka ovat mielestämme järkeviä.
Hyväksymme erityisesti ne toimet, jotka koskevat avoimuutta (neuvoston kokoukset olisivat julkisia sen toimiessa lainsäätäjänä), joilla asetetaan uusia tavoitteita Eurooppa-neuvostolle sen toimiessa kehitystä eteenpäin vievänä voimana ja joilla pyritään entistä parempaan tehokkuuteen jakamalla nykyinen yleisten asioiden neuvosto kahteen kokoonpanoon: yleisen koordinoinnin neuvostoon (johon kuuluisivat kansalliset Eurooppa-ministerit) ja ulkoasioista vastaava neuvosto (johon kuuluisivat ulkoministerit).
Tämän lisäksi on sanottava, että kansallisten puheenjohtajakausien nopea vaihtuminen vahingoittaa varmasti neuvoston töiden jatkuvuutta, mutta siitä on myös hyötyä siinä, että toimielin tulee paremmin tutuksi ja että se saavuttaa menestystä ihmisten mielipiteissä. "La relazione Solana, che sarà presentata al Consiglio europeo di Siviglia il prossimo mese di giugno, presenta riforme di funzionamento del Consiglio che ci sembrano sensate.
In particolare, approviamo le misure di trasparenza (dibattiti pubblici quando le sedute dei Consigli hanno funzione legislativa), di ritorno del Consiglio al suo ruolo di volano e di maggiore efficacia con la separazione dell’attuale Consiglio “affari generali” in due tronconi: un Consiglio “coordinamento generale” (con i ministri nazionali degli affari europei) e un Consiglio “rapporti con l’estero” (con i ministri degli esteri).
Peraltro, la rapida rotazione delle presidenze nuoce alla continuità dei lavori del Consiglio, ma serve all’individuazione dell’Istituzione e al suo successo tra l’opinione pubblica. Riteniamo che tutto possa essere conciliato: 1) prolungando la presidenza dei Consigli tecnici (portandola, ad esempio, a 3 anni) e affidandola ai membri più qualificati, ma anche 2) mantenendo la rotazione delle presidenze del Consiglio e forse anche del nuovo Consiglio “coordinamento generale”, magari ad un ritmo ancor più veloce (3 mesi), per tenere conto dell’ampliamento."@it9

Wij staan in het bijzonder achter de maatregelen met betrekking tot transparantie (openbaarheid van de Raadsdebatten als die een wetgevend karakter dragen), achter een terugkeer naar de rol van de Europese Raad als gever van impulsen, en achter een verhoging van de efficiency door het opsplitsen van de huidige Raad Algemene Zaken in twee entiteiten: een Raad algemene coördinatie (bestaande uit de nationale ministers van Europese Zaken) en een Raad externe betrekkingen (bestaande uit de ministers van Buitenlandse Zaken).

Aprovamos, em particular, as medidas de transparência (publicidade dos debates nos conselhos quando se reúnem em formação legislativa), de redireccionamento do Conselho Europeu para o seu papel de impulsionador, de maior eficácia através da separação do actual Conselho Assuntos Gerais (CAG) em duas formações: um Conselho de Coordenação Geral (com os ministros nacionais dos Assuntos Europeus) e um Conselho de Relações Externas (com os ministros dos Negócios Estrangeiros).
Por outro lado, a rápida rotação das presidências nacionais é, sem dúvida, prejudicial à continuidade dos trabalhos do Conselho, mas é benéfica para a boa identificação da instituição e o seu sucesso nas opiniões públicas. "I Solanas rapport som skall läggas fram för Europeiska rådet i Sevilla i juni föreslås reformer av rådets arbetsformer som vi tycker verkar kloka.
Vi välkomnar särskilt åtgärderna för öppenhet (offentliggörande av debatterna i rådet i dess sammansättning som lagstiftande organ), att Europeiska rådets roll som impulsgivare förstärks, ökad effektivitet genom att det nuvarande rådet (allmänna frågor) delas upp i två konstellationer: ett råd för allmän samordning (med de nationella ministrarna för Europafrågor) och ett råd för yttre förbindelser (med utrikesministrarna).
Vidare har visserligen de nationella ordförandeskapens täta skiften en negativ inverkan på kontinuiteten i rådets arbete, men de gör det även lättare att identifiera institutionen och bidrar till att göra den populär hos allmänheten. Det är enligt vår uppfattning möjligt att förena allt detta genom att, 1) förlänga ordförandeskapet för alla tekniska råd (exempelvis till 3 år), och genom att varje gång ge ordförandeskapet till den mest kvalificerade, men även genom att, 2) bibehålla det roterande ordförandeskapet i Europeiska rådet och möjligen i det nya rådet för allmän samordning – varför inte med ännu kortare perioder (3 månader), för att beakta utvidgningen."@sv13
