Les considérants du projet qui affirment la nécessité de prendre des mesures fermes pour s'opposer à la traite des êtres humains ainsi que les références aux textes de l'ONU nous semblent globalement corrects. Bien sûr, la notion d'exploitation au travail pourrait être étendue (les références sont celles de la Charte des droits fondamentaux qui sont trop restrictives).
Le principal danger réside dans l'assimilation ou la confusion entre la traite des êtres humains et l'immigration. C'est pourquoi nous avons soutenu les amendements qui rappellent que la lutte contre la traite des êtres humains ne doit pas servir à réprimer les sans-papiers, ou qui portent sur le droit de séjour pour toutes les victimes. Nous avons également voté les amendements qui visent à qualifier de délit ce qui est initialement nommé infraction, vu ce que signifie la traite des être humains en termes d'exploitation, d'humiliation, de violences physiques et psychiques.
Enfin, nous voulons clairement affirmer que notre vote positif sur cette proposition de décision-cadre ne signifie pour nous en aucune façon une quelconque acceptation ou légitimation des différents systèmes européens de coopération policière et judiciaire en place."@fr6

Those recitals in the draft which state that there is a need to take strong measures to halt trafficking in human beings, and the references to the UN texts, appear to us to be broadly correct. Of course, the concept of labour exploitation could be expanded (the references are those of the Charter of Fundamental Rights, which are too restrictive).
The main danger lies in confusing trafficking in human beings with immigration and attempting to treat the two as one and the same thing. This is why we supported the amendments which point out that the campaign to stop trafficking in human beings must not be used to repress unauthorised immigrants, and those which refer to the right to reside for all victims. We also voted in favour of those amendments which seek to classify as an offence what was originally called an infringement, in view of what trafficking in human beings means in terms of exploitation, humiliation, and physical and mental violence.
Finally, we should like to make it clear that our positive vote on this proposed framework decision in no way means that we believe that the various European systems of cooperation between police forces and judicial systems currently in use are acceptable or legitimate."@en3

Tosin työvoiman hyväksikäytön käsitettä olisi voitu käsitellä laajemmin (lisäksi Euroopan unionin perusoikeuskirjaa koskevat viittaukset ovat liian yksipuolisia).
Suurin vaara piilee ihmiskaupan ja maahanmuuton rinnastamisessa tai niiden sekoittamisessa toisiinsa. "I considerando del progetto che affermano la necessità di prendere misure rigorose per opporsi alla tratta degli esseri umani nonché i riferimenti ai testi dell’ONU ci sembrano generalmente corretti. Naturalmente, la nozione di sfruttamento lavorativo potrebbe essere ampliata (i riferimento sono quelli della Carta dei diritti fondamentali che sono troppo restrittivi).
Il pericolo principale risiede nell’assimilare o confondere la tratta degli esseri umani con l’immigrazione. Per questa ragione abbiamo appoggiato gli emendamenti in cui si ricorda che la lotta contro la tratta di esseri umani non deve essere strumento di repressione di coloro che sono privi di documenti e gli emendamenti sul diritto di soggiorno per tutte le vittime. Abbiamo votato a favore anche degli emendamenti che mirano a qualificare come reato quello che inizialmente è designato come infrazione, considerando il significato della tratta di esseri umani in termini di sfruttamento, umiliazione, violenze fisiche e psichiche.

"Wij kunnen in grote lijnen instemmen met de overwegingen in het ontwerp waarin wordt gewezen op de noodzaak van vastberaden maatregelen tegen mensenhandel, evenals met de verwijzingen naar de teksten van de VN. Natuurlijk zou het begrip “arbeidsuitbuiting” verder kunnen worden uitgebreid. Hierin wordt namelijk verwezen naar de bepalingen van het Handvest van de grondrechten, die te restrictief zijn.
Het grootste gevaar wordt echter gevormd door gelijkstelling van of verwarring tussen mensenhandel en immigratie. Daarom hebben wij steun gegeven aan de amendementen waarin staat dat bestrijding van mensenhandel geen voorwendsel mag zijn voor het bestraffen van mensen zonder documenten. Ook hebben wij voor de amendementen gestemd waarin sprake is van verblijfsrecht voor alle slachtoffers, en waarin hetgeen aanvankelijk als overtreding werd beschreven, tot misdrijf wordt uitgeroepen, vanwege de uitbuiting en vernedering, het lichamelijk en psychisch geweld waar mensenhandel mee gepaard gaat.

"Os considerandos do projecto, que afirmam a necessidade de tomarmos medidas firmes para nos opormos ao tráfico de seres humanos, assim como as referências aos textos da ONU, parecemnos globalmente correctos. É óbvio que a noção de exploração no trabalho poderia ser alargada (as referências são as da Carta dos Direitos Fundamentais, que são demasiado restritivas).
O perigo principal reside na assimilação ou na confusão entre o tráfico de seres humanos e a imigração. Foi por isso que apoiámos as alterações que recordam que a luta contra o tráfico de seres humanos não deve servir para reprimir os clandestinos, ou as que dizem respeito ao direito de estadia para todas as vítimas. Também votámos favoravelmente as alterações que visam qualificar de delito aquilo a que inicialmente se chama infracção, dado o que representa o tráfico de seres humanos em termos de exploração, humilhação e violência física e psíquica.

"Skälen i förslaget som bekräftar behovet av att vidta bestämda åtgärder för att protestera mot människohandeln, liksom hänvisningarna till FN:s texter, förefaller oss totalt sett korrekta. Begreppet exploatering av arbetskraft skulle naturligtvis kunna utvidgas (hänvisningarna gäller stadgan om de grundläggande rättigheterna som är alltför restriktiva).
Den stora faran ligger i att man likställer eller blandar ihop människohandel och immigration. Vi stöder därför de ändringsförslag som erinrar om att kampen mot människohandel inte skall användas för att stoppa dem som saknar identitetshandlingar, eller ändringsförslag som gäller rätten till vistelse för alla offer. Vi har också röstat emot ändringsförslagen som syftar till att klassificera som förbrytelse det som ursprungligen kallats brott, med tanke på vad människohandel innebär i termer av utnyttjande och förnedring samt fysiskt och psykiskt våld.
