"Κύριε Πρόεδρε, κύριε Επίτροπε, έχω εδώ μπροστά μου το σχέδιο ανάπτυξης 2000-2006 το οποίο σας έστειλε το Υπουργείο Εθνικής Οικονομίας το περασμένο φθινόπωρο. Στη σελίδα 1-119 λέει επί λέξει: "Σε περίπτωση που το Βα Κοινοτικό Πλαίσιο Στήριξης θα ολοκληρωνόταν στην περίοδο 1994-1999 σύμφωνα με τον σχετικό σχεδιασμό, η εκτέλεσή του θα επιτάχυνε τον μέσο ετήσιο ρυθμό αύξησης του Ακαθάριστου Εθνικού Προϊόντος την περίοδο 1994-1999 κατά 0,6%". Αυτό σημαίνει ότι θα μπορούσαμε να έχουμε παραπάνω ΑΕΠ της τάξεως των 1,6 τρις δρχ. την περίοδο 1994-1999 από αυτό το οποίο είχαμε. Το παραδέχθηκε η ίδια η κυβέρνηση και εσείς ανάμεσα από τις γραμμές νομίζω ότι παραδεχθήκατε ότι υπάρχουν προβλήματα με την δημόσια διοίκηση στην Ελλάδα. Ειδικότερα δε, νομίζω ότι θα έχετε πρόβλημα με τις επιτροπές διαχείρισης και θέλω να μου πείτε συγκεκριμένα: Τί προτίθεστε να κάνετε με την ΜΟΔ (Μονάδα Οργάνωσης Διαχείρισης) και τις σχέσεις της με το Υπουργείο Εθνικής Οικονομίας, που δεν είναι οι καλύτερες; Τί θα γίνει με το outsourcing, τους εξωτερικούς συνεργάτες που χρειαζόμαστε; Θα υπάρξουν κίνητρα και ποινές από εδώ και πέρα για να γίνεται σωστή εφαρμογή του κοινοτικού πλαισίου στήριξης απα αυτούς που το χειρίζονται; Ειδικότερα, τί θα γίνει με την μεγάλη πληγή του Κοινωνικού Ταμείου στην Ελλάδα που, κατά την άποψή μου, αποτελεί ουσιαστικά μαύρη τρύπα μέσα στην οποία χάνονται οι κοινοτικοί πόροι;"@el8

"Signor Presidente, signor Commissario, ho qui davanti a me il progetto di sviluppo 2000-2006, inviatole dal Ministero dell’economia nazionale lo scorso autunno. Alla pagina 1-119 si dice testualmente: “Nel caso in cui il secondo quadro comunitario di sostegno venisse completato nel periodo 1994-99 secondo il relativo progetto, la sua esecuzione comporterebbe un’accelerazione dello 0,6 percento del tasso medio annuale di crescita del PIL nel periodo 1994-99”. Ciò significa che, in detto periodo, avremmo potuto avere un PIL di 1.600 miliardi di dracme superiore a quello registrato in realtà. Il governo l’ha ammesso e lei stesso – credo tra le righe – riconosce che vi sono problemi nell’amministrazione pubblica della Grecia. In particolare ritengo che ci saranno problemi con i comitati di gestione e vorrei dunque porre alcune domande. Che si intende fare con l’Unità organizzazione e gestione, i cui rapporti con il Ministero dell’economia nazionale non sono certo idilliaci? Che ne sarà dell’

"Mijnheer de Voorzitter, mijnheer de commissaris, ik heb het ontwikkelingsplan voor de periode 2000-2006 voor mij liggen dat wij de afgelopen herfst van het ministerie van Nationale Economie van Griekenland hebben ontvangen. Op bladzijde 1-119 staat letterlijk: “Als het tweede communautaire bestek voor de periode 1994-1999 zoals gepland ten uitvoer was gelegd, had men met de uitvoering daarvan het gemiddeld jaarlijks stijgingspercentage van het bruto binnenlands product in de periode 1994-1999 met 0,6% kunnen versnellen”. Dat betekent dus dat wij in de periode 1994-1996 1,6 biljard drachme meer aan BBP hadden kunnen hebben. De regering heeft dat trouwens ook zelf toegegeven en ook u hebt tussen de regels door laten blijken dat er problemen zijn met de overheid in Griekenland. Ik denk dat u met name problemen zult hebben met de beheerscomité’s en ik wilde dan ook graag het volgende van u weten: wat bent u van plan te doen met de eenheid voor beheersorganisatie en zijn betrekkingen met het ministerie van Nationale Economie, die niet bepaald om over naar huis te schrijven zijn. Senhor Presidente, Senhor Comissário, tenho aqui na minha frente o plano de desenvolvimento para o período de 20002006 que lhe enviou o Ministério da Economia Nacional no Outono passado. Na página 1119 diz textualmente: "Se o segundo Quadro Comunitário de Apoio tivesse ficado concluído no período de 19941999 de acordo com a respectiva programação, a sua execução teria assegurado um ritmo de crescimento médio anual do Produto Interno Bruto da ordem dos 0,6% no período de 19941999". Significa isto que neste poderíamos ter tido um PIB superior ao que tivemos em 1,6 milhões de milhões de dracmas. O próprio Governo admitiu isso, e entre as linhas julgo que o senhor também reconheceu que existem problemas com a administração pública na Grécia. De um modo especial, porém, julgo que o senhor terá problemas com as autoridades de gestão e quero que me diga concretamente: o que tenciona fazer com a UOG (Unidade de Organização de Gestão) e as suas relações com o Ministério da Economia Nacional, que não são as melhores? O que irá acontecer com o

På sidan 1-119 står det ordagrant: "Om den andra ramen för gemenskapsstöd under perioden 1994-1999 skulle genomföras i enlighet med den gällande planeringen, skulle detta öka den genomsnittliga årliga tillväxttakten för bruttonationalprodukten för perioden 1994-1999 med 0,6 procent." Det betyder att vi skulle ha kunnat ha en BNP för perioden 1994-1999 i storleksordningen 1,6 biljoner drakmer högre än vad vi hade. Det har regeringen själv erkänt, och jag tror att ni, mellan raderna, har erkänt att det finns problem med den offentliga förvaltningen i Grekland. I synnerhet tror jag att ni kommer att få problem med de administrativa utskotten, och jag vill att ni konkret talar om för mig följande: Vad ämnar ni göra med enheten för organisation och administration och dess förbindelser med finansdepartementet, som inte är de bästa. Vad kommer att hända på området outsourcing, med de externa medarbetare som vi behöver? Kommer det från och med nu att finnas piskor och morötter för dem som hanterar ramen för gemenskapsstöd, så att den genomförs korrekt?
